Crossing Plat 6
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
31.39-acre residential development located north of Hickman Road and west
of NW 10th Street. The plat identifies 62 lots for single family residential
development. Public improvements have been substantially completed for the
development. All lots will be served by public utilities.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on October 13, 2020 and
recommended approval:
Approval of a Final Plat for Stratford Crossing Plat 6
Senior Planner, Andy Kass, introduced the request for approval of a final plat for a residential
subdivision as submitted by the applicant, Stratford, LLC. The subject property is generally located
north of Hickman Road and west of N. 10th Street, containing approximately 31.39 acres.
Mr. Kass advised that the final plat identifies a total of 62 lots for single family residential
development. Lots 1-8 and 51-62 meet or exceed the R-2 bulk zoning regulations. Lots 9-50 are zoned
R-2 and contain a planned development overlay. NW Stratford Drive, NW Yorktown Drive, NW
Williamsburg Lane, and NW Brandywine Lane are under construction as part of this plat. Five-foot
wide sidewalks will be constructed along both sides of the streets throughout the plat with individual
lot development. All public utilities have been extended throughout the plat, and storm water detention
will be accommodated in a regional pond to the west of the plat. Parkland dedication is satisfied with
the dedication of outlot Y.
At this time staff would recommend approval of the final plat subject to remaining staff comments,
review of the legal documents, and completion of the public improvements.
Commissioner Hoifeldt questioned how much more development is slated to the northwest. Mr. Kass
advised that this development has approximately 3-4 more phases of residential R-2 projects.
Commissioner Streit moved to approve the final plat for Stratford Crossing Plat 6. The motion was
seconded by Commissioner Koshy. Ayes: Ward, Koshy, Streit, and Hoifeldt. Nays: None. Motion
Carries.

APPROVING THE FINAL PLAT FOR STRATFORD CROSSING PLAT 6
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, STRATFORD CROSSING, LLC, has requested final plat approval of Stratford Crossing Plat
6 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
October 13, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Crossing Plat 6 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 7th
day of December, 2020, that the Final Plat for Stratford Crossing Plat 6 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lot A & B);
2. Warranty Deed (Outlot Y);
3. Public Utility Easement;
4. Sanitary Sewer Easement;
5. Overland Flowage Easement;
6. Storm Sewer Easement;
7. Storm Sewer & Overland Flowage Easement;
8. Storm Water Manage Facility Maintenance Covenant & Permanent Easement Agreement;
9. Offsite Water Main Easement;
10. Offsite Storm Sewer & Overland Flowage Easement;

HISTORY
The subject property is located north of Hickman Road and west of NW 10th Street within the Stratford Crossing
neighborhood. In early 2020, the Planning & Zoning Commission and City Council approved a rezoning and a
preliminary plat for the property.
PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 62 lots for single family residential development. Lots 1 – 8 and 51 – 62 are zoned R-2.
Lots 9 – 50 are zoned R-2/PD-1 and are subject to the Planned Development Agreement that was approved as part of
the rezoning for the Stratford Crossing development. All lots meet or exceed the minimum requirements for each
district. Tables 1 and 2 below summarizes the minimum requirements for the lots within the plat.

In addition to the standard bulk regulations, the following requirements within the Planned Development Agreement are
applicable to lots when they are developed:
Minimum two car garage;
Minimum square footage of 1,250 square feet;
Adjacent lots cannot share the same building elevation;
15% stone on the front of the home facing the public street; and
Minimum of two (2) trees and two (2) shrubs per lot.
STREETS AND TRAILS
Extensions of NW Stratford Drive, NW Yorktown Drive, NW Williamsburg Lane, and NW Brandywine Lane are
currently under construction. Five-foot wide sidewalks will be constructed along both sides of the streets throughout
the plat with individual lot development.
UTILITIES
Utilities have been extended to provide service to each lot. Storm water detention will be accommodated in a regional
pond to the west of the plat. The pond will be owned and maintained by an association.
PARKLAND
Parkland dedication is being satisfied with the dedication of Outlot Y.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Stratford Crossing Plat 6 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
