Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Waukee Properties Partnership, applicant, requests approval of a site plan to allow for the construction of a multi-tenant commercial building. The multi-tenant building is proposed to be 4,500 square feet in area and 25-feet in height. The building elevations indicate space for three tenants. No tenants are know at this time. Access to the site is provided by two shared access points along Hickman Road and a shared access point along Laurel Street. Thirty-five (35) parking spaces are required and the site plan identifies that thirty-seven (37) parking spaces. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. The building will feature brick, glazing, EIFS and concrete block. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the April 23, 2019 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Lot 3 Waukee Vista Commercial Park [120 W. Hickman Road] City Planner, Melissa DeBoer, introduced the request for approval of a site plan as presented by the applicant, Vista Real Estate and Investment Corporation, to construct a multi-tenant commercial building. The subject property is located south of W Hickman Road and west of Warrior Lane, containing approximately 1 acre. Mrs. DeBoer advised that the project would involve the construction of a 3 tenant building approximately 4.500 square feet in area with a drive-thru lane on the east side of the building. The trash enclosure is shown to the south of the building and a monument sign is shown at the northwest corner of the site. Utilities are available to the site, and storm water detention will be provided with a detention basin located to the south of the site. Access would be obtained through the adjoining properties with a blanket access agreement across lots 1-5 of the development. A five foot wide sidewalk will be constructed on the south side of the site along Laurel Street which will connect to adjacent sidewalks to both the east and west. Parking, landscaping, and open space requirements have been met. J5 At this time staff recommends approval subject to any remaining staff comments.  Commissioner Tietz questioned if it would have a similar look to the Power supply building. Mrs. DeBoer advised yes.  Commissioner Hoifeldt questioned if there would be a drive access along Laurel Street installed with this project. Mrs. DeBoer advised that was correct, it would be a shared access with the one currently leading to Sherwin Williams.  Commissioner Koshy questioned how the traffic would flow for the drive through and if the developer saw any issue with the lay out. Mrs. DeBoer advised the applicant did provide a traffic layout of the site and the engineering department seemed to not have any issues with it, however, impact would depend on the tenant.  Commissioner Tietz verified that the detention basin was a dry bottom. Mrs. DeBoer advised that was correct. Commissioner Tietz moved to approve a site plan for lot 3 of Waukee Vista Commercial Park [120 W. Hickman Road], subject to any remaining staff comments. Commissioner Hoifeldt seconded the Motion. Ayes: Tietz, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All staff comments have been addressed. The proposed building includes three possible tenant spaces and a drive-thru lane on the east side of the building for the possibility of a future tenant with a drive-thru. A trash enclosure is shown to the south of the building within the parking lot. A monument sign is shown to be located at the northwest corner of the site. ACCESS AND PARKING There are several accesses into this site from the surrounding properties. A blanket access agreement will be used in order to allow access through the driveways and parking areas across Lots 1-5 of the Waukee Vista Commercial Park development. A total of 35 parking spaces and 5 queuing spaces are required for this facility (4 spaces per 1,000 square feet of retail, 15 spaces per 1,000 square feet of restaurant, and 5 queuing spaces for the potential drive-thru). The total amount of parking proposed is 37 spaces and 5 queuing spaces, including 2 accessible stalls. The proposed site plan meets the parking requirements of the ordinance. SIDEWALKS/TRAILS A five foot wide sidewalk will be constructed on the south side of the site along Laurel Street. This sidewalk will connect to the adjacent sidewalks to both the west and east. Sidewalks are provided around the exterior of the building in order to provide pedestrian access to and from the parking lot. UTILITIES All utilities will be provided to this site. Sanitary sewer, water, and gas services are provided off of Laurel Street. Storm water detention will be provided with a detention basin located on the south side of the site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 33%. The applicant has provided the required amount of plantings per the landscaping ordinance. The trash enclosure is proposed to be constructed of the split faced concrete block to match the building. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the lighting requirements of the Site Plan Ordinance.
