AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The
Shops at Kettlestone North Plat 8
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 3.23-acre subdivision generally located south of SE
Tallgrass Lane and west of Grand Prairie Parkway. The property was
originally platted as Lot 1 of The Shops at Kettlestone North Plat 7. The
applicant has revised the development plan for the lot and requests to
split the lot into two separate lots. Lot 1 is proposed to be 2.93-acres in
area and Lot 2 is proposed to be 0.30-acre in area. All lots meet the
requirement of the Zoning Ordinance. All easements have been identified
on the final plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on May 12, 2020,
and recommended approval:
Approval of a Final Plat for The Shops at Kettlestone North Plat 8
Senior Planner, Andy Kass, introduced the request for approval of a final plat as submitted by the
applicant, 2565 SE Encompass Investment Group, LLC. The subject property is located west of
Grand Prairie Parkway and south of SE Tallgrass Lane, and contains approximately 3.23 acres.
Mr. Kass advised that the final plat identifies what is currently known as lot 1 of The Shops at
Kettlestone North Plat 7 being split into 2 separate lots. Lot 1 would contain an office building,
while lot 2 would have a retail building. Access points and sidewalks have been installed and
utilities are available to the site. Storm water detention is provided within the regional storm
water pond to the north and east of the site.
At this time staff recommends approval subject to remaining staff comments and review of the
legal documents.
Commissioner Ward moved to approve a final plat for The Shops at Kettlestone North Plat 8
subject to remaining staff comments and review of the legal documents. Commissioner Streit
seconded the motion. Ayes: Ward, Broderick, Conley, Streit, Koshy, Inman, and Hoifeldt. Nays:
None. Motion Carries.

STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning and Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for The Shops at
Kettlestone North Plat 8.

APPROVING THE FINAL PLAT FOR THE SHOPS AT KETTLESTONE NORTH PLAT 8
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, 2565 SE Encompass Investment Group, LLC, has requested final plat approval of The Shops
at Kettlestone North Plat 8 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
May 12, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Shops at Kettlestone North Plat 8 and the documents relating thereto
will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 18th
day of May, 2020, that the Final Plat for The Shops at Kettlestone North Plat 8 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Private Access Easement;
2. Private Water Main Easement; and
3. Private Parking Easement

HISTORY
The subject property is located south of SE Tallgrass Lane and west of Grand Prairie Parkway and within the Kettleview
Office Development. The property was recently platted as Lot 1 of The Shops at Kettlestone North Plat 7. The
property is also subject to the proposed amendment to the Kettleview Office Development planned development.
PROJECT DESCRIPTION
LOTS
The final plat identifies two (2) lots to be platted at this time. Lot 1 is proposed to be 2.93-acre in area and Lot 2 is
proposed to be 0.30-acres in area. Lot 1 is proposed to have an office building located on it. Lot 2 is proposed to have
a retail building located on it.

STREETS AND TRAIL
SE Encompass Drive will provide access to the proposed lots and was constructed in 2019. Sidewalks were installed
along SE Encompass Drive when the street was constructed.
UTILITIES
Utilities have been extended to serve the proposed lots.
Storm water detention for the development will be provided within the regional storm water pond that the City
constructed as part of the initial public improvements to the Kettlestone District. As development occurs the City will

invest in additional improvements around the pond and the greenway trail network similar to what was completed
around the ponds behind the Holmes Murphy office building.
STAFF RECOMMENDATION
The proposed lots meet the minimum requirements of the Zoning Ordinance and the Planned Development. The final
plat are in general conformance with the Subdivision Ordinance. Staff recommends approval subject to remaining staff
comments and review of the legal documents.
