FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: MidAmerican Energy’s Relocation expense is estimated to be $488,091.87. Staff have indicated to MidAmerican Energy of the City’s intent to utilize the local government compliance clause to compel MidAmerican Energy to recover the actual costs for this relocation effort from their customers within the corporate boundaries of Waukee. MidAmerican Energy will assign a monthly per kilowatt-hour (kWh) basis fee applied to their customer’s electric utility bill for a one year duration. The estimated fee is $0.00288/kWh. For the average residential customer, the monthly fee is estimated to be $2.43/month and for the average commercial customer, this fee is estimated to be $16.70/month. MidAmerican Proposal and Design PREPARED BY: Beth Richardson REVIEWED BY: Rudy Koester RK PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: J1J THE CITY OF WAUKEE, IOWA RESOLUTION 2021- APPROVING RELOCATION OF OVERHEAD FACILITIES TO UNDERGROUND ELECTRICAL FACILITIES FROM MIDAMERICAN ENERGY COMPANY [ASHWORTH ROAD AND UTE AVENUE, WMIS 2866757] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, MidAmerican Energy proposes to remove overhead distribution facilities, furnish and install underground cable, switchgears and other pad mounted equipment, and provide a field representative to review plans with the contractor hired to install conduit system along Ashworth Road and Ute Avenue; AND, WHEREAS, the removal and/or relocation of overhead electric facilities would improve safety, image, and economic development; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that directs MidAmerican Energy to remove and/or relocate power lines along Ashworth Road and Ute Avenue under the following terms and conditions: 1.The City of Waukee will use the Local Government Compliance Clause (LGCC) to reimburse MidAmerican Energy for the cost of the project. The LGCC allows MidAmerican Energy to collect the cost of the project from the rate payers in Waukee over a 1-year period as an additional per kWh fee. The per kWh fee will be based on actual construction cost established and billed after the completion of the project. 2.The City Council authorizes the Mayor to inform the IUB that the City authorizes the MidAmerican to charge the customers within the City boundaries the cost of the project in accordance with the LGCC once the project is complete. 3.The City Council authorized the acceptance of the MidAmerican proposal dated June 1, 2021, and attached hereto as Attachment A. WMIS 2866757 In response to your request, MidAmerican Energy Company has reviewed the above project and your request for relocation of our overhead electric system. To facilitate your request for conversion of these overhead distribution facilities to an underground system, we have prepared a design proposal for an estimated total of $488,091.87 to the city that would remove the overhead facilities and install them underground. Since the estimated cost of construction is over $100,000, the City is required by tariff to pay actual costs upon completion of the work, which could result in an additional charge or a refund to the City. This proposal provides the terms and conditions for relocation of our electric distribution facilities only. If adjustments to streetlight facilities are required, the terms and conditions for those projects will be included on a separate proposal. This proposal is valid for 90 days and assumes MidAmerican will be allowed to commence construction within 12 months of the proposal date. MidAmerican proposes to: 1. Remove overhead distribution facilities as shown on the attached drawings. 2. Furnish and install underground cable, switchgears and other pad mounted equipment as shown. 3. Provide a field representative to review plans with the contractor hired to install conduit system. 2 | P a g e W M I S | 2866757 6/1/2021 Under the terms and conditions of this proposal, the City Agrees to: 1. Notify, facilitate and compel all other utilities located on MidAmerican Energy company’s poles to relocate to underground. 2. City shall grade the underground primary cable route for direct burial cable to within four inches of final grade and clear the cable route of construction materials, obstructions, and ECT. This grading and clearing shall be done as required to facilitate MidAmerican’s schedule for cable installation with no unreasonable delays. In the event the City is unable to provide grade preparation according to these specifications or cannot clear any known obstructions in the proposed facility route, the City shall reimburse MidAmerican for all incremental costs incurred by MidAmerican or its contractors resulting therefrom. 3. The City shall furnish, stake and maintain easements for the duration of the project for all MidAmerican Energy pad mounted electrical equipment as shown on drawings within any City provided easement. 4. The City shall perform all site restoration necessitated by installation of underground facilities. 5. The City shall stake elevations and Right of Way along the underground cable path and maintain staking for the duration of project. 6. Any residential overhead service that is required to be relocated underground will be at the expense of the customer/property owner and/or the City. 7. This proposal assumes that MidAmerican Energy will not be required to perform any temporary relocations of the overhead system, and can leave it in place and operable until the completion of the installation of the new underground facilities. Any incremental costs incurred by MidAmerican for such temporary modifications shall be paid by the City. 8. The City shall pay all costs incurred by MidAmerican Energy resulting from design changes or field changes made by the City that deviate from the plans provided by the City for preparation of this proposal. 9.
