HomeMy WebLinkAbout2020-06-01-J03 Shops at Kettlestone North Plat 2 - Site Plan CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 1, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for The Shops at Kettlestone North Plat 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: ARAC, LLC is requesting approval of a site plan to construct a private drive within The Shops at Kettlestone North Plat 2. The property is located at the northeast corner of Grand Prairie Parkway and Ashworth Road. The proposed road will provide connectivity from SE Esker Ridge Drive down to Ashworth Road. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on May 26, 2020, and recommended approval: Approval of a Site Plan for The Shops at Kettlestone North Plat 2 (3251 Ashworth Road) Senior Planner, Melissa DeBoer, introduced the request for a site plan as submitted by the applicant ARAC, LLC, in order to construct a private drive. The property is generally located east of Grand Prairie Parkway and north of Ashworth Road, containing approximately 4.56 acres. Mrs. DeBoer advised that the applicant wishes to extend the private street, currently shown on the east side of the current projects, Hy-Vee Fast and Fresh, and Sleep Inn, to Ashworth Road to create more connectivity for the development. In addition to the construction of the private road, this project will also include private storm sewer improvements and a detention basin will be provided on the south side of the site for storm water management. A 25 foot landscape buffer easement will be provided along the east side of the private street. At this time staff recommends approval of the site plan subject to remaining staff comments.  Commissioner Hoifeldt questioned if the buffer was always required. Director of Development, Brad Deets, advised that it technically wouldn’t be required as the long term future of the adjacent site is commercial, however, as there is an existing residential home on the property, the buffer was required to reinforce the separation between residential and commercial uses. Commissioner Hoifeldt moved to approve the site plan for the Shops at Kettlestone North Plat 2 subject to any remaining staff comments. Commissioner Broderick seconded the motion. Ayes: Ward, Broderick, Conley, Streit, Koshy, Inman, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan. Hy-Vee Fast and Fresh is at the far north and Sleep Inn located just to the south of that. With the Sleep Inn and Hy -Vee Fast and Fresh site plans, there will be a shared access road along the east sides of the sites. The subject request for a site plan approval will extend the private street that ends at the south side of the Sleep Inn site all the way to the south to Ashworth Road, providing more connectivity for this development. PROJECT DESCRIPTION The project involves the construction of a private road, located along the east side of The Shops at Kettlestone North Plat 2. This road will continue the private road that will be located along the east sides of the Hy-Vee Fast and Fresh and Sleep Inn sites. This will provide connectivity through the development from SE Esker Ridge Drive down to Ashworth Road. UTILITIES In addition to the construction of the private road, this project will also include private storm sewer improvements. A detention basin will be provided along the south side of the site for the management of storm water. LANDSCAPING & OPEN SPACE A 25-foot landscape buffer will be provided along the east side of the private street to provide a buffer between the commercial property and the existing single family residential to the east.
