Pointe Plat 1

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
78.09-acre commercial, light industrial and medium density development
located north of Hickman Road and east of T Avenue. The plat identifies a
total of thirty (30) lots. Eleven (11) lots are for commercial development,
seventeen (17) lots are for light industrial development, and two (2) lots at the
north side of the property are for townhome residential development. All
proposed lots meet the minimum requirements of their respective zoning
districts.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on August 11, 2020 and
recommended approval:
Approval of a Final Plat for James Pointe Plat 1
Senior City Planner, Melissa DeBoer, introduced the request for approval of a final plat as submitted
by the applicant, Waukee land Investment, LLC, for a commercial, light industrial, and medium
density development. The property is generally located north of Hickman Road and east of T Avenue,
containing approximately 78.09 acres.
Mrs. DeBoer advised that the plat indicates a total of 30 lots. 11 lots are shown zoned C-1 and range in
size from 1.38 acres to 2 acres. 17 lots are shown zoned M-1 and range in size from 1.3 acres to 2.9
acres. 2 lots are shown zoned R-4 ranging in size from 4.58 acres to 14.4 acres and are the proposed
future location of Redwood Townhomes. All minimum zoning requirements are met by these lots.
Five public streets are proposed through the plat. One public street, NW 17th Street, runs north to south
and would be a collector street eventually connecting to Hickman Road with a full access intersection.
A trail is proposed on the east side of NW 17th street. Public utilities will serve the property and storm
water management will be provided by a regional detention pond for lots 15,16, and 21-30. All
remaining lots will be required to construct individual detention facilities.
At this time staff would recommend approval of the final plat for James Pointe Plat 1 subject to any
remaining staff comments, review of the legal documents, and completion of public improvements.
Commissioner Hoifeldt moved to approve the rezoning related to a final plat for James Pointe Plat 1,
subject to remaining staff comments, review of the legal documents, and completion of public

improvements. The motion was seconded by Commissioner Streit. Ayes: Streit, Conley, Koshy,
Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR JAMES POINTE PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Waukee Land Investment, LLC, has requested final plat approval of James Pointe Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
August 11, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for James Pointe Plat 1 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 7th
day of December, 2020, that the Final Plat for James Pointe Plat 1 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Public Utility Easement;
2. Public Sanitary Sewer Easement;
3. Private Sanitary Sewer Easement;
4. Landscape Buffer Easement;
5. Private Storm Sewer Easement;
6. Overland Flowage Easement;
7. Private Storm Sewer and Overland Flowage Easement;

PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 30 lots for commercial, light industrial, and medium density residential (townhome)
development. Eleven (11) of the proposed lots located on the south side of the property are intended for commercial
development. The commercial lots range in size from 1.38-acres to 2.02-acres. Seventeen (17) of the proposed lots in
the center of the property are intended for light industrial development. The light industrial lots range in size from 1.30-
acres to 2.90-acres. Two lots on the north side of the property are intended for townhome residential development.
The townhome lots are 4.58-acres in area and 14.40-acres in area. All proposed lots meet the minimum requirements of
their respective zoning districts. Bulk regulations for the C-1, M-1, and R-4 zoning districts are provided in the Table 1,
2, and 3.

STREETS AND TRAIL
The final plat identifies five public streets, including NW 15th Street, NW 17th Street, NW Venture Drive, NW Vicksburg
Court and NW Gettysburg Lane. NW 17th Street is a collector street with 70-foot wide right-of-way and 31-foot wide
pavement. The remaining streets are local streets with 60-foot wide right-of-way and 29-foot wide pavement.
A full access to Hickman Road is provided at NW 17th Street along with turn lanes within the Hickman Road right-of-
way, and turn lanes on NW 17th Street. The full access point is consistent with the access management guidelines
established by the Iowa DOT.
A ten-foot-wide trail is located along the east side of NW 17th Street. Five-foot wide sidewalks will be required along all
other streets as each lot develops.
UTILITIES
Utilities have been extended to service the proposed plat as part of the public improvements. Sanitary sewer has been
extended from the east and throughout the plat. Public water main has been extended from the east and south
throughout the plat. A regional storm water pond is located within Lot 30 to provide detention for Lots 15 – 16 and 21
– 30. The remaining lots will be required to construct their own individual detention facilities as they develop.
EASEMENTS
All proposed easements have been indicated on the final plat. In addition to the typical easements for public utilities, the
final plat also identifies the landscape buffer easements along the perimeter of lots that are adjacent to differing zoning
districts. These buffers will be installed at the time of lot development.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance and the final plat is in general conformance
with the Subdivision Ordinance. Staff recommends approval of the final plat for James Pointe Plat 1 subject to remaining
staff comments, review of the legal documents and completion of public improvements.
