AGENDA ITEM: Public Hearing on the vacation and disposal of a street or alley pursuant to
Iowa Code Sections 354.23, 364.12(2)(A) and 364.7 (2020) [Locust Street and
alleyway between Locust Street and Ashworth Drive]

SYNOPSIS INCLUDING PRO & CON: As a part of the review process for the new additions to
Vince Meyer Learning Center approved earlier this year, staff asked the
school district to review the existing ownership of the property.
At one point in time, Locust Street extended across the front of the school.
Several years ago, the parking lot in front of the school was reconstructed and
the street was configured as a part of the parking lot. The Locust Street right
of way as well as an alley way running from Locust Street to Ashworth Drive
were never vacated.
Staff believes it is in the best interest of the City to vacate both the Locust
Street right of way and adjoining alleyway and deed the property to the school
district.
