AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Sleep Inn
(2885 Grand Prairie Parkway)

SYNOPSIS INCLUDING PRO & CON: Hart Family Hotels, Inc. requests approval of a site plan to
allow for the construction of a three-story, hotel building for a Sleep Inn
Hotel. The site plan identifies the proposed building as being approximately
44,000 square feet in area. The subject property is located north of Ashworth
Road and east of Grand Prairie Parkway.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance and the Kettlestone Design Guidelines.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the January 8, 2019 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Sleep Inn (2885 Grand Prairie Parkway)
City Planner, Melissa DeBoer, introduced the request for approval of a site plan for a three-story Sleep
Inn hotel as submitted by the applicant, Hart Family Hotels, Inc., The subject property is located north
of Ashworth Road and east of Grand Prairie Parkway containing approximately 2.54 acres. The
building is proposed to be approximately 44,000 square feet in area and contain a total of 77 guest
rooms. A trash enclosure is proposed at the northeast corner of the building, a canopy with a one-way
drive through is proposed on the west side of the building at the main entrance, and a monument sign
is shown at the south west corner of the site. Access points are indicated off of SE Grand Prairie
Parkway and through shared accesses off of SE Esker Ridge Drive.
Mrs. DeBoer advised that all utilities will be provided to the site, with storm water detention
accommodated in the private detention basin located on the east side of the site. The site plan indicates
a connection to the site from the pre-existing trail along Grand Prairie Parkway, as well as 5-foot
sidewalks internal to the project. All landscaping, open space, and Parking requirements have been
met. Staff is currently working with the applicant for an approved photometric plan.
At this time staff would recommend approval of the site plan for Sleep Inn subject to remaining staff
comments.
Commissioner Tietz questioned if there was a future use anticipated for the green space to the east of
the building. Mrs. DeBoer advised that the location is for the storm water detention.
Commissioner Sandie questioned on the number of handicap spots available and if a conference room
would be located in the hotel. Mrs. DeBoer advised there were 4 designated handicap spots shown on
the site plan. A representative for the applicant advised that there are no plans for a conference room at
this time.
Commissioner Sandie moved to approve a site plan for Sleep Inn hotel subject to remaining staff
comments. Commissioner Streit seconded the motion. Ayes: Sandie, Streit, Tietz, Broderick and
Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval subject to remaining staff
comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR SLEEP INN (2885 GRAND PRAIRIE PARKWAY)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Sleep Inn, subject to remaining staff comments on January 8, 2019; AND,
WHEREAS, the Site Plan for Sleep Inn is in general conformance with §304 – Site and Building
Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Sleep Inn is in general conformance with §301.27(A) –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of January, 2019 that the Site Plan for Sleep Inn is approved.

PROJECT DESCRIPTION
The project involves the construction of a multi-story, hotel building for a Sleep Inn Hotel. The building is
proposed to be approximately 44,000 square feet in area. The building is proposed to be three stories and
50.5 feet in height at the top of the tower, which is the tallest structure. The building is proposed to contain a
total of 77 guest rooms. A trash enclosure is proposed at the northeast corner of the building, on the back
side of the site. A canopy with a one-way drive-thru is proposed on the front of the building at the main
entrance. A monument sign is shown at the southwest corner of the site, at the driveway entrance off of
Grand Prairie Parkway.
ACCESS AND PARKING
One main access is provided to this site off of Grand Prairie Parkway. This will be a right-in right-out. There
will be shared accesses into this site from the east drive that extends out to SE Esker Ridge Drive to the
north. These accesses will be shared with the adjacent property to the north.
A total of 77 parking spaces are required for this facility and 82 spaces are provided, including 4 accessible
spaces. A total of 3 bicycle parking spaces are proposed as required by the Kettlestone Design Guidelines (3%
of the total parking spaces required). The proposed site plan meets the parking requirements of the ordinance
and development design guidelines.
SIDEWALKS/TRAILS
A ten foot wide trail exists along Grand Prairie Parkway. A five foot wide sidewalk is shown to provide access
into the site from the existing trail. A five foot wide sidewalk is shown along the private drive along the east
side of the site and a five foot wide sidewalk is shown to provide a connection to the building from that
sidewalk. Several internal sidewalks are proposed around the entire perimeter of the building in order to
provide internal pedestrian access.
UTILITIES
All utilities will be provided to this site. The sanitary connection will be provided from the existing sanitary
main that runs along the east side of Grand Prairie Parkway. A grease interceptor is shown just to the south of
the building. Water service will be provided from the 8-inch water main located on the east side of the site.
Storm water detention from both this site and the site to the north will be accommodated with the private
detention basin located on the east side of the subject site. The water in this basin eventually drains into Fox
Creek, located to the east and south. The basin will be privately owned and maintained.

LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 40%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance and the Kettlestone Design Guidelines.
ELEVATIONS
The proposed building is a three story building. The elevations of the building are proposed to be constructed
mainly of brick veneer, stone, and fiber cement panels. Proposed elevations are attached for your review.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. Minor adjustments to the
photometric plan are required and staff is working with the applicant to address the remaining comments related
to the lighting plan.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Sleep Inn subject to remaining staff comments.
