SYNOPSIS INCLUDING PRO & CON: The applicant, AP GPP, LLC, requests approval of a final
plat for 19.15 acres of property located north of SE Kettlestone Boulevard and
west of Grand Prairie Parkway. The plat consists of two (2) lots for future
commercial development and one (1) outlot for future development and
stormwater detention. Lot 1 is 2.67-acres in area and Lot 2 is 2.01-acres in
area. Lots 1 and 2 will be accessed from SE Kettlestone Boulevard. Public
utilities are available to serve Lots 1 and 2.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on June 22, 2021, and recommended approval subject to remaining
staff comments.
Approval of a Plat for Ashworth West Plat 1
Planning Coordinator, Andy Kass, introduced the request for approval of a final plat related to a
commercial development as submitted by the applicant AP GPP, LLC. The subject property is
generally located south of Ashworth Road and west of Grand Prairie Parkway, containing
approximately 19.15 acres. The subject property is located within the Kettlestone District and was
rezoned in 2019.
Mr. Kass advised that the final plat identifies two lots ranging in size from 201 acres to 2.67 acres
intended for commercial development. No specific user has been identified at this time. Outlot Z is
13.95 acres in area and is intended for future development. Access to the lots will be provided off of
SE Kettlestone Boulevard via a shared access located between the lots which will function as a full
access point until future development occurs to the west, in which, this access may be turned into a
right-in/right-out only point. An additional access is provided in the northeast corner of Lot 1 which
will be a right-in/right-out access off of Grand Prairie Parkway. A 10 foot wide trail is identified on the
south side of SE Kettlestone Boulevard and sidewalks will be provided internal to the site. All public
utilities have been extended to serve the lots and a regional pond to the north of the lots will provide
storm water management. The pond is intended to be owned and maintained by the owners association
of the development.
At this time staff would recommend approval subject to any remaining staff comments.
Commissioner Streit verified that the access to the north would be constructed with future
development. Mr. Kass advised that was correct.

Paul Claussen of Civil Engineering Consultants, and representative for the applicant, added for
the record that there is a portion of Lot A that is being deeded to the City.
Commissioner Broderick moved to approve the Final Plat for Ashworth West Plat 1 subject to any
remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Streit, Ward, Inman,
Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Ashworth
West Plat 1.

APPROVING THE FINAL PLAT FOR ASHWORTH WEST PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, AP GPP, LLC, has requested final plat approval of Ashworth West Plat 1 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on June 22, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Ashworth West Plat 1 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of July, 2021, that the Final Plat for Ashworth West Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Sanitary Sewer Easement;
3. Public Trail Easement;
4. Ingress/Egress Easement;
5. Public Utility Easement;
6. Gas Main Easement;
7. Overland Flowage & Storm Water Detention Easement;

HISTORY
The subject property is located south of Ashworth Road and west of Grand Prairie Parkway. The property is located
within the master planned Kettlestone district. The property was rezoned to K-RR (Kettlestone Retail Regional) in
2019. The Planning and Zoning Commission reviewed and approved the preliminary plat for the development in July
2020.
PROJECT DESCRIPTION
LOTS
The final plat identifies two (2) lots. The lots range in size from 2.01 acres to 2.67 acres. The lots are intended for future
commercial development. Outlot Z shown on the final plat is 13.95-acres in area and will be platted in the future as
development occurs. Table 1 below summarizes the bulk regulations for the K-RR District.

STREETS AND TRAIL
As part of the improvements for the development, the applicant is in the process of constructing an extension of SE
Kettlestone Boulevard along the south side of the property. SE Kettlestone Boulevard will be a full access signalized
intersection at Grand Prairie Parkway. A roundabout has been identified at the west end of the proposed plat which will
be constructed as a part of a future improvement when development to the west occurs. Access to the two lots will be
provided off SE Kettlestone Boulevard by a shared access located between the two lots. This access will initially function
as a full access point. At some point in the future when development occurs further to the west, this access may be
restricted to a right in/right out if the existing full access becomes unsafe due to traffic volumes, stacking at Grand

Prairie Parkway and/or accident volume. The addition of the roundabout in the future will allow customers to Lots 1
and 2 the ability to exit those two lots and turn around to get back to Grand Prairie Parkway if in the future the full
access needs to be removed. One additional access from Grand Prairie Parkway is proposed in the northeast corner of
Lot 1, which will be a right-in/right-out.
A 10-foot-wide trail will be installed on the south side of SE Kettlestone Boulevard. Sidewalks will be provided along the
internal private streets.
UTILITIES
Water main has been extended along SE Kettlestone Boulevard and into the development. A sanitary trunk sewer has
been constructed from the south with access to the property being provided at the southwest corner of Lot 2.
Storm water detention for the development will be provided within a regional storm water pond north of Lots 1 and 2.
The storm water ponds will be the maintenance responsibility of the owners association of the development.
STAFF RECOMMENDATION
The proposed lots meet the minimum requirements of the Zoning Ordinance. The final plat is in general conformance
with the Subdivision Ordinance. Staff recommends approval of the final plat for Ashworth West Plat 1 subject to
remaining staff comments.
