Participate in Cost Share [Joint Water Supply Evaluation]

SYNOPSIS INCLUDING PRO & CON: The City of Waukee is working with the City of Van
Meter and West Des Moines Water Works on a water supply study. The
next steps in the process include Task 5 (test well and modeling) and
Task 6 (updated water demand projects).
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:The City of Waukee’s
portion of the sharing of cost amounts to $131,198.00.

RESOLUTION 18-
APPROVING AGREEMENT TO PARTICIPATE IN COST SHARE
[JOINT WATER SUPPLY EVALUATION]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on August 23, 2016, the Waukee City Council approved a Joint Waukee/West Des
Moines Water Works Source Water Availability Study (Resolution #16-371); AND,
WHEREAS, on December 4, 2017, the Waukee City Council approved a Professional Service
Agreement Joint Waukee/WDMWW Water Supply and Treatment Study (Resolution #17-560);
AND,
WHEREAS, the Cities of Waukee and Van Meter, along with West Des Moines Water Works,
desire to begin the next steps in the study process: Task 5 (test well and modeling) and Task 6
(updated water demand projects); AND,
WHEREAS, the City of Waukee’s portion of the sharing of cost for Tasks 5 and 6 amounts to
$131,198.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa
on this 4th day of December, 2017, that the Agreement to Participate in Cost Share [Joint Water
Supply Evaluation], is hereby approved, pending approval by the City of Van Meter and West
Des Moines Water Works.

AGREEMENT TO PARTICIPATE IN COST SHARE FOR TASKS 5 & 6 OF THE JOINT WAUKEE/VAN
METER/WEST DES MOINES WATER WORKS WATER (WDMWW) SUPPLY EVALUATION
WHEREAS, the City of Waukee, City of Van Meter and WDMWW (Participants) have
contributed technical data, water demand projections and funds for the completion of the
Report on Joint Waukee/WDMWW Source Water Availability Study Tasks 1 & 2 and Tasks 3 & 4
by Veenstra & Kimm, Inc., and
WHEREAS, subsequent to completion of the Joint Waukee/WDMWW Source Water Availability
Study an application for a Water Withdrawal Permit was submitted to the Iowa Department of
Natural Resources (IDNR) based on the projected water demands of the Participants, and
WHEREAS, the Iowa Department of Natural Resources determined additional information on
the capacity of the wellfield and direction of infiltration is necessary prior to final permitting
decisions and actions, and
WHEREAS, the potential for increased development and water use by Participants requires
updated estimates for long range planning and submittal to IDNR for use in determining future
allocation limits, and
WHEREAS, the WDMWW Board of Trustees approved a Professional Service Agreement (Exhibit
A) for the Joint Waukee/WDMWW Source Water Availability Study Tasks 5 & 6 at a special
meeting held on January 7, 2019 to authorize additional test pumping and modeling on behalf
of Participants, and
WHEREAS, the total fee for services of the Professional Service Agreement for Tasks 5 & 6 is
$273,329, with Task 5 (Test Well and Modeling) at a cost of $262,631 and Task 6 (Updated
Water Demand Projections) at a cost of $10,698.
NOW, THEREFORE, the Participants agree to share the cost for Joint Waukee/ WDMWW Source
Water Availability Study Tasks 5 & 6 based on the current estimated share of demand: Van
Meter – 4% ($10,933), Waukee – 48% ($131,198), WDMWW – 48% ($131,198). Invoices from
Veenstra & Kimm, Inc. to be received by WDMWW and distributed to other Participants for
payment within 30 days of receipt of invoice from WDMWW.
