AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Waukee
Event Center (195 NW 10th Street)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: WCBM, LLC, requests approval of a site plan to allow the
construction of a 20,000 square foot building. The building will include a
gymnasium, fitness studio, meeting room and office space. A trash enclosure
is provided at the southeast corner of the site and a monument sign at the
southwest corner, along NW 10th Street.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the August 25, 2020 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Waukee Event Center (195 NW 10th Street)
City Planner, Andy Kass, introduced the request for approval of a site plan for an event center as made
by the applicant, LMO Investments, Inc. The subject property is generally located north of Hickman
Road and east of 10th street, containing approximately 3.27 acres.
Mr. Kass advised that the site plan shows one building approximately 20,400 square feet in size
containing a gym, two sport courts, office space, and approximately 5,700 square feet dedicated for an
event center. The site plan shows a trash enclosure on the south east corner of the site, and a
monument sign on the south west corner of the site. The site plan shows access points in two locations
off of 10th street with a realignment of the northern access likely in the future. Public utilities will serve
the site and a Stormwater detention basin is located in the north east corner of the site. A trail is
proposed in the future with improvements to 10th street. At this time all parking, landscape, open
space, and lighting ordinance requirements have been met.
Staff recommends approval of the site plan for Waukee Event Center subject to remaining staff
comments.
Commissioner Inman questioned if there are plans to address the trail crossing over 10th street. Mr.
Kass advised that he would need to follow up as he didn’t have the improvement plans for 10th street
on hand.
Commissioner Hoifeldt questioned if there is a future road on the north side of the project. Mr. Kass
advised that one is identified on the Major Streets Plan.
Commissioner Streit questioned the need for the re-alignment in the future of the north access point.
Mr. Kass advised that the access has to fit within the easement area provided at this time. In the future
the access may shift with further development to align with N. Deming Drive.
Commissioner Streit questioned if there had been any public commentary. Mr. Kass advised there had
been no correspondence for or against the project to date.
Commissioner Hoifeldt moved to approve the site plan for Waukee Event Center [195 10th Street]
subject to any remaining staff comments. Commissioner Streit seconded the motion. Ayes: Streit,
Inman, Koshy, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last
remaining comments. Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR WAUKEE EVENT CENTER
(195 NW 10TH STREET)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Waukee Event Center, subject to remaining staff comments on August 25, 2020;
AND,
WHEREAS, the Site Plan for Waukee Event Center is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Waukee Event Center is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 8th day of September, 2020 that the Site Plan for Waukee Event Center is approved subject
to remaining staff comments.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the associated
acquisition plat to be filed with the Dallas County Recorder.

PROJECT DESCRIPTION
The project includes the construction of an event center building which will include a gymnasium, fitness
studio, meeting room and office space. The building is proposed to be about 20,000 square feet in area. The
main entrance to the building is located on the west side, facing NW 10th Street.
A trash enclosure is proposed at the southeast corner of the site and a monument sign at the southwest
corner, along NW 10th Street.
ACCESS AND PARKING
There are two accesses into this site off of NW 10th Street. The access shown at the north is a temporary
drive that will later be moved to the north property line and provide access off of the future road that will
eventually be located to the north of the subject site.
A total of 160 parking spaces are required for this facility. The total amount of parking proposed is 187 spaces
including 6 accessible stalls. The proposed site plan meets the parking requirements.
SIDEWALKS/TRAILS
Public sidewalks and trails will be installed in the future along NW 10th Street and the future road to the north
of the subject site with future development. Sidewalks are proposed interior to the site in order to provide
pedestrian connections from the parking lot to the proposed building and around the building.
UTILITIES
This site will be serviced with all public utilities. Water and sanitary sewer will be brought in from the mains
located to the west along NW 10th Street. Storm water detention will be provided with a detention basin
located at the northeast corner of the site.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 29.6%. The landscape plan meets the requirements of the ordinance.

ELEVATIONS
The elevations of the building are proposed to be constructed of Hardi siding, stone veneer and metal panels.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Mixed Use. The Mixed Use classification includes a
mixture of office, retail, or residential land uses.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan for Waukee Event Center subject to remaining staff comments.
