NOTICE OF PUBLIC HEARING CONCERNING THE AMENDMENT OF AN ORDINANCE
TO ADD RECENTLY ANNEXED PROPERTY TO THE WAUKEE CONNECTION FEE
DISTRICT PURSUANT TO SECTION 384.38 OF THE CODE OF IOWA
The City Council of the City of Waukee, Iowa, will meet at the Waukee City Hall, on
February 19, 2019, at 5:30 o'clock p.m., at which time and place a hearing will be held and
thereafter action may be taken to amend Section 224D.3 of the Waukee Municipal Code to add
additional property to the Waukee Connection Fee District, as authorized by Section 384.38 of
the Code of Iowa and the Waukee Municipal Code. A copy of the existing and proposed
amended ordinance has been placed on file in the office of the City Clerk.
The Waukee Connection Fee District was established to provide for a method of
providing sanitary sewer to property within the district and to equitably distribute the costs
associated with the extension of sewer within the benefitted area so as to allow the conveyance
of sanitary sewer waste for treatment from the benefited area constituting the district.
Additional Property was annexed into the City Limits as a result of the abandonment of
the rest area on the north side of Interstate 80 and it is appropriate to add the additional property
the Waukee Connection Fee District to provide an appropriate mechanism for providing sewer to
the annexed property
The Waukee Connection Fee District is being amended to add recently annexed property
situated just north of Interstate 80 comprising primarily of the abandoned rest area that was
recently annexed to the City. The Property described in Exhibit A consists of the property in the
existing District plus the property being added to the District.
The established connection fee is in an amount equal to the maximum acre area of
contiguous property, or fraction thereof, within the connection fee district, under such ownership
which can be served through such proposed connection, multiplied by the per acre connection
fee established in the Ordinance. Final plat approval, site plan approval, building permit approval
and/or Mobile Home Permit issuance shall not occur until such time as any and all fees have
been paid in full.
The goal of the City of Waukee in establishing the connection fee district was to
construct trunk sewers to facilitate future development. It is not the intent of the connection fee
district to construct all of the minor trunk sewers and lateral sewers within the master plan
service area. The general location of anticipated and existing sewer facilities necessary to extend
sewer to property within the District is reflected on the attached map as well as the Waukee
Connection Fee study on file with the City clerk and available for inspection during regular
business hours at City Hall.
A summary of the estimated cost and the actual cost for each of the designated sewers is shown
in the following tabulation:

The total estimated cost for the improvements is estimated to be approximately $86,956,988. A
more detailed summary of the estimated cost for each segment is shown in Engineer’s report
which is available for inspection at City Hall.
Based on the 17,328 acres within the boundaries of the Waukee Connection Fee District
and the $86,956,988 estimated project cost, this method results in a projected connection fee of
$5,018. For purposes of establishing the connection fee, the estimated fee is rounded to $5,010
per acre.The proposed Connection fee within the district is $5010.00 per acre commencing July
1, 2018. The proposed fees are based upon the equitable costs of extending sewer service to the
properties in the district based on the foregoing estimates of costs.
As the contemplated sewer infrastructure is constructed the fee may be adjusted as
determined by the City Council of the City of Waukee. The fees may increase annually
commencing on January 1, 2020 and annually thereafter at a percentage equal to the Consumer
Price Index published for the most recent year, and would be rounded down to an even $10.

At the Public Hearing, the Council will receive oral or written objections from any
resident or property owner of the City. Thereafter, at the meeting or at a subsequent meeting, the
Council may:
1. Amend the connection fee district as proposed and affirm the proposed connection fee.
2. Alter the proposed connection fee district or the proposed connection fee; or
3. Make any other provision relative to the proposed connection fee district or connection fee
which the council determines to be equitable in the premises.
This notice is given by order of the City Council of Waukee, Iowa, in accordance with
Section 384.38 of the Code of Iowa.
