HomeMy WebLinkAbout2020-12-07-J06 Stratford Crossing Plat 7_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 7, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Stratford Crossing Plat 7 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a 13.50-acre residential development located north of Hickman Road and west of NW 10th Street. The plat identifies 60 lots for single family residential development. Public improvements have been substantially completed for the development. All lots will be served by public utilities. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat request at their meeting on October 13, 2020 and recommended approval: Approval of a Final Plat for Stratford Crossing Plat 7 Senior Planner, Andy Kass, introduced the request for approval of a final plat for a residential subdivision as submitted by the applicant, Stratford, LLC. The subject property is generally located north of Hickman Road and west of N. 10th Street, containing approximately 13.50 acres. Mr. Kass advised that the final plat identifies a total of 60 lots for single family residential development. Lots 1-5 meet or exceed the R-2 bulk zoning regulations. Lots 6-60 are zoned R-2 and contain a planned development overlay. NW Stratford Drive and NW Williamsburg Lane are under construction as part of this plat. A short extension of NW Douglas Parkway will also be constructed. Five-foot wide sidewalks will be constructed along both sides of the streets throughout the plat with individual lot development. All public utilities have been extended throughout the plat, and storm water detention will be accommodated in a regional pond to the west of the plat. Parkland dedication is satisfied with previous plats. At this time staff would recommend approval of the final plat subject to remaining staff comments, review of the legal documents, and completion of the public improvements. Commissioner Hoifeldt moved to approve the final plat for Stratford Crossing Plat 7. The motion was seconded by Commissioner Streit. Ayes: Ward, Koshy, Streit, and Hoifeldt. Nays: None. In early 2020, the Planning & Zoning Commission and City Council approved a rezoning and a preliminary plat for the property. PROJECT DESCRIPTION LOTS The final plat indicates a total of 60 lots for single family residential development. Lots 1 – 5 are zoned R-2. Lots 6 – 60 are zoned R-2/PD-1 and are subject to the Planned Development Agreement that was approved as part of the rezoning for the Stratford Crossing development. All lots meet or exceed the minimum requirements for each district. Tables 1 and 2 below summarizes the minimum requirements for the lots within the plat. STREETS AND TRAILS Extensions of NW Stratford Drive and NW Williamsburg Lane are currently under construction. A short extension of NW Douglas Parkway will also be constructed. UTILITIES Utilities have been extended to provide service to each lot. Storm water detention will be accommodated in a regional pond to the west of the plat.
