Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Pavilion Development Company, applicant, requests approval of a site plan to allow for the construction of a Firestone Complete Auto Care. The car care center is proposed to be 5,800 square feet in area and 25-feet in height. The car care center will feature eight service bays. Access to the site will be provided from private street extensions of NE Venture Drive and NE Peachtree Drive. Twenty-nine (29) parking spaces are required for the proposed use and the site plan indicates that thirty-six (36) parking spaces will be provided. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. The building will feature brick, glazing and Nichiha fiber cement panels. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the April 23, 2019 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Firestone Complete Auto Care [575 E. Hickman Road] City Planner, Melissa DeBoer, introduced the request for approval of a site plan as presented by the applicant, Pavilion Development, to construct an auto repair store. The subject property is located north of Hickman Road and west of NE Alice’s Road, containing approximately 1.15 acres. Mrs. DeBoer advised that the project would involve the construction of a single-story, retail building for a Firestone, approximately 5,800square feet in area. A trash enclosure and used inventory storage is proposed at the northeast corner of the parking lot with a monument sign shown at the southwest corner of the site along Hickman Road. Utilities are available to the site and storm water detention would be accommodated in the existing private detention basins located to the north of NE Horizon Drive. Two accesses are provided to the site. One off of NE Venture Drive and one off of NE Peachtree Drive, both are privately owned streets. Five foot wide sidewalks are provided along both the west and J4 north sides of the site, including a connection to the trail along Hickman Road. All parking, landscaping, and open space requirements have been met. At this time staff recommends approval subject to any remaining staff comments.  Commissioner Tietz questioned if Peachtree will be constructed with this development. Mrs. DeBoer advised it will be constructed. NE Venture Drive will be extended for access as well.  Commissioner Koshy questioned if staff was concerned with the small margin of error in meeting open space requirements and if a discussion regarding the tradeoff between parking space vs open space. Senior Planner, Andy Kass, advised that a lot of national companies indicate a set number of spaces to maintain a standard across the board. With the current ordinance, staff is comfortable so long as the open space requirement of 20% is met.  Commissioner Tietz questioned if the access would be lighted. Mrs. DeBoer advised that it will eventually be a right-in right-out only area, but not lighted. Commissioner Hoifeldt moved to approve a Site Plan for Firestone Complete Auto Care [575 E. Hickman Road], subject to any remaining staff comments. Commissioner Broderick seconded the motion. Ayes: Tietz, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All staff comments have been addressed. The proposed building meets all zoning requirements as well as architectural requirements. RECOMMENDATION: Approve the resolution. The building is proposed to be approximately 5,800 square feet in area. A trash enclosure / used inventory storage is proposed at the northeast corner of the parking lot. A monument sign is shown at the southwest corner of the site along Hickman Road. ACCESS AND PARKING Two accesses are provided to this site. One access is provided off of NE Venture Drive and one off of NE Peachtree Drive, both streets are private. A total of 29 parking spaces are required for this facility, this includes 3 spaces per service bay, 1 space per service vehicle, and 2.5 spaces per 1,000 sq ft of non-service area. The total amount of parking proposed is 36 spaces, including two accessible spaces. The proposed site plan meets the parking requirements of the ordinance. SIDEWALKS/TRAILS Five foot wide sidewalks are provided along both the west and north sides of the site, including a connection to the trail along Hickman Road. A pedestrian connection is provided into the site from the sidewalk along NE Peachtree Drive. UTILITIES All utilities will be provided to this site. The site plan identifies the water and sanitary sewer connections coming from the mains to the north of the site, along NE Venture Drive. Storm water detention will be accommodated in the existing private detention basins located to the north of this site. The water in these basins eventually drain into the regional basin located just north of NE Horizon Drive and west of NE Alice’s Road. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 20.2%. The applicant has provided the required amount of plantings per the landscaping ordinance. April 19, 2019 3 of 3 ELEVATIONS The proposed building is a single story building. The elevations of the building are proposed to be constructed of brick, Nichiha block, and aluminum storefront system. Overhead doors are proposed on the west and east elevations. Canvas awnings are proposed over the storefront entrance areas. The trash enclosure is proposed to be constructed of brick to match the building. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the lighting requirements of the Site Plan Ordinance.
