AGENDA ITEM: Consideration of approval of a resolution approving a final plat for
Kettlestone Ridge Plat 6
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a
14.28-acre residential development located south of SE Tallgrass Lane and
east of SE L.A. Grant Parkway. The plat identifies 42 lots for single family
residential development. Public improvements have been substantially
completed for the development. All lots will be served by public utilities.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on October 27, 2020 and
recommended approval:
Approval of a Final Plat for Kettlestone Ridge Plat 6
Senior Planner, Andy Kass, introduced the request for approval of a final plat for a residential
subdivision as submitted by the applicant, Jerry’s Homes. The subject property is generally located
north of Ashworth Road and east of SE L.A. Grant Parkway, containing approximately 14.28 acres.
Mr. Kass advised that the final plat identifies a total of 42 lots for single family residential
development that meet or exceed the minimum R-2 zoning regulations. SE Bluestem Drive will be
extended with this plat and two new cul-de-sacs will be constructed. Five-foot wide sidewalks will be
constructed along both sides of the streets throughout the plat with individual lot development. All
public utilities have been extended throughout the plat, and parkland dedication has been satisfied with
previous plats. Storm water detention is managed with the pond to the south of the plat.
At this time staff would recommend approval of the final plat subject to remaining staff comments,
review of the legal documents, and completion of the public improvements.
Commissioner Hoifeldt moved to approve the final plat for Kettlestone Ridge Plat 6. The motion was
seconded by Commissioner Streit. Ayes: Ward, Koshy, Streit, and Hoifeldt. Nays: None. Motion
Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JERRY’S HOMES, INC., has requested final plat approval of Kettlestone Ridge Plat 6 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
October 27, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Ridge Plat 6 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 21st
day of December, 2020, that the Final Plat for Kettlestone Ridge Plat 6 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lot A & B);
2. Public Utility Easement;
3. Sanitary Sewer Easement;
4. Overland Flowage Easement;
5. Storm Sewer Easement;
6. Snow Storage Easement; and
7. Landscape Buffer Easement.

HISTORY
The subject property was preliminary platted under the name of Bluestem Plat 2, however, the property since then has
been sold to and purchased by Jerry’s Homes who is the developer of the Kettlestone Ridge development to the east.
Jerry’s Homes has chosen to incorporate this development into the Kettlestone Ridge neighborhood. This is the sixth
phase of the Kettlestone Ridge development that began in 2015.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 42 lots. All planned lots are intended for single family residential development and meet
the minimum requirements of the R-2 zoning district. The lots range in size from 8,040 square feet to 27,002 square
feet. All lots meet the minimum lot width of 65-feet. Table 1 lists the minimum requirements for the R-2 zoning district.

STREETS AND TRAIL
As part of the public improvements, the developer will install extensions of SE Red Fern Drive, SE Clover Court, and SE
Bluestem Drive. Sidewalks will be extended along each lot as they are developed.

UTILITIES
Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm
sewer. Storm water detention is provided for in an existing basin to the south.
PARKLAND
Parkland dedication was satisfied with previous phases of development.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Kettlestone Ridge Plat 6 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
