HomeMy WebLinkAbout2021-07-06-J01F Public Works Access ControlAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 6, 2021 AGENDA ITEM:Consideration of approval of a resolution approving agreement to procure components and implement upgrades for the current access control system at the Public Works facility FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Attached is an estimate and a scope of work for Tri- City Electric Co. to procure hardware and implement necessary component upgrades to replace an existing end-of-life access control system at Public Works. The implementation of this project will allow the Public Works facility to leverage an existing access control system already deployed at other facilities. Benefits stemming from this project include: single issuance of cards for access per employee, centralization of all facility access to one single platform and is managed and supported by IT, and it will allow greater capabilities as we expand the use of access control. The completion of this project will set a foundation for a strategy to integrate physical access security and a future internal emergency and alert notification system throughout all staffed facilities. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $33,675 COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approving the agreement. RECOMMENDATION: Approve the Resolution. FOR PROCUREMENT AND IMPLEMENTATION OF THE PUBLIC WORKS FACILITY ACCESS CONTROL COMPONENT UPGRADES IN THE AMOUNT OF $33,675.00 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, Tri-City Electric Co. provides products and professional services for the City; AND, WHEREAS, Tri-City Electric estimates the cost of products and services for the Public Works facility access control system upgrades to be $33,675.00; AND, WHEREAS, City staff recommend approval of the agreement. Also replace all readers with new HID ICLASS Readers. Scope of work to include: · Document and label all cables on existing access control system. · Remove existing controllers, output and reader cards from cabinet. · Provide and install (6) HARTMANN TROVE-2DR-STR Controller kits · Provide and install (16) HARTMANN PRS-TDM 2 door expanders · Provide and install (43) HID R40 ICLASS SE READERS. · Provide relays and 2 power supplies. · Provide support for testing doors after new system is installed. · Costumer to program and assign doors to groups. Bid is subject to the terms of a mutually acceptable contract. Bid is based on the daily market rate for goods and commodities reflected by the submitted date of this proposal. Tri-City Electric reserves the right to increase said bid accordingly to reflect the market rates on the day of receipt of the Purchase Order. Changes will be shown in documentation through commercial quotes, invoices, and/or receipts for such goods and commodities if applicable. Work is to be performed during a standard 8-hour workday between 7:00 AM and 3:30 PM, Monday through Friday. Payments are due every 30 days as the work progresses. A 1.5% service charge will be applied to all outstanding account balances over 30 days past due. Excavation Notes Proposal is based on normal soil conditions for trenching, auguring and excavation. If TCE encounters rock, debris, old foundations, high water, loose or unstable soil conditions additional charges will be added respectively. All excavation spoils are to remain on site. If included in bid for removal is based on CLEAN, Non-Contaminated soil removal and does not included remediation or special hauling fees, treatment charges and special permits relating to contaminated soils. Owner/General Contractor is responsible for all excavated areas if not specified and included in the scope of work. Non Solicitation of Employees By acceptance of this proposal, customer agrees not to directly or indirectly recruit, solicit, hire or induce any employee of Tri City Electric Company or any affiliate thereof, to terminate his or her employment with Tri City Electric Company. This restriction does not apply to solicitation of any employee of Tri City Electric Company or any affiliate thereof, who Tri City Electric Company has terminated due to job elimination or reduction in work force. Contractor agrees that it must obtain written consent of Tri City Electric Company prior to hiring any such Tri City Electric Company employee. The duties, objections and restrictions set forth in this paragraph shall expire upon the first anniversary of the conclusion date of the engagement contemplated in this proposal. Force Majeure If the Subcontractor is delayed at any time in the commencement or progress of the Work by diseases, epidemics, pandemics, labor or material shortages caused by diseases, epidemics, or pandemics, unusual delay in deliveries, restrictions on access or travel, unavoidable casualties or other causes beyond the Subcontractor’s control, then the contract times shall be extended.
