SYNOPSIS INCLUDING PRO & CON: The original agreement was approved by City Council on
August 3, 2020 which included the preliminary and final design for widening and partial
reconstruction of the Ute Avenue and Ashworth Road intersection to provide adequate through and
right/left turn movements. New traffic signalization design is included as part of the project. The
project will support the increasing traffic generated by the continued growth and development of the
southwest portion of Waukee, including construction of the new Sugar Creek Elementary school.
Throughout the course of design, the project has evolved to include scope of work that was not
anticipated during the initial contract development. The Consultant attempted to offset the increased
cost by efficiencies in other design tasks to maintain current budget. The Consultant was not able to
fully offset the increased scope and therefore respectfully requests a supplemental agreement.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Amendment No. 1 is for an
additional amount not to exceed $48,300.00. This amendment will bring the new contract amount to
$445,200.00.

APPROVING SUPPLEMENTAL AGREEMENT FOR ADDITIONAL SERVICES NO. 1
WITH SNYDER & ASSOCIATES, INC. [UTE AVENUE & ASHWORTH ROAD
INTERSECTION IMPROVEMENT PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, on August 3, 2020 (Resolution #2020-292), the Waukee City Council approved an
agreement with Snyder & Associates for Professional Consulting Services related to the Ute
Avenue and Ashworth Road Intersection Improvement Project; AND,
WHEREAS, through the course of design, the project has evolved to include scope of work that
was not anticipated during the initial contract development.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
21st day of June, 2021, that it hereby approves the Supplemental Agreement for Additional
Services No. 1 with Snyder & Associates [Ute Avenue & Ashworth Road Intersection
Improvements Project].

SCOPE OF SERVICES:
I. GENERAL
Throughout the course of design, the project has evolved to include scope of work that was not
anticipated during initial contract development. The Consultant attempted to offset the increased cost by
efficiencies in other design tasks to maintain current budget. The Consultant was not able to fully offset
the increased scope and therefore respectfully requests a supplemental agreement.
II. TOPOGRAPHIC SURVEY
The Consultant performed additional topographic survey to facilitate design efforts.
A. Water main installation was anticipated to end west of Sugar Creek. During preliminary design phase,
the limits of water main installation were extended 1,400 feet further east. Additional topographic
survey was obtained in this area to facilitate design.
B. Near the end of final design, the property owner in the NE quadrant of the intersection began placing
a significant amount of fill within the project limits. Additional survey was obtained for use in
updating and finalizing the project design.
III. RIGHT-OF-WAY ACQUISITION SERVICES
Original right-of-way acquisition scope assumed 7 property owners and acquisition plats. Current project
includes 15 property owners and 9 permanent acquisitions. The Consultant performed right-of-way
acquisition services in accordance with the scope of work outlined in the original agreement for the
additional parcels including:

A. Right-of-way design and plot plans.
B. Acquisition plats and temporary easement descriptions/exhibits.
C. Acquisition coordination and negotiations.
IV. FINAL ROADWAY DESIGN
The Consultant performed the following additional scope related to roadway design efforts.
A. Water Main. Water main installation was anticipated to end west of Sugar Creek. During preliminary
design phase, the limits of water main installation were extended 1,400 feet east to serve new
development and plan for future connections at Sugar Creek Lane and the existing camp ground.
Extension of water main required design of a creek crossing at Sugar Creek and planning for future
improvements.
B. Sanitary Sewer. Coordination with the property owner in the south east quadrant of the intersection
revealed that the project would significantly impact the existing sanitary sewer system. Mitigation
options were developed and reviewed. The preferred option was to connect the property to the
existing sanitary sewer system on the west side of Ute Avenue. Sanitary sewer design was performed
for the final construction documents.
C. Signing Plans. Consultant provided review of existing signs located within the project corridors to
identify and coordinate with the City which, if any, could be salvaged for reuse. Signing plans were
completed showing the location for relocated sigs, locations of new signs and sign installation details.
Quantities were calculated accordingly.
D. Utility Coordination. The amount of utility coordination needed throughout the design phase was
significantly more than anticipated. Multiple utility coordination meetings and subsequent file
creation/transmittals occurred. The Consultant also reviewed utility relocation plans for electric, gas
and communication utilities for coordination with project design.
E. Re-Design Efforts. Near the end of final design, the property owner in the NE quadrant of the
intersection began placing a significant amount of fill within the project limits. This fill required re-
deign of the final model and cross sections. Earthwork, removal, erosion control and restoration
quantities were re-calculated and the final plans updated accordingly.
V. GAS MAIN RELOCATION STAKING
The Consultant will performed the following tasks related to staking the gas main relocation design.
A. Coordination with City and gas main design engineer to obtain plan and profile design files of the gas
main relocation.
B. Perform office tasks in preparation for field staking including review of gas main design files and
existing/proposed surfaces to calculate gas main depth.
C. Provide centerline stakes of the gas main relocation at 25-foot intervals showing the cut elevations to
the proposed gas main profile.
D. Consultant will perform field staking for two phases of gas main relocation.
VI. COMPENSATION
In consideration of the professional services provided herein, the City agrees to pay the Consultant the
following sum, NOT-TO-EXCEED, including any authorized reimbursable expenses, pursuant to the

Schedule of Fees set forth in Attachment 3 of the original agreement. The compensation schedule as set
forth in Article 3 of the original agreement is amended as follows:
