AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The
Shops at Kettlestone North Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 4.50-acre commercial development generally
located south of SE Esker Ridge Drive and east of Grand Prairie
Parkway. The final plat includes a total of 2 lots for commercial
development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on March 24.
2020, and recommended approval:
Approval of a Final Plat for The Shops at Kettlestone North Plat 3
Senior Planner, Melissa DeBoer, introduced the request made by the applicants Hy-Vee Inc., and
Telby, LLC, for a commercial development. The subject property is located south of SE Esker
Ridge Drive and east of Grand Prairie Parkway, containing approximately 4.5 acres.
Mrs. DeBoer advised that a final plat had been previously approved in December 2017, however
changes in ownership and access easements require a new submittal. The Final plat identifies 2
lots for commercial development. A private street is included on the east side of the plat to
provide shared access throughout the development and is anticipated to continue to the south. A
sidewalk will be constructed along the south side of SE Esker Ridge Drive with the development
of Lot 1, with additional private sidewalks constructed to allow pedestrian access throughout the
plat. All easements for utilities and proposed ingress/egress locations are in place. Utilities will be
provided off of Grand Prairie Parkway, and storm water will be detained within a regional
detention basin located on lot 2.
At this time staff recommends approval of the Final Plat for The Shops at Kettlestone North Plat
3 subject to any remaining staff comments and review of the legal documents.
Commissioner Hoifeldt moved to approve the Final Plat for The Shops at Kettlestone North Plat
3 subject to remaining staff comments and approval of legal documents. Commissioner Broderick
seconded the motion. Ayes: Conley, Broderick, Ward, Streit, Hoifeldt, Koshy, and Inman. Nays:
None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the K-RC, Kettlestone Retail Community,

Zoning District and that the applicant has successfully addressed all of
the requirements within the Waukee Subdivision Ordinance with the
submittal of this final plat.
RECOMMENDATION: Staff recommends approval of the Final Plat for The Shops at
Kettlestone North Plat 3

APPROVING THE FINAL PLAT FOR THE SHOPS AT KETTLESTONE NORTH PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, HY-VEE, INC. AND TELBY, LLC/HART FAMILY HOTELS – WAUKEE, LLC has
requested final approval of The Shops at Kettlestone North Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 24, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Shops at Kettlestone North Plat 3 and the documents relating
thereto will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
6th day of April, 2020, that the Final Plat for The Shops at Kettlestone North Plat 3 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.

HISTORY
The Planning and Zoning Commission approved this final plat back in December 2017; this is coming back
through the approval process due to changes in ownership and access easements.
PROJECT DESCRIPTION
LOTS
The final plat includes 2 lots for commercial development. Lot 1 is on the north and contains a total of 1.96
acres. Lot 2 is on the south and contains a total of 2.54 acres.
STREETS AND TRAILS
This plat will be accessed from the north off of SE Esker Ridge Drive. A private street is included on the east
side of this plat that provides shared access throughout this development, and will continue to the south.
A five foot wide sidewalk will be constructed along the south side of SE Esker Ridge Drive with the
development of Lot 1. A ten foot wide trail exists along the west side of these lots along Grand Prairie
Parkway. Private sidewalks will be constructed to allow pedestrian access throughout this plat with individual
lot development.
EASEMENTS
Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to
easements for utilities the final plat identifies proposed ingress/egress easements to provide access to the
proposed lots.
UTILITIES
Sanitary sewer will be provided from the main along Grand Prairie Parkway. Water will be provided from the
water main along the east of these lots. Storm water will be detained within a regional detention basin located
within Lot 2.
STAFF RECOMMENDATION
Staff recommends approval of the Final Plat for The Shops at Kettlestone North Plat 3 subject to remaining
staff comments and review of the legal documents by the City Attorney.
