Parkway Extension Project]

SYNOPSIS INCLUDING PRO & CON: The project is to extend Douglas Parkway from NE
Badger Lane to N Warrior Lane and add a turn lane on Warrior Lane to Hickman Road, located
north of Hickman Road in the City of Waukee Iowa. The construction consists of approximately
450 square yards (SY) of pavement removal, 4,220 SY of 9” Reinforced P.C.C., 4,000 SY of
subgrade preparation, 4,850 SY of modified subbase, 1,100 SY of sidewalk and trail pavement, 1
sanitary sewer manhole, 200 LF of 15-inch storm sewer, 200 LF of 36-inch storm sewer, drainage
structures, miscellaneous grading, site restoration, survey, traffic control, and other associated
work.
The City received bids on June 8, 2021 with four (4) contractors submitting bids. Absolute
Concrete Construction, Inc. of Slater, IA, submitted the low bid in the amount of $919,069.00
which is approximately 33% under the engineer’s estimate of $1,377,532.00.
This project is included in the approved FY 2022 Capital Improvements Plan approved by City
Council in March 2021 with a total project budget of $1,865,000. This project has a completion
date of May 27, 2022.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $919,069.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Absolute
Concrete Construction, Inc. in the amount of $919,069.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2021-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE DOUGLAS PARKWAY EXTENSION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Douglas Parkway Extension, described in the plans and specifications
heretofore adopted by this Council on June 21, 2021, be and is hereby accepted, the same being
the lowest responsive, responsible bid received for such work, as follows:
Contractor: Absolute Concrete Construction, Inc., of Slater, IA
Amount of bid: $919,069.00
Portion of project: All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 21st day of June, 2021.

Dear Becky Schuett:
At 2:00 pm on June 8, 2021 bids were received for the Douglas Parkway Extension project. The Engineer’s
Estimate for the base bid of the project was $1,377,532.00. Four bids were received, all bidders were responsive,
and bids for base bid are summarized as follows:

Elder Corporation $1,063,586.01
Concrete Technologies Inc $1,086,805.50
Alliance Construction Group LLC $1,141,575.35
The bid received from Absolute Concrete Construction, Inc was 33.28% below the engineers estimate for the project,
and was determined to be the lowest responsive, responsible bidder. Bolton & Menk, Inc. has reviewed the bid
documents submitted and checked references on this bidder and was satisfied with responses given.
Therefore, Bolton & Menk, Inc. recommends award of the Douglas Parkway Extension project to Absolute Concrete
Construction, Inc, for the bid amount of $919,069.00 (NINE HUNDRED NINETEEN THOUSAND SIXTY NINE DOLLARS
AND ZERO CENTS).
