SYNOPSIS INCLUDING PRO & CON: The original agreement for professional design services
was approved on January 7, 2019 in the amount of $657,000. Amendment No. 1 adds the below
tasks to the original contract:
Add the completion of plans and specifications for improvements to the Waukee Public
Library including the SRF sponsored water quality improvements as a separate bid and
construction package for the 2020 construction season.
Add the conceptual planning of University Ave from LA Grant Parkway to Warrior Lane
including coordination with adjacent development.
Add Environmental Graphic Design for interpretive signage for the Waukee Public Library
Stormwater project in coordination with the Iowa Department of Agriculture and Land
Stewardship Urban Water Quality Initiative Grant.

APPROVING AMENDMENT TO AGREEMENT (NO. 1) WITH
SHIVE-HATTERY, INC. [S. WARRIOR LANE IMPROVEMENTS PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on January 7, 2019, the Waukee City Council approved a Professional Services
Agreement with Shive-Hattery, Inc., for planning and design services for the S. Warrior Lane
Improvements Project (Resolution #19-016); AND,
WHEREAS, Shive-Hattery, Inc., has submitted Amendment No. 1 to the agreement for
additional services associated with the completion of plans and specifications for the Waukee
Public Library Stormwater Improvements Project, conceptual planning of SE University Avenue
from SE L.A. Grant Parkway west to S. Warrior Lane, and graphic design for interpretive
signage for the Waukee Public Library Stormwater Improvements Project.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement (No. 1) with Shive-Hattery, Inc. [S. Warrior Lane Improvements Project] is hereby
approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 18th day of May, 2020

City of Waukee, IA and Shive-Hattery, Inc. (S-H) agree to amend the Original Agreement as follows:
PROJECT DESCRIPTION:
The project description is added/deleted or revised as follows:
Add the completion of plans and specifications for improvements to the Waukee Public Library including
the SRF sponsored water quality improvements as a separate bid and construction package for the
2020 construction season.
Add the conceptual planning of University Ave from LA Grant Parkway to Warrior Lane including
coordination with adjacent development
Add Environmental Graphic Design for interpretive signage for the Waukee Public Library Stormwater
project in coordination with the Iowa Department of Agriculture and Land Stewardship Urban Water
Quality Initiative Grant.
SCOPE OF SERVICES:
I. Basic Services of the consultant
a. The Consultant shall prepare plans and specifications for the SRF sponsored project as
a separate bid package from Phase 1 of Warrior Lane improvements. In addition to the
SRF sponsored water quality improvements in the original agreement the
improvements shall include replacement, reconfiguration, and expansion of the parking
lot and sidewalk at the Public Library, new site lighting, and new sanitary connection in
order to abandon the existing sanitary pump station at the library site.
b. Conceptual planning of University Ave from LA Grant Pkwy to Warrior Lane to
determine future infrastructure needs for University Ave and impacts to adjacent
property planned for development as well as future impacts to Centennial Park by
roadway construction.
c. Right-of-way acquisition services to include acquiring temporary easements for phase 1
of the Warrior Lane project. The original agreement included real estate acquisition
services for two parcels planned for right-of-way and permanent easements. Additional
1 appraisal by an appraiser shall be included for the Immanuel Lutheran Church parcel
due to the magnitude of the impacts from the SRF sponsored project and the Warrior
Lane Improvements.

d. Design and plans for a joint utility trench with a public utility easement for utility
companies to relocate their facilities into. The joint utility trench shall extend through
both phase 1 and phase 2 (five-way intersection to University Ave).
e. Environmental graphic design in coordination with City Staff and IDALS Urban Water
Quality Initiative for interpretive signage for the Waukee Library Stormwater Project.
II. Construction Phase Services – Public Library Improvements
a. Construction Administration of the Public Library project as a separate bid package
from Phase 1 of Warrior Lane shall be included. For budgeting purposes, it is assumed
that construction will begin in the spring of 2020 and conclude in spring of 2021 lasting
a total of 47 weeks of active construction excluding a winter shutdown period in the
winter of 2020-2021.
i. Conduct a Pre-Construction Meeting after the award of the construction
contract for the Contractor, Subcontractors, Utility Companies and other
interested parties.
ii. Review Shop drawings, samples, and other data which the Contractor is
required to submit.
iii. Participate in weekly Construction meetings and provide documentation
(meeting summaries) of the discussion and decisions reached in those
meetings.
iv. Provide visits to the site at intervals appropriate to the various stages of
construction as the Consultant deems necessary in order to observe as an
experienced and qualified design professional the progress and quality of the
various aspects of the Contractor’s work
v. Issue necessary interpretations and clarifications of the plans, and in
connection therewith, prepare change orders as required. For budgeting
purposes, 120 hours engineering has been included.
vi. Prepare and assist in processing Pay Requests and Change orders. The
consultant shall not be responsible for determining the amount/quantity of items
constructed in the field
vii. Prepare construction record drawings defining the actual location of
improvements and fixtures showing those changes made during construction,
based on the marked-up drawings and other data furnished by the contractor
and the Resident Construction Observer. Field survey of the constructed storm
and sanitary sewer for determining sewer pipe inverts and rim elevations is
included, all other as constructed survey is not included.
viii. Assist in documentation of construction of SRF eligible costs
b. Construction observation services shall not be included.

CONSULTANT/CLIENT RESPONSIBILITIES: NO CHANGE
SCHEDULE: The schedule for the project is revised as follows: Public Library Improvements including
SRF sponsored project shall be developed for construction to occur in the 2020 construction season.
