for Hamilton Ridge
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 105.38-acre residential development located south of Ashworth
Road and west of R-22/Ute Avenue. The plat includes 183 lots for single
family residential development. The proposed lots will be developed
over the course of eight (8) plats.
As part of the rezoning process for this development, a Planned
Development was approved for a portion of the project to allow for
smaller lot sizes within the western portion of the property. A total of 71
small lots are proposed. Lots 1 – 24 and 84 – 130 are within the area
subject to the Planned Development. The preliminary plat demonstrates
that the lots meet the minimum standards that are outlined within the
Planned Development. Additional requirements will apply to the homes
that are built on these lots which include landscaping, architectural, and
minimum floor areas. Landscape buffers will be required for all lots
abutting Ashworth Road and U Place.
The remaining 112 lots were all zoned R-2, however, the Ordinance
approved with the rezoning requires specific lots to comply with the R-1
zoning district standards. Lots 33-66 and Lots 171-183 all meet or
exceed with minimum bulk regulations of the R-1 zoning district with
respect to lot width and lot area. The remaining lots comply with the R-2
zoning district requirements. Landscape buffers will be required for all
lots abutting Ashworth Road and U Place.
A number of Outlots are identified on the preliminary plat for various
purposes. Outlots U, V, and W are all intended to be utilized for
stormwater management. These outlots will be owned and maintained by
the homeowners association. Outlots Y and X are intended for future
development. Outlot Z is proposed to be dedicated to the City of Waukee
to satisfy parkland dedication requirements.
The total required parkland for the proposed development is 5.56-acres.
Outlot Z is 15.89-acres in area. Future improvements to the area which
would be made by the City could include a greenbelt trail. Access to
Outlot Z has been provided via a trail easement along Lots 67/68.

Additional access to the area is provided by an existing easement through
the Willow Pines neighborhood to the east and from U Place to the west.
Extensions of ten (10) new public streets are identified on the
preliminary plat. In addition, improvements to existing streets, Ashworth
Road and U Place are shown. Five foot sidewalks will be installed along
both sides of each street as the lots are developed.
Water main will be extended from Ashworth Road to serve the proposed
development. A portion of the property is served by an existing trunk
sewer that runs through the eastern portion of the property. The
remaining portion of the development will be served by the extension of
a new trunk sewer adjacent to Outlot Z. The City Council has previously
identified the sewer extension project within the Capital Improvements
Plan and the project is currently being designed. It is anticipated the
sanitary trunk sewer will be constructed in 2021. Stormwater will be
managed within ponds that will be owned and maintained by the
homeowners association.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on December 8,
2020, and recommended approval subject to remaining staff
comments:
Approval of a Preliminary Plat for Hamilton Ridge
Senior Planner, Andy Kass, introduced the request for approval of a preliminary plat for Hamilton
Ridge for a single family residential subdivision as submitted by the applicants, Landmark
Development Services & Hamilton Ridge, LLC. The subject property is generally located south
of Ashworth Road and west of R-22/Ute Avenue, Containing approximately 105.38 acres. Mr.
Kass advised that the subject property was recently part of a rezoning that had concerns from
surrounding neighbors. The concerns were taken to the City Council where an alternative concept
plan was suggested which is what is presented today.
Mr. Kass explained that the preliminary plat identifies a total of 183 lots for single family
development. 112 lots will be under the standard R-2 minimum zoning requirements and the
remaining 71 will be under R-2/ PD-1 minimum zoning requirements to allow for a smaller lot
product. The Planned Development would have requirements related to minimum garage and
primary structure size, façade and siding guidelines, and landscape guidelines in exchange for the
adjusted lot sizes.
Mr. Kass advised there are several Outlots that serve as Stormwater detention areas, parkland
dedication, future development locations, and a portion of the property that has remained under
the A-1 zoning district. There are numerous street extensions for the development and updates to
Ashworth Road are anticipated prior to the elementary school opening in 2022. Public utilities are
available to service the lots. Landscape buffers are indicated along Ashworth Road and U Place.
At this time staff would recommend approval of the preliminary plat for Hamilton Ridge subject
to any remaining staff comments.
Commissioner Streit questioned if there were access easements for the parkland. Mr.
Kass advised there is an access point within the development and also on the south side
of the Willow Pines development, but not off of Silverleaf Lane.
Commissioner Koshy questioned if the purpose of the review was to provide agreement
to something the Council had already supported. Mr. Kass and Director of Development,
Brad Deets, advised the Commission that they are a recommending body and had the full
capacity to suggest changes or disagree with the new layout in their decision.
Commissioner Koshy questioned if there is enough space to develop the area that was not
rezoned and if a single family home could have a driveway off of Ashworth. The concern
is in orphaning land by accepting the new layout. Mr. Deets advised that the parcel is
larger than it looks, containing approximately 6.5 acres. There is space for a small single
family development or a townhome project that more closely matches the surrounding
neighborhood, no such project has been proposed at this time. It may not be the most
efficient use of the area, but it’s not an orphaned parcel either.
Commissioner Hoifeldt questioned if the green space would extend all the way to U
Place. Mr. Kass advised that was correct. An outlot or easement would be acquired on the
future development area to provide the connection.
Commissioner Hoifeldt moved to approve the preliminary plat for Hamilton Ridge subject to any
remaining staff. Commissioner Ward seconded the motion. Ayes: Inman, Koshy, Streit,
Broderick, Ward, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Hamilton
Ridge.

WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Hamilton Ridge on December 8, 2020; AND,
WHEREAS, the Preliminary Plat for Hamilton Ridge is in general conformance with section
§303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 21st day of December, 2020 that the Preliminary Plat for Hamilton Ridge be approved.

HISTORY
The subject property was recently rezoned to allow for a single family residential development. The initial request
included a portion of the property to be rezoned to allow for townhomes, however, the developer chose to remove
that portion of the request from the rezoning. During the public hearing for the rezoning, adjoining neighbors expressed
concerns regarding the proposed development. One of those concerns was the extension of Silverleaf Lane that the
concept plan showed being extended from the Willow Pines neighborhood to Ashworth Road. Based on direction from
the City Council, the extension of Silverleaf Lane has been removed and a portion of the plat has been revised from
what the concept plan showed when the Commission reviewed the rezoning request.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 183 lots that are intended for single family residential development. The
preliminary plat identifies eight (8) plats overall for the development. Lots 25 – 83 and 131 – 1 83 are zoned R-2. All lots
meet or exceed the minimum requirements of the R-2 district. Lots 1 – 24 and 84 – 130 are zoned R-2/PD-1. All lots
comply with the minimum requirements of the Planned Development that was approved as part of the rezoning. Tables
1 and 2 below summarize the requirements of the R-2 and R-2/PD-1 districts. The lots zoned R-2/PD-1 are subject to
the following requirements of the Planned Development when they are developed:
Minimum two car garage;
Minimum of 1,100 square feet for a single story home and 1,400 square feet for a two story home;
Adjacent lots cannot share the same building elevation;

15% stone, brick, or stucco on the front of the home facing the public street;
Specific requirements for the use of vinyl siding (4-inch traditional profile, trim elements to be at least 3.5-inch
wide, and the requirement to incorporate decorative materials onto front facades)
Two (2) trees and two (2) shrubs planted on each lot.
Outlot Y is 6.7-acres in area and is zoned A-1. Outlot Y is intended for future development. Outlot X is zoned R-2 and
is intended for future development. Outlot Z is intended to be dedicated to the City to satisfy parkland dedication
requirements.

STREETS AND TRAIL
The preliminary plat identifies extensions of a number of streets that will provide access to the development.
Improvements to Ashworth Road and U Place will also be required as development occurs. The City will also make
improvements to Ashworth Road and the intersection of Ashworth Road/R-22 to the east to complete the paving of
Ashworth Road between R-22 and U Place.
As previously indicated, the extension of Silverleaf Lane was removed as part of the project. In lieu of the extension, a
cul-de-sac with access to Ashworth Road has been provided on the east side of the project. No access through the
Willow Pines neighborhood will be provided.
No trails are planned as part of this portion of the development. Five foot wide sidewalks will be installed as each lot is
developed.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary sewer will be
provided via an existing trunk sewer and an extension of a trunk sewer in the future. Water main will be provided from
extensions of an existing water main along Ashworth Road. Stormwater detention will be provided throughout the

development within a number of detention basis. The detention basins will be owned and maintained by a homeowners
association. All utilities will be public utilities.
PARKLAND DEDICATION
Parkland dedication requirements will apply to the project because of its residential nature. The preliminary plat
identifies Outlot Z as an area to be dedicated to the City of Waukee for parkland dedication. Outlot Z is 15.89-acres in
area and exceeds the required amount of 5.56-acres. The City’s intent for Outlot Z would be to preserve the floodway
and greenbelt corridor. In addition, the nature of the property provides opportunities for future recreational amenities.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated
on the lots that are adjacent to Ashworth Road.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance and Planned Development, the preliminary
plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent
with the Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
