Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Hy-Vee, Inc. requests approval of a site plan to allow for the construction of an accessory building for the purpose of grocery pick-up. The site plan identifies the proposed building as being approximately 960 square feet in area. The subject property is located north of Hickman Road and west of Alice’s Road. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the February 26, 2019 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Hy-Vee Aisles Online Grocery Pick-up (1023 E. Hickman Road) City Planner, Melissa DeBoer, introduced the request for approval of a site plan for an accessory building for the purpose of grocery pick-up, as submitted by the applicant, Hy-Vee, Inc. The subject property is located at the northwest corner of Hickman Road and NE Alice’s Road, containing approximately 3.11 acres. Mrs. DeBoer advised that the 960 square foot accessory building is proposed in the southwest portion of the current parking lot and is intended for pickup of the online grocery orders. Current parking in that area will be removed to make room for the building and necessary drive lanes. There are 4 drive thru lanes proposed as well as a landscape island and directional signage to direct the flow of traffic. No water connections are needed for the building and Access to the building will be provided off of NE Venture Drive. At this time staff recommends approval of the proposed site plan subject to remaining staff comments.  Commissioner Hoifeldt asked about the functionality. Mrs. DeBoer advised that the point is to drive at your scheduled pick up time, to the drive through stall, someone will bring your grocery order to your vehicle and then you exit to the north. Commissioner Hoifeldt advised that he felt that the developers would need to make sure their traffic control was adequate for the moving parts that would happen in the area. J8  Commissioner Ward stated her own concern regarding the proposed location given the access point suggested is a highly trafficked entry/exit. A representative for the applicant, Bree Cooper, advised that the team on the project evaluated many different locations and chose this one as it had the best visibility and ease of delegating the flow of traffic.  Commissioner Hoifeldt questioned if the applicants thought if there would be an issue with the Queuing line and its potential effect on traffic. Ms. Cooper advised that the queue line would only have the number of people who signed up for the particular pick up time. If there is an issue with too many queuing at once, it is a simple fix by limiting the number of signups for a particular time slot.  Commissioner Koshy advised he was excited for the prospect, but that he would recommend switching the direction of the angled parking to the north to prompt customers to use them. At this point they may lose their relevancy as people will be leery about parking directly north of the drive through lanes.  Commissioner Ward questioned who would be running the grocery pick-up. Ms. Cooper advised the workers are from the fulfillment center, which is how things run currently. Delivering the orders from the fulfillment center to the pick-up location is planned into the queue times so that there is minimal interruption to customers.  Commissioner Tietz advised that it sounded like a great idea. He would advise that the traffic issues be re-addressed so that the concept is more easily expressed. Commissioner Hoifeldt moved to approve the Site Plan for Hy-Vee Aisles Online Grocery Pick-Up (1023 E. Hickman Road) subject to any remaining staff comments, and with the added stipulation that the traffic flow design and signage is better expressed for Council. Commissioner Koshy seconded the motion. Ayes: Ward, Streit, Tietz, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff has worked with the applicant on addressing the Planning and Zoning Commission’s stipulation regarding the flow of traffic to the north of the proposed building and recommends approval subject to remaining staff comments. Hy-Vee has recently expanded their parking lot to the west and have more than enough parking spaces to meet the parking requirements for the grocery store use. Hy-Vee is looking to build an accessory building in the south portion of their parking lot to be used only for the online grocery pick-up. This will allow them to free up the area at the front of the parking lot, closer to the main entrances to the store, which is currently used for online pick- up. PROJECT DESCRIPTION The project includes the addition of a 960 sq ft accessory building within the parking lot that will be used to store online grocery orders for customer pick-up. The building includes a canopy with four drive-thru pick-up lanes. A curbed island and directional signage is proposed in order to help traffic flow through this area of the parking lot. ACCESS AND PARKING Access is provided to the proposed grocery pick-up location off of NE Venture Drive at the southern portion of the parking lot. A total of 36 parking spaces will be removed for this addition. The grocery store is still meeting the parking requirements of the ordinance with a total of 689 parking stalls, the requirement is 481 parking stalls. SIDEWALKS/TRAILS No new sidewalks or trails are proposed with this project. The existing 8-foot wide pedestrian path that runs north and south through the parking lot will remain. UTILITIES No sanitary or water services will be provided to the proposed accessory building. Electric service will be provided to the proposed building. Storm water detention for this site is provided through the existing detention basin located on the north side of NE Horizon Drive, known as the Prairie Crossing Detention Basin. February 21, 2019 3 of 3 LANDSCAPING & OPEN SPACE A minimum of 20% of the site area is required to be open space. The total amount of open space provided is 28%. The applicant has provided plantings in accordance with the Landscaping and Open Space Ordinance. ELEVATIONS The elevations of the building are proposed to be constructed of brick, stucoflex coating, and metal panels to be compatible with the existing Hy-Vee buildings within the development. Elevations of the proposed building have been provided for review. LIGHTING PLAN Canopy lighting is proposed with this project. This includes five canopy lights. The applicant has submitted a photometric plan and the plan meets the lighting requirements of the Site Plan Ordinance.
