HomeMy WebLinkAbout2020-09-08-J10 El Dorado Hills Plat 1_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 8, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a Final Plat for El Dorado Hills Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: El Dorado Hills, LLC, is requesting approval of a final plat for an approximately 12.88-acre subdivision, located north of Ashworth Road and east of Ute Avenue. The proposed final plat includes 9 lots for single- family residential development. The developer has completed an extension of a public street and utilities that will serve the plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the June 23, 2020 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Final Plat for El Dorado Hills Plat 1 Senior City Planner, Melissa DeBoer, introduced the request as submitted by the applicant, El Dorado Hills, LLC. The property is generally located north of Ashworth Road and east of Ute Avenue, containing approximately 12.88 acres. Mrs. DeBoer advised that the final plat identifies a total of 9 lots for single-family residential development. These lots range in size from 20,945 square feet to 92,280 square feet. All lots meet the minimum requirements for the R-1 Zoning District Bulk Regulations. One street will be constructed as part of the development and a five-foot sidewalk will be constructed on both sides of the street as each lot develops. Utilities have been extended to serve the plat and storm water management will be provided through a series of storm sewer segments and several detention areas. The detention area within outlot Z will be maintained by the City of Waukee as it is within City parkland, all others will be privately owned and maintained. At this time staff recommends approval of the final plat subject to any remaining Staff comments, review of the legal documents, and completion of public improvements.  Commissioner Hoifeldt questioned if there was access to the city portion of the property. Director of Development, Brad Deets, advised that there was adequate access at this time to do any necessary maintenance. In the long term the area has been identified as a potential regional greenbelt trail. Commissioner Streit moved to approve the final plat for El Dorado Hills Plat 1 subject to any remaining staff comments, review of the legal documents, and completion of the public improvements. The motion was seconded by Commissioner Broderick. Ayes: Broderick, Streit, Koshy, Conley, Inman and Hoifeldt. Nays: None. Motion Carries. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 8th day of September, 2020, that the Final Plat for El Dorado Hills Plat 1 be and the same is hereby accepted and approved by the City Council of the City of Waukee. BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and documents to be filed with the Plat: 1. Warranty Deed (Street Lot A) 2. Public Utility Easement; 3. Public Sanitary Sewer Easement; 4. Public Storm Sewer Easement; 5. Public Storm Water Detention Easement; 6. Public Snow Storage Easement; 7. Landscape Buffer Easement; and 8. Location and Size: Property is generally located north of Ashworth Road and east of Ute Avenue, containing approximately 12.88 acres more or less. The lots range in size from 20,945 square feet to 92,280 square feet. All proposed lot widths and square footages meet the minimum requirements of the R-1 zoning district. Table 1 below summarizes the bulk regulations for the R-1 zoning district. A five-foot wide sidewalk will be constructed on both sides of the street with individual lot development. UTILITIES Utilities have been extended to service the proposed plat as part of the public improvements. Sanitary sewer service was brought up from the sanitary main located to the south. Water main was extended into the proposed plat from the main located along the west side of Ute Avenue. Storm water management will be provided through a series of different storm sewer segments. There are several detention areas located throughout the plat. Detention easements on individual lots will be owned and maintained by the owner of the individual lot. The detention area within Outlot Z will be maintained by the City of Waukee as this is within City parkland. The stormwater ultimately drains into Sugar Creek to the east. June 19, 2020 3 of 3 PARKLAND Outlot Z is located within the floodplain and is to be dedicated to the City of Waukee for parkland. Outlot Z is a total of 2.79 acres in area. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance. The final plat is in general conformance with the Subdivision Ordinance. Staff recommends approval of the final plat for El Dorado Hills Plat 1 subject to remaining staff comments, review of the legal documents and completion of public improvements.
