HomeMy WebLinkAbout2019-04-01-J09 Hurd Kettlestone_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 1, 2019 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Hurd Kettlestone FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Hurd Kettlestone, is requesting approval of a final plat for an approximately 36.67-acre subdivision located north of Interstate 80 and east of Grand Prairie Parkway. The proposed final plat includes one (1) lot and seven (7) outlots for commercial/retail development. Lot 1 is 19.8-acres in area. The remaining outlots, except for Outlots E and G, will be platted in the future as development continues. Outlots E and G are intended for storm water detention. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on March 26, 2019, and recommended approval: Approval of a Final Plat for Hurd Kettlestone Senior Planner, Andy Kass, introduced the request for approval of a preliminary and final plat as submitted by the applicant, Hurd Kettlestone. The preliminary and final plat proposes a commercial development generally located north of Interstate 80 and east of Grand Prairie Parkway, containing approximately 36.6 acres. The subject property was rezoned in late 2018 to the K-RR (Kettlestone Retail Regional District) zoning, and does include the very southern portion that previously was a part of the DOT rest area that was removed during the construction of Grand Prairie Parkway. Mr. Kass advised that the plat indicates one lot for commercial/retail use containing approximately 19.8 acres. The remaining property is divided among 7 outlots, 5 of which will be for future development and two, outlots E and G, for storm water detention. A short segment of SE Kettlestone Boulevard will be extended as part of a City project for access to the site with further extensions being development driven. Utility connections currently exist to serve the property, and all utilities interior to the development will be privately owned and maintained. At this time Staff recommends approval subject to any remaining staff comments. J9  Commissioner Hoifeldt questioned if the suggestion would be to complete the unpaved part of the Boulevard. Mr. Kass advised that was correct, extend the road and move the full access to the east.  Commissioner Ward questioned if this takes away the Kum and Go left access. Mr. Kass advised that was correct. The access off of Grand Prairie Parkway will remain as it is.  Commissioner Hoifeldt questioned if there was discussion about keeping some of the trees on the lot. Mr. Kass advised that due to grading a vast majority of the trees on the lot would be removed. Commissioner Koshy moved to approve the Final plat for Hurd Kettlestone subject to any remaining staff comments. Commissioner Ward seconded the motion. Ayes: Ward, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the K-RR Zoning District and the Waukee Subdivision Ordinance with the submittal of this final plat. In 2014, the City of Waukee completed a master plan for Kettlestone which includes the subject property. The master plan was followed by the completion of the Kettlestone Design Guidelines and Kettlestone zoning districts. The subject property was recently rezoned to K-RR (Kettlestone Retail Regional District). It should also be noted that the very southern 8.2 acres of the subject property was previously a part of the DOT rest area that was removed during the construction of Grand Prairie Parkway. The approximately 8.2 acre parcel just recently received approval of annexation into the City of Waukee. PROJECT DESCRIPTION LOTS The preliminary plat and final plat identify one (1) lot to be platted at this time. Lot 1 is proposed to be 19.8-acres in area for commercial/retail development. Seven (7) outlots make up the rest of the property and are intended for future commercial/retail development. The outlots will be platted when future development occurs. SE Kettlestone Boulevard will be extended from the west. A boulevard section will be constructed with each side of the boulevard having 26-feet wide pavement. The pavement will only extend to east of the access into the development at this time. In the future, as March 21, 2019 3 of 3 development continues, further paving will occur. A ten-foot-wide trail will be constructed along the south side of SE Kettlestone Boulevard. UTILITIES Utilities exist to serve the property. As part of the City street paving project, sanitary sewer and water main will be stubbed into the property. All utilities interior to the development will be privately owned and maintained. Storm water detention for the development will be provided within Outlots E and G. These outlots will be owned and maintained by an association. STAFF RECOMMENDATION The proposed lot meets the minimum requirements of the Zoning Ordinance. The preliminary plat and final plat are in general conformance with the Subdivision Ordinance.
