AGENDA ITEM: Consideration of approval of a resolution approving final plat for Spring
Crest Plat 4
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 25.34-acre subdivision located south of Hickman
Road and west of 10th Street. The proposed final plat includes a total of
57 lots for single-family residential development. Access to the
development is provided via Spruce Street, Cedar Street, and 10th Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on September 25,
2018 and recommended approval subject to remaining staff
comments:
Approval of a Final Plat for Spring Crest Plat 4
City Planner, Andy Kass, introduced the request made by the applicant Spring Crest Partners,
LLC for approval of a final plat for a residential subdivision. The subject property is generally
located south of Hickman road and west of 10th street, containing approximately 25.34 acres.
Mr. Kass advised that this is the Fourth phase of the Spring Crest development and indicates 57
lot for single family residential development. All lots will meet the required R-2 zoning
requirements. As part of this development, extensions of Spruce Street, 11th Street, and Cedar
Street will be constructed. 5 foot wide sidewalks will be constructed throughout the development
and 10 foot wide trail will be installed between lots 12 and 13 to provide pedestrian access to the
future parkland. All public utilities have been extended throughout the plat and storm water will
be collected in a detention pond to the south of the development. 5.15 acres have been dedicated
as out lot P for parkland dedication which satisfies the requirements for the entire development.
At this time staff recommends approval of the final plat for Spring Crest Plat 4 subject to
remaining staff comments, review of the legal documents, and completion of public
improvements.
Commissioner Sandie moved to approve the Final Plat for Spring Crest Plat 4 subject to
remaining staff comments, review of legal documents, and completion of public improvements.
Commissioner Hoifeldt seconded the motion. Ayes: Ward, Sandie, Tietz, Broderick, and
Hoifeldt. Nays: None. Motion Carries.

STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-2 Zoning District and the
comprehensive plan.
RECOMMENDATION: Staff recommends approval of the Final Plat for Spring Crest Plat 4.

APPROVING THE FINAL PLAT FOR SPRING CREST PLAT 4
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, SPRING CREST PARTNERS, LLC, has requested final approval of Spring Crest Plat 4
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 25, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Spring Crest Plat 4 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
21st day of January, 2019, that the Final Plat for Spring Crest Plat 4 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C, D, E, & Outlot P);
2. Storm Water Management Facility Maintenance Covenant & Permanent Easement
Agreement for Spring Crest;
3. Public Surface Water Flowage & Storm Sewer Easement & Maintenance Agreement;
4. Temporary Turnaround Easement;
5. Public Trail Easement;
6. Public Sanitary Sewer Easement;
7. Public Storm Sewer Easement; and
8. Public Utility Easement

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 57 lots for single family residential development. All proposed lots meet or exceed the
minimum lot width of 65 feet. The lots range in size from 8,502 square feet to 18,637 square feet. Table 1 below
summarizes the bulk regulations applicable to these lots.

In addition to the single family lots the final plat includes two outlots. Outlot Y is intended to be utilized for storm water
detention. Outlot Y will be owned and maintained by the homeowners association. Outlot P will be dedicated to the
City of Waukee to satisfy parkland dedication requirements for the overall Spring Crest Development.

STREETS AND TRAIL
As part of the public improvements, the developer will construction extensions of Spruce Street. 11th Street, and Cedar
Street.
No trails will be constructed along the public streets, however, the developer will install a trail between Lots 12 and 13
to provide pedestrian access to the future parkland. Five-foot-wide sidewalks will be installed as each lot is developed.
UTILITIES
Utilities have been extended throughout the plat. Storm water in this plat will be collected in the detention pond located
within Outlot Y.
PARKLAND
Outlot P on the final plat is 5.15 acres in area and is being dedicated as part of this plat to the City to satisfy parkland
dedication requirements for the overall Spring Crest Development.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Spring Crest Plat 4 subject to remaining staff comments, review of the
legal documents, and completion of public improvements.
