Hickman Rd. and electronically via Zoom. (B) Pledge of Allegiance (C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman Pierce (electronically), R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: None. Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets, Public Works Director/City Engineer Rudy Koester, Planning Coordinator Andy Kass, Marketing & Communications Director Summer Evans, IT Director Son Le, Police Lt. Jeremy Long, Police Officer Joshua Eastcott, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum – 1) Ben Holthaus, 3255 Ashworth Rd., noted that he had sent documentation to Mayor Clarke and council members [related to the SE Ashworth Rd. Corridor Improvement Project] that seemed to point out some inaccuracies. He then stated that the City had promised to keep people informed but that communication is an ongoing problem. Contractors are doing a great job but the City is not doing what they should. He noted that he is unsure who to contact about project issues, suggesting that an organizational chart would be helpful. Mayor Clarke expressed her sympathy for what has happened to Mr. Holthaus’ property, adding that elected officials and staff continued to monitor and discuss the situation. Mr. Holthaus added that the issue is that he was told his inconvenience would be for a few days but someone should’ve known otherwise. He then noted that the contractors are now better with obeying the noise ordinance. 2) Jim Strutzenberg, 975 NE Badger Ln., asked the council to review the residential swimming pool fencing regulations, noting that property owners who want to install a locking pool cover should be granted an exemption to the fencing requirement. He shared the City of Urbandale ordinance that addresses such an exemption, adding that pool covers also help with evaporation and water loss. (E) Agenda Approval – Council Member Lyon moved to approve the agenda; seconded by Council Member Sinclair. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 – 0. (F) Monthly Mayor’s Report – Mayor Clarke highlighted the FY2021 building permit report. She thanked the Park Board and Parks & Recreation Department for their work on the Independence Day celebration. Later in July, the Waukee Area Arts Council presents the annual Arts Festival. Mayor Clarke then recognized Boy Scouts in attendance. Work Session: 1) FY2020-2021 Strategic Plan: Sugar Creek Stormwater Management Plan – Greg Pierce with RDG Planning & Design (participating electronically) reviewed the study area, watershed assessment, stream assessment, stormwater management, buffers and Civic Campus area options. 2) Waukee Marching Band recognition – Parks & Recreation Director Jermier reviewed options for banner locations and costs. 3) Continuity of Operations Plan (COOP) – Fire Chief Robinson highlighted certain aspects of the plan. 4) Broderick Pond Reconstruction Project, Douglas Pkwy. Bridge and Recreation Trail Underpass: Engineering Services Amendment – Public Works Director/City Engineer Koester reviewed elements of the proposed amendment, including the construction schedule. 5) Warrior Lane traffic update – Public Works Director/City Engineer Koester stated that a traffic study and analysis concludes that the north/south stop at the intersection of Warrior Ln./Windfield Pkwy. will no longer be warranted after completion of the Warrior Lane Improvements Phase 1 Project. After much discussion, council directed staff to install a pedestrian-activated crossing light at the intersection in addition to removing the north/south stop requirement. 6) Road and infrastructure project updates – Public Works Director/City Engineer Koester provided an update on various projects under construction. 7) Centennial Crossing utility box wrapping – Assistant City Administrator Deets presented a concept for a decorative wrapping around a Centennial Crossing utility box; the wrapping would be paid for and installed by Centennial Crossing. 8) Swimming pool fencing requirements – Assistant City Administrator Deets referenced a request made by a resident during the July 6 Open Forum, asking that the City code be amended to allow for exemptions to the pool fencing requirement if a powered pool cover is installed. Mr. Deets reviewed the current City ordinance, as well as those of other metro-area communities. The council directed staff to research the matter further. 2 9) Downtown Triangle development proposal – Assistant City Administrator Deets reviewed current incentive programs for major renovations and façade improvements in the Downtown Triangle district. City staff propose additional incentives for new construction or existing structure improvements. 10) New Pioneer Gun Club – Council Member Bottenberg stated that he receives many regular complaints from residents about the noise from the gun club and asked what measures might be taken to dampen the sound. After some discussion, City staff offered to meet with the gun club owners about the matter. 11) Fireworks use – Mayor Clarke stated that she did not want to ban fireworks use in Waukee, but wondered if the City had the authority to limit the size of fireworks and the use of fireworks during drought conditions. Council Member Bottenberg replied that he was also concerned with fireworks during a drought, adding that he was more concerned with people setting off fireworks on streets, trails and public property. Council Member Bergman Pierce stated that she supported banning fireworks use at this time, noting that many people are fearful for property, pets and safety. Council Member Sinclair also stated that he supported a ban, but was in favor of exploring other restrictions. City staff will look at statistics in those cities that have banned fireworks use. F.
