AGENDA ITEM: Consideration of approval of a Final Plat for Twin Oaks
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The property owner is requesting approval of a
final plat for an approximately 5.59-acre subdivision located south of
Ashworth Road and east of Sugar Creek Lane. The proposed final plat
includes a total of three (3) lots for the development of single family
homes. Lot 1 is proposed to be 2.07-acres in area and has an existing
home built on it. Lot 2 is proposed to be 1.10-acres in area and is vacant.
Lot 3 is proposed to be 2.15-acres in area and is vacant. All lots will be
served with public water and private individual septic systems. The
owner has completed the water main extension along Sugar Creek Lane
as was required for the subdivision.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on November 13, 2018 and recommended approval:
Approval of a Preliminary Plat for Twin Oaks
Approval of a Final plat for Twin Oaks
The above items will be discussed together, but maintain separate motions to be voted on by the
commission
City Planner Melissa DeBoer introduced the request for approval of a Preliminary and Final Plat
for Twin Oaks for a residential lot split as submitted by the applicant, Jeffery Wycoff. The
property is generally located south of Ashworth Road and east of Sugar Creek Lane, containing
approximately 5.59 acres. The preliminary and final plats identify 3 lots ranging in size from 1.10
acres in area to 2.15 acres in area and will include the existing pond. Access to Lot 1 exists off of
Ashworth Road, access for lots 2 and 3 will be provided off of Sugar Creek Lane. Water is being
provided to the lots through a Xenia water main, Sanitary Sewer service will need to be
coordinated with the Dallas county environmental health department for individual Septic
Systems. Stormwater will be managed by the preexisting pond and maintained through an HOA
between the three lots.
At this time staff recommends approval of the preliminary plat and final plat for Twin Oaks
subject to remaining staff comments and review of the legal documents.
Commissioner Tietz questioned how close the nearest City Sewer connection is. City
Staff advised that a trunk line in this area is a long term forecast, and the nearest
connection is roughly 300 feet away.

Commissioner Hoifeldt questioned if Sugar Creek lane was a private street. Staff advised
that the City maintains it as it was part of the annexation of Sugar Creek Estates, however
it is not built to the size of a typical public street.
Commissioner Koshy questioned if the pond breeched the property line of the south
property not included in the subject property. Staff and a representative of the applicant,
Pat Sheppard, verified that the edge of the Pond sits on the edge of the south property
line, but not over it.
Commissioner Hoifeldt made a motion to approve a preliminary plat for Twin Oaks.
Commissioner Koshy seconded the motion. Ayes: Sandie, Tietz, Hoifeldt, and Koshy. Nays:
None. Motion Carries.
Commissioner Hoifeldt made a motion to approve a final plat for Twin Oaks. Commissioner
Koshy seconded the motion. Ayes: Sandie, Tietz, Hoifeldt, and Koshy. Nays: None. Motion
Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR TWIN OAKS
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JEFFERY WYCOFF, has requested final plat approval of Twin Oaks (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 13, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Twin Oaks and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
7th day of January, 2019, that the Final Plat for Twin Oaks be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Utility Easement;
3. Public Surface Water Flowage and Storm Water Detention Easement

PROJECT DESCRIPTION
LOTS
The preliminary plat and final plat identify three lots. Lot 1 is proposed to be 2.07 acres in area and will have the existin g
home on the property located upon it. Lot 2 is proposed to be 1.10 acres in area. Lot 3 is proposed to be 2.15 acres in
area and will include the existing pond. Each lot meets the minimum lot area of 20,000 square feet and the minimum lot
width of 100 feet in the R-1, Single Family Residential District (where public sewer facilities are not available).
STREETS AND SIDEWALK
An existing access to Lot 1 off of Ashworth Road will remain. Access to Lots 2 and 3 will be provided off of Sugar Creek
Lane.
No sidewalks are required to be extended as part of the improvements for these lots as there are no existing sidewalks
in this area.
UTILITIES
Water is being provided to the lots through a Xenia water main. Lot 1 is served by an existing onsite septic system. Lots
2 and 3 will need to provide their own septic systems at time of lot development. This will need to be coordinated with
the Dallas County Environmental Health Department. A large detention pond exists within future Lot 2, this will provide
the required storm water detention for all three lots.
STAFF RECOMMENDATION
Staff recommends approval of the preliminary plat and final plat for Twin Oaks subject to remaining staff comments and
review of the legal documents.
