The plat identifies 46 lots for single family residential development. Public improvements have been substantially completed for the development. All lots will be served by public utilities. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat request at their meeting on October 13, 2020 and recommended approval: Approval of a Final Plat for Daybreak Plat 3 Senior Planner, Melissa DeBoer, introduced the request for approval of a final plat for a residential subdivision as submitted by the applicant, ATI Daybreak, LLC. The subject property is generally located north of Ashworth Road and west of Ute Avenue, containing approximately 22.20 acres. Mrs. DeBoer advised that the final plat identifies a total of 46 lots for single family residential development that meet or exceed the minimum R-2 zoning regulations. Crescent Ridge Drive and Sunflower Drive will be extended as part of this plat along with a new street, Morningstar Court. Five- foot wide sidewalks will be constructed along both sides of the streets throughout the plat with individual lot development. All public utilities have been extended throughout the plat, and parkland dedication of 2.68 acres is located at the southwest corner of the plat. At this time staff would recommend approval of the final plat subject to remaining staff comments, review of the legal documents, and completion of the public improvements. Commissioner Ward moved to approve the final plat for Daybreak Plat 3. The motion was seconded by Commissioner Hoifeldt. Ayes: Ward, Koshy, Streit, and Hoifeldt. Nays: None. Motion Carries. Table 1 below summarizes the bulk regulations applicable to these lots. All proposed lots meet or exceed the minimum lot width of 65 feet. The lots range in size from approximately 9,500 square feet to 29,000 square feet. Table 1: Bulk Regulations applicable to the R-2 zoning district. A 10-ft wide trail is included along the north side of Ashworth Road. UTILITIES All public utilities have been extended throughout the plat. Sanitary sewer is provided from the mains located to the south. Water main has been extended from the main located to the south along Ashworth Road. Detention basins are being provided to handle storm water. One detention basin is located within the parkland just north of Ashworth Road and one is located within the rear yards of Lots 1-3. October 9, 2020 3 of 3 PARKLAND Parkland dedication will be satisfied with the dedication of the 2.68-acre parcel at the southwest corner of the proposed plat. An access to the parkland is being provided off of Crescent Ridge Drive.
