WAUKEE CITY COUNCIL MINUTES
WORK SESSION MEETING
April 30, 2020
*Due to public health concerns and guidance, in accordance with Iowa Code Sections 21.4(1)(b) and
21.8, this meeting of the Waukee City Council was conducted electronically as holding the meeting
in person was impossible or impractical.
The work session meeting of the Waukee City Council came to order at 8:05 a.m. at Waukee City Hall, 230
W. Hickman Rd. and electronically via Zoom pursuant to the electronic meeting provisions of Iowa Code
Sections 21.4(1)(b) and 21.8.
The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman
(electronically), R. Charles Bottenberg, Chris Crone, Larry R. Lyon (electronically), Ben Sinclair. (Council
Member Bottenberg moved to electronic participation at 1:15 p.m.)
Also in attendance: City Administrator Tim Moerman, Development Services Director Brad Deets, IT
Director Son Le, City Clerk Rebecca D. Schuett, Lyle Sumek with Lyle Sumek Associates, Inc.
(electronically).
Work Session: Goal setting and strategic planning for FY2021, first session – Mr. Sumek lead the
council through a review and discussion of the City’s mission and vision. He then reviewed the status of the
current fiscal year strategic plan and goals and began discussions on possible goals for FY2021.
Closed Session: Pursuant to Code of Iowa §21.5(1)(j) to discuss the purchase or sale of particular
real estate only where premature disclosure could be reasonably expected to increase the price the
governmental body would have to pay for that property or reduce the price the governmental body
would receive for that property – Council Member Bottenberg moved to close the regular session and
enter closed session pursuant to Code of Iowa §21.5(1)(j); seconded by Council Member Crone. Results of
vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 – 0. Mayor Clarke
stated that the electronic meeting would be muted for approximately 15 minutes while the council was in
closed session;following the closed session, the electronic meeting will be unmuted so that the meeting can
continue in open session. Council entered closed session at 12:33 p.m.
CLOSED SESSION
The electronic meeting was unmuted and council entered regular session at 12:49 p.m.

council through continued discussions on possible goals for FY2021, with the council selecting their top and
high priority goals.

(A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom
pursuant to the electronic meeting provisions of Iowa Code Sections 21.4(1)(b) and 21.8.
(B) Pledge of Allegiance (temporarily suspended)
(C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members
Anna Bergman (electronically), R. Charles Bottenberg (electronically), Chris Crone, Larry R.
Lyon (electronically), Ben Sinclair (electronically). Absent: None.
Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart,
Development Services Director Brad Deets, Parks & Recreation Director Matt Jermier, IT
Director Son Le, Police Chief John Quinn, Marketing & Communications Director Summer
Evans (electronically), Human Resource Director Michelle Lindsay (electronically), City Clerk
Rebecca D. Schuett, City Attorney Steve Brick (electronically).
(D) Open Forum (temporarily suspended)
(E) Agenda Approval – Council Member Crone moved to approve the agenda; seconded by
Council Member Lyon. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair.
Nays: None. Motion carried 5 – 0.
(F) Monthly Mayor’s Report – Mayor Clarke highlighted certain aspects of the approved FY2021
budget and capital improvement plan, encouraged everyone to respond to the 2020 Census,
and reviewed recent economic development projects. She noted that the City continues to
regularly review its COVID-19 response, including facility closures and program cancellations.
Mayor Clarke thanked all of the City’s essential workers.
(G) Presentations: None
(H) Public Hearings:
1) On plans, specifications, form of contract and estimate of cost [Glynn Village Park
and Trail Amenity Project] – Mayor Clarke opened the public hearing and asked if any
written correspondence had been received; City Clerk Schuett replied in the negative. Parks
& Recreation Director Jermier briefly reviewed the project and anticipated construction
schedule. No comments were made by the public in attendance.
2) On proposals for the purchase and removal of structures owned by the City of
Waukee [28253 U Avenue] – Mayor Clarke opened the public hearing and asked if any
written correspondence had been received; City Clerk Schuett replied in the negative.
Development Services Director Deets noted that the property was acquired by the City as
part of the NW 10th St. Improvement Project. The City advertised for bids to purchase and
remove the home and two detached outbuildings, but no bids were received. City staff will
proceed with options for salvaging some components of the home prior to demolition of the
structures. No comments were made by the public in attendance.
(I) Public Hearing Action Items:
1) Glynn Village Park and Trail Amenity Project
A. Resolution: Consideration of approval of a resolution approving plans,
specifications, form of contract and estimate of cost – Council Member Crone
moved to approve the resolution; seconded by Council Member Sinclair. Results of vote:
Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 – 0.

B. Resolution: Consideration of approval of a resolution awarding contract – Council
Member Lyon moved to approve the resolution; seconded by Council Member Crone.
Parks & Recreation Director Jermier reviewed the bid tabulation, recommending award
to All Star Concrete of Ankeny, IA, in the amount of $536,780.77. Council Member
Bottenberg asked if the bidder understood the nature of the project; Mr. Jermier
responded in the affirmative. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon,
Sinclair. Nays: None. Motion carried 5 – 0. (Resolution #2020-160)
C. Resolution: Consideration of approval of a resolution approving contract, bond –
Council Member Lyon moved to approve the resolution; seconded by Council Member
Bottenberg. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon, Sinclair. Nays:
None. Motion carried 5 – 0. (Resolution #2020-161)

Director Deets briefly reviewed the proposed addition and parking lot area improvements,
including additional parking stalls and an improved traffic queueing lane. A right-turn lane off
SE Boone Dr. is also planned. Exterior elevation drawings were reviewed. Council Member
Lyon asked for additional information on the proposed right-turn lane; Mr. Deets replied that
it would help with queueing and visibility. Police Chief Quinn added that southbound traffic

wanting to turn off SE Boone Dr. into the school driveway would still be problematic, but the

*Due to public health concerns and guidance, in accordance with Iowa Code Sections 21.4(1)(b) and
21.8, this meeting of the Waukee City Council was conducted electronically as holding the meeting
in person was impossible or impractical.
A. Call to Order – The special meeting of the Waukee City Council was called to order by Mayor Clarke
at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom pursuant to the
electronic meeting provisions of Iowa Code Sections 21.4(1)(b) and 21.8.
B. Roll Call – The following members were present: Mayor Courtney Clarke; Council Members Anna

E. Work Session:
1) Street Design Guides Manual update – Brian Willham with Snyder & Associates (participating
electronically) reviewed the manual update, including the major streets plan, street design guide
and traffic calming toolbox. There was some discussion regarding specific existing streets that
may benefit from traffic calming measures.
2) Community-oriented policing – Police Chief Quinn, Police Lt. Jeff Mellencamp (participating
electronically) and Police Sgt. Mackenzie Sposeto (participating electronically) reviewed
community outreach efforts.
3) Warrior Lane Improvements Project engineering agreement amendment – Public Works
Director/City Engineer Koester discussed the proposed amendment.
4) Five-way intersection TSIP agreement – Nathan Hardisty with Shive-Hattery (participating
electronically) discussed the project timeline for the five-way intersection improvements, S.
Warrior Ln. widening and Waukee Public Library stormwater improvements. There was much
discussion regarding traffic control options for the five-way intersection, including a traffic signal or
roundabout.
5) ICAP and IMWCA FY2021 renewal – Finance Director Burkhart briefly reviewed the renewal
information.
6) Stormwater Best Management Practices Reimbursement Program grant expansion – Public
Works Director/City Engineer Koester recommended additional program incentives, specifically
for streambank erosion control.
7) Iowa Communications Network master agreement amendment – Public Works Director/City
Engineer Koester reviewed the proposed amendment, which would allow the Iowa
Communications Network to use specific City fiber and vice versa.

8) Legacy Pointe Pond maintenance – Public Works Director/City Engineer Koester reviewed
issues with fencing and siltation, then discussed options to address those issues.
9) Park facilities and recreation programming – Parks & Recreation Director Jermier discussed
the current status of programs, festivities and facility rentals as part of the department’s COVID-
19 response. He then reviewed safety measures that will be implemented when the Sugar Creek
Municipal Golf Course is reopened to the public. Jody Henkenius, 155 Melrose Dr. and a golf
course employee (participating electronically), addressed the council to express her confidence in
the golf course opening safety measures.
10) Monthly COVID-19 financial impact report – Finance Director Burkhart updated the report from
the last council work session.
11) Social services contribution – Mayor Clarke recommended a City contribution to Waukee Area
Christian Services, noting a greater need for rent and utility assistance in the community, as well
as food pantry staples. The council agreed to consider the matter at the May 18 regular meeting.
12) 2020 State Legislative Session update – Mayor Clarke referenced a memo provided by the
City’s lobbying firm regarding possible future actions by the State legislature.
