Woods South Townhomes

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
8.47-acre development for a multi-family townhome development located
north of Interstate 80 and east of Ute Avenue/R-22. The plat identifies 83
townhome lots as well as Outlot ‘X’. Public utilities will be extended into the
site from Prairie Bluff Drive.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on May 25, 2021 and
recommended approval:
Approval of a Final Plat for Painted Woods South Townhomes
Senior Planner Melissa DeBoer introduced the request for approval of a preliminary plat, final plat,
and site plan for a townhome development as submitted by the applicant, D.R. Horton. The property is
located north of Interstate 80 and east of Ute Avenue/R-22 and contains approximately 8.47 acres. The
subject property has previously gone through a similar review, however the previous applicant has
since withdrawn the May 2020 proposal.
Mrs. DeBoer advised that the project includes a total of 18 townhome buildings containing two to six
units each and totaling 83 units on the site. Each unit accounts for one lot, each lot standing at 1,352
square feet in size and each housing unit being approximately 1,430 square feet in size. Outlot X is
identified on the concept plan and includes all common areas, including private streets, open space,
and detention basins. This outlot will be maintained by a homeowners association. Access into the
development is provided at two points off of Prairie Bluff Drive, and all interior streets will be
privately owned and maintained. A trail is identified on the north of the site, public utilities will serve
the site, and Stormwater will be accommodated with the detention basins located on the north side of
the site to be maintained by the association. At this time parking, landscaping, open space, and lighting
ordinance requirements have been met.
Staff would recommend approval subject to any remaining staff comments and review of the legal
documents.
Commissioner Hoifeldt questioned what the zoning to the property to the west of the
development. Mrs. DeBoer advised that it was currently zoned A-1 and C-1 with a general
identified use of office/commercial.

Commissioner Koshy questioned if there was an exception for this development to use vinyl
siding. Mrs. DeBoer advised that there is not a requirement in regards to vinyl siding on a
townhome product.
Commissioner Streit moved to approve the Final Plat for Painted Woods South Townhomes Plat 1
subject to any remaining staff comments and review of the legal documents. Commissioner Ward
seconded the motion. Ayes: Streit, Koshy, Conley, Broderick, Ward, and Hoifeldt. Nays: None.
Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, DR Horton, has requested final plat approval of Painted Woods South Townhomes (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
May 25, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods South Townhomes and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 21st
day of June, 2021, that the Final Plat for Painted Woods South Townhomes be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Public Utility Easement
2. Public Storm Water Detention Easement
3. Private Ingress-Egress Easement
4. Private Sanitary Sewer Easement
5. Private Storm Sewer Easement; and
6. Private Watermain Easement.

BACKGROUND
The subject property was originally platted as Outlot ‘T’ of Painted Woods South Plat 1. The property was
zoned R-4, Row Dwelling and Townhome Dwelling District, with the overall rezoning for the Painted Woods
South Development. The R-4 zoning district allows for the development of townhomes.
The Planning and Zoning Commission approved a preliminary plat, site plan and final plat for a townhome
development on the subject property in May 2020 from another applicant. That applicant has since withdrawn
their proposal.
PROJECT DESCRIPTION
The project includes a total of 18 townhome buildings with a total of 83 townhome units for the entire site.
Each unit accounts for one lot for a total of 83 corresponding lots. The buildings range between two to six
units per building. Each lot is 1,352 square feet. Each unit is 1,430 square feet in size.
The final plat identifies the 83 townhome lots as well as Outlot ‘X’ for all of the common areas, including the
private streets, open space, and detention basins. The outlot will be owned and maintained by the
homeowner’s association.
One monument sign is proposed at the west entrance to the site.
ACCESS AND PARKING
Two accesses are provided to this site off of Prairie Bluff Drive. All streets interior to the site will be privately
owned and maintained by the association.
A total of 183 parking spaces are required for this project (1 space per 5 units for visitor parking, plus 2
spaces per unit) and a total of 183 spaces are provided, including 2 accessible parking stalls. This includes 2
attached garage spaces per unit.

SIDEWALKS/TRAILS
An eight-foot wide trail will be included to the north of the site, along the south side of Prairie Bluff Drive.
Five-foot wide, private sidewalks are shown throughout the development in order to provide internal
pedestrian access as well as provide access to and from the trail located along the public street.
UTILITIES
This site will be serviced with all public utilities. Sanitary sewer and water services will be brought into the site
from Prairie Bluff Drive. All utilities within the site will be privately owned and maintained.
Storm water will be accommodated with the detention basins located on the north side of the site. These will
be owned and maintained by the association.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 49%.
This project includes 25-foot landscape buffers along all sides of the site. Plantings are being provided
throughout the site in compliance with the Landscape & Open Space Ordinance.
ELEVATIONS
The elevations of the buildings are proposed to be constructed of vinyl siding, board and batton siding and
stone. All buildings are two-story and each unit includes a two-car garage. There are several color palettes
proposed in different shades of gray, tan and white. Elevations of the proposed buildings have been provided
for review along with the proposed color schemes.
LIGHTING PLAN
No exterior lighting for the internal streets has been proposed at this time. General exterior residential house
lighting will be provided on the exterior of each unit.
COMPREHENSIVE PLAN
The Comprehensive Plan classifies the subject property as Medium Density Residential. The Medium Density
Residential classification provides for a variety of attached side-by-side townhome and row home products.
The Plan states that neighborhoods should include a variety of housing options that accommodate a range of
needs, price points and life stages of residents.
STAFF RECOMMENDATION
The proposed preliminary plat, site plan and final plat are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan Ordinance and Comprehensive Plan. Staff recommends approval subject to
any remaining staff comments and review of the legal documents.
