Crossing Plat 8
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant, Alices, L.C., Knapp Properties Inc. is
requesting approval of a final plat for approximately 13.10 acres located north
of Hickman Road and east of NE Westgate Drive. The proposed final plat
includes two lots and one outlot. Lot 1 is 3.76 acres, Lot 2 is 2.90 acres and
Outlot Z is 6.44 acres. Lot 1 is zoned for multi-family and the rest of the plat
is zoned large scale commercial.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on October 13, 2020 and
recommended approval:
Approval of a Final Plat for Prairie Crossing Plat 8
Senior Planner, Melissa DeBoer, introduced the request for approval of a final plat for a residential
subdivision as submitted by the applicant, Alice’s, LC & Knapp Properties Inc. The subject property is
generally located north of Hickman Road and east of NE Westgate Drive, containing approximately
13.10 acres.
Mrs. DeBoer advised that the final plat identifies a total of 2 lots and 1 outlot of varying zoning. Lot 1
is zoned R-3/PD-1 for multi-family use with a planned development overlay. Lot 2 and outlot Z are
zoned C-1B for large scale commercial use. One new private access off of NE Westgate Drive is
proposed to allow the private street, NE Bricktowne Drive, to provide an additional access into the
Bricktowne Apartments located to the east. Five-foot wide sidewalks will be constructed along both
sides of the streets throughout the plat with individual lot development. All public utilities have been
extended throughout the plat, and storm water will be detained in an existing detention basin located
on the property to the north of the subject site.
At this time staff would recommend approval of the final plat subject to remaining staff comments,
review of the legal documents, and completion of the public improvements. Commissioner Hoifeldt
moved to approve the final plat for Prairie Crossing Plat 8. The motion was seconded by
Commissioner Streit. Ayes: Ward, Koshy, Streit, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR PRAIRIE CROSSING PLAT 8
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Alices, L.C., Knapp Properties Inc. has requested final plat approval of Prairie Crossing Plat
8 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
October 13, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Crossing Plat 8 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 19th
day of October, 2020, that the Final Plat for Prairie Crossing Plat 8 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Public Water Main Easement;
2. Gas Main Easement;
3. Public Utility Easement; and
4. Private Storm Sewer Easement.

PROJECT DESCRIPTION

The final plat identifies a total of two lots and one outlot. Lot 1 is 3.76 acres. Lot 2 is 2.90 acres and Outlot Z
is 6.44 acres. Lot 1 is zoned R-3/PD-1, multi-family residential with a planned development overlay. Lot 2 and
Outlot Z are zoned C-1B, large scale commercial district. Both proposed lots are meeting the requirements of
their respective zoning district. Table 1 below summarizes the bulk regulations for the C-1B zoning district
and Table 2 below summarizes the bulk regulations within the approved planned development related to Lot
1.

STREETS AND SIDEWALKS
One new private access is proposed to this development. This access is located off of NE Westgate Drive.
This private street is NE Bricktowne Drive and will continue through to provide an additional access into the
Bricktowne apartments located to the east.
Five-foot wide sidewalks will be provided along the south side of NE Bricktowne Drive and the east side of NE
Westgate Drive.
EASEMENTS
Several easements are proposed within the plat based upon the location of proposed utilities. Ingress/egress is
provided through a blanket easement for the entire development.
UTILITIES
Utilities will be extended to service the proposed plat. Sanitary sewer service will be provided from the
existing main located to the west and north. Water main will be extended from the existing 12” water main
located to the west along NE Westgate Drive.
Storm sewer will be provided throughout the plat and stormwater will be detained in the existing detention
basin located on the property to the north of this site.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Prairie Crossing Plat 8 subject to remaining staff comments,
review of the legal documents and completion of public improvements.
