HomeMy WebLinkAbout2020-12-07-J01zAA Warrior Ln Improvements Phase 1_Set PH, Ratify Bid LettingCITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 7, 2020 AGENDA ITEM:Consideration of approval of a resolution ordering construction of the Warrior Lane Improvements Phase 1 Project and ratifying, confirming and approving deadline for submission of bids and fixing a date for hearing therefor FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The project includes the furnishing of all labor, equipment and materials for the construction of the Warrior Lane Improvements – Phase 1 for PCC pavement – grading and replacement generally including the following items: 9,600 CY of excavation, 2,300 CY of modified subbase, 9,800 SY of PCC pavement, 2,700 SY of PCC sidewalk and recreational trail, 170 LF of water main, 2,800 LF of storm sewer, 32 EA intakes & manholes/utility accesses, 4,200 LF of subdrain, 86 STA of pavement markings, erosion control, surface restoration, landscaping, and miscellaneous related work. The public hearing is scheduled for January 18, 2021. Proposed Resolution PREPARED BY: Beth Richardson REVIEWED BY: Rudy Koester RK PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: AGENDA ITEM: J1AA RESOLUTION 2020- RESOLUTION ORDERING CONSTRUCTION OF THE WARRIOR LANE IMPROVEMENTS - PHASE 1, AND RATIFYING, CONFIRMING AND APPROVING DEADLINE FOR SUBMISSION OF BIDS AND FIXING A DATE FOR HEARING THEREFOR WHEREAS, it is deemed advisable and necessary to construct certain public improvements described in general as the Warrior Lane Improvements - Phase 1; and WHEREAS, the City and Iowa Department of Transportation have caused to be prepared plans, specifications and form of contract, together with estimate of cost, which are now on file in the office of the City Clerk for public inspection, for the construction of the public improvements; and WHEREAS, the plans, specifications and form of contract are deemed suitable for the making of the public improvements; and WHEREAS, before the plans, specifications, form of contract and estimate of cost may be adopted, and a contract for the construction of the public improvements is entered into, it is necessary, pursuant to Chapter 26, Code of Iowa, to hold a public hearing and to advertise for bids; and WHEREAS, on November 17, 2020, pursuant to a joint agreement between the City and the Highway Division, Department of Transportation, a Notice to Bidders was posted on a relevant contractor plan room service with statewide circulation and a relevant construction lead generating service with statewide circulation establishing 10:00 A.M. on December 15, 2020 as the deadline for submission of bids; and WHEREAS, on December 2, 2020, the City Clerk posted the Notice to Bidders on the City of Waukee’s website, which is an internet site sponsored by the City of Waukee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE OF IOWA: Section 1.That it is hereby determined that it is necessary and advisable to construct certain public improvements described in general as the Warrior Lane Improvements - Phase 1, in the manner set forth in the plans and specifications and form of contract, above referred to, the cost thereof to be paid in accordance with the provisions as set out in the posted Notice to Bidders; the public improvements being more generally described as follows: PCC pavement – grading and replacement generally including the following items: 9,600 CY of excavation, 2,300 CY of modified subbase, 9,800 SY of PCC pavement, 2,700 SY of PCC sidewalk and recreational trail, 170 LF of water main, 2,800 LF of storm sewer, 32 EA intakes & manholes/utility accesses, 4,200 LF of subdrain, 86 STA of pavement markings, erosion control, surface restoration, landscaping, and miscellaneous related work. Section 2.That the amount of the bid security to accompany each bid shall be in an amount which shall conform to the provisions of the notice to bidders approved as a part of the specifications. Section 3.That the actions of the Iowa Department of Transportation in posting a Notice to Bidders once in a relevant contractor plan room service with statewide circulation and a relevant construction lead generating service with statewide circulation, such posting having been made not less than thirteen clear days nor more than forty-five days before the date fixed to receive bids, are hereby ratified, confirmed, and approved. Section 4.That the actions of the City Clerk in posting the Notice to Bidders on an internet site sponsored by either the City or a statewide association that represents the City, such posting having been made not less than thirteen clear days nor more than forty-five days before the date fixed to receive bids, are hereby ratified, confirmed, and approved. Section 5. That the actions of the Iowa Department of Transportation in setting a date for the receipt of bids before 10:00 A.M. on December 15, 2020 are hereby ratified, confirmed, and approved. Section 6. Pursuant to joint agreement with the Highway Division, Department of Transportation, the bids will be received and opened under the supervision of the Division at Office of Contracts, 800 Lincoln Way, in the City of Ames, Iowa, at 10:00 A.M. on December 15, 2020. The Contracts Engineer, Office of Contracts, Iowa Department of Transportation or his authorized representative is hereby named to attend at the opening of bids on behalf of the City. Thereupon the bids will be referred to the City Council for action upon the bids at a meeting to be held at the City Council, on the 18th day of January, 2021, at 5:30 P.M. Section 7.That the City Council shall hold a public hearing on the matter of the adoption of proposed plans, specifications and form of contract for the making of the improvements, which documents are now on file in the office of the City Clerk. Due to public health concerns related to COVID-19, this meeting of the City Council will be conducted electronically via Zoom, pursuant to Iowa Code Section 21.8 and 21.4(1)(b), as holding the meeting in person is impossible or impractical. Said meeting shall take place on the 18th day of January, 2021, at 5:30 P.M., and the City Clerk shall give notice of the hearing by publication once in a local legal newspaper, printed wholly in the English language, not less than four clear days nor more than twenty days prior to the date fixed therefor. Mayor ATTEST: City Clerk NPH - 1 NOTICE OF PUBLIC HEARING WARRIOR LANE IMPROVEMENTS - PHASE 1 INTERSECTION OF ASHWORTH DR, WARRIOR LN, AND NORTHVIEW DR The City Council of Waukee, Iowa, will hold a public hearing on the proposed Plans, Specifications, Form of Contract and Estimate of Costs for the construction of the above referenced public improvements at 5:30 p.m. on January 18, 2021. Due to public health concerns and guidance, in accordance with Iowa Code Sections 21.4(1)(b) and 21.8, this meeting of the Waukee City Council will be conducted electronically as holding the meeting in person is impossible or impractical. However, the public is encouraged to access the meeting electronically in the manner specified below.
