HomeMy WebLinkAbout2020-07-20-I09 Paragon Performance_Site Plan CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 20, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Paragon Performance (1450 NW Gettysburg Lane) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Jeremy Boysen, requests approval of a site plan to allow the construction of a 15,800 square foot building. The building is to be used for office and warehouse/distribution of performance auto parts. Access to the site will be from NW Gettysburg Lane. A total of 24 parking spaces are provided onsite. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the July 14, 2020 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Paragon Performance (1450 NW Gettysburg Lane) Senior Planner Andy Kass introduced the request for approval of a Site Plan for an industrial warehouse building as submitted by the applicant, Boysen Properties, LLC. The subject property is located south of NW Gettysburg Lane and West of NW Sunrise Drive, containing approximately 2.20 acres. Mr. Kass advised that the site plan includes the construction of a 15,800 square foot building with an overall height of 21 feet. The primary use of the building is intended for office and warehouse/distribution space for Performance Automotive Parts. The site plan also identifies a monument sign on the east side of the access drive, a trash enclosure on the north side of the building, and space for potential expansion in the future. Access to the site will be provided off of NW Gettysburg Lane, Utilities exist to serve the site and storm water detention is managed on the north side of the site with a dry bottom detention basin. All parking, landscaping and open space, elevation, and lighting requirements have been met at this time. Staff recommends approval of the site plan for Paragon Performance (1450 NW Gettysburg Lane) subject to remaining staff comments. Commissioner Koshy questioned if there would be a retail component to the building. Mr. Kass advised there is not. AGENDA ITEM: I9 Commissioner Koshy questioned if there was an anticipated size for the expansion and if there were enough parking spaces in the event the expansion took place. Mr. Kass advised that there is not a set square footage for the extension at this time, and that the area has plenty of space available for additional parking. Commissioner Ward moved to approve the Site Plan for Paragon Performance (1450 NW Gettysburg Lane subject to staff comments. Commissioner Streit seconded the motion. Ayes: Inman, Koshy, Hoifeldt, Ward, and Streit. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff is working with the applicant to address that last remaining comments. Two site plans were previously approved in this same development for an office building and a brewery. PROJECT DESCRIPTION The site plan identifies the construction of an 15,800 square foot building. The building has an overall height of 21-feet. The primary use of the building is intended for office and warehouse/distribution space for performance automotive parts. A monument sign is proposed on the east side of the access drive. The trash enclosure is shown north of the proposed building. The site plan does identify the potential for a future expansion of the building to the east. ACCESS AND PARKING Access to the site will be provided on the north side of the property from NW Gettysburg Lane. The proposed building requires a total of 23 parking spaces. The site plan identifies 24 parking spaces provided across the site. SIDEWALKS/TRAILS A 5-foot-wide sidewalk will be constructed on the south side of NW Gettysburg Lane as part of this project. UTILITIES Sanitary sewer and water main services exist on-site. Storm water detention for the project is intended to be managed on the north side of the site within a dry bottom detention basin. Storm water will ultimately be discharged to the existing storm sewer along NW NW Gettysburg Lane. LANDSCAPING & OPEN SPACE A minimum of 15% of the project area is required to be open space. The total amount of open space proposed is 54%. The plantings shown on the landscape plan meet the minimum requirements of the Landscape & Open Space Ordinance. The entire site will be sodded when construction is complete. ELEVATIONS Colored building elevations are included for review. The building is proposed to be constructed with multiple architectural metal panel systems, including corrugated, flat, and rain screen panels. Two (2) overhead doors are shown on the north side of building. The trash enclosure is shown to be constructed with masonry sides July 10, 2020 3 of 3 and metal doors. Staff believes the proposed elevations meet the architectural requirements of the Site Plan Ordinance. PHOTOMETRIC PLAN A photometric plan for the parking lot lighting has been submitted and complies with the requirements of the Site Plan Ordinance.
