AGENDA ITEM:Consideration of approval of a resolution awarding contract for the
Traffic Signal Enhancement Project

SYNOPSIS INCLUDING PRO & CON: The City was awarded an Iowa’s Clean Air
Attainment Program (ICAAP) grant in the amount of $1,075,000. One requirement of the
approved funding agreement is the project is to be let through the Iowa Department of
Transportation (IDOT). The IDOT let the project and received bids for the Traffic Signal System
Enhancements Project on Tuesday, April 21, 2020. Two bids were received. The bids were
$543,350 from Iowa Signal, Inc. of Grimes, Iowa and $638,500 from Price Industrial Electric,
Inc. of Robins, Iowa. The engineer’s estimate for this project was $493,600.00.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $543,350.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Iowa Signal,
Inc. of Grimes, Iowa in the amount of $543,350. This is 10% over the engineer’s estimate but
still within the acceptable competitive bidding requirements to award the project per IDOT
standards.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE TRAFFIC SIGNAL SYSTEM
ENHANCEMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Traffic Signal System Enhancements, described in the plans and
specifications heretofore adopted by this Council on May 18, 2020, be and is hereby accepted, the
same being the lowest responsive, responsible bid received for such work, as follows:
Contractor: Iowa Signal, Inc., of Grimes, IA
Amount of bid: $543,350.00
Portion of project: All construction work
Section 2.That the Director of Public Works is hereby authorized, designated, empowered,
and directed to execute the contract with the contractor for the construction of the public
improvements, such contract not to be binding on the City until approved by this Council.

Dear Rudy:
The Iowa Department of Transportation received bids for the Traffic Signal System
Enhancements Project on Tuesday, April 21, 2020. The proposed project includes converting
detection at all of the traffic signals in Waukee to a non-intrusive detection method (video and
radar).
Two bids were received and opened. The bids were $543,350 and $638,500. Our opinion of
probable construction costs was $493,600. The low bid of $543,350 was submitted by Iowa
Signal Inc. of Grimes, Iowa. Please refer to the attached bid tabulation.
Our recommendation is to award the project to the low bidder, Iowa Signal Inc. of Grimes, Iowa.
As a firm, we have a great deal of favorable experience working with Iowa Signal, including
knowing they are the City of Waukee’s signal maintenance contractor. We believe they are fully
capable of successfully carrying out the requirements of the contract.
