HomeMy WebLinkAbout2019-05-20-J03 The Commons at Greenway Park - Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 20, 2019 AGENDA ITEM: Consideration of approval of a resolution approving preliminary plat for The Commons at Greenway Park FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat for an approximately 27-acre subdivision generally located north of Hickman Road and west of N. Warrior Lane. The property was recently rezoned to accommodate the development of townhomes. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on May 14, 2019, and recommended approval: Approval of a Preliminary Plat for The Commons at Greenway Park *Commissioner Ward joined the meeting via tele-communications to fulfill the Quorum needed* *Commissioner Broderick Recuses his vote due to a conflict of interest* City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat as submitted by the applicant, Signature Development of Iowa, LLC & Philip Broderick, for a townhome residential development. The subject property is generally located north of Hickman Road and west of N. Warrior Lane containing approximately 27.05 acres. Mrs. DeBoer advised that the preliminary plat identifies one lot, approximately 11.23 acres, to be platted at this time with six outlots making up the rest of the property. Outlot W is 10.24 acres and will be platted in the future for development. Outlots X and Z are intended to be deeded to the City of Waukee for parkland dedication. Outlot Y will be deeded to the YMCA. Outlots U and V will be owned and maintained by the Broderick family until such a time development to the south occurs. The development will require an extension of NW Venture Drive to be constructed with Plat Improvements, and Five-foot wide sidewalks will be constructed along both sides of the street. Public utilities are available to the site, and storm water detention for the development will be constructed when the detailed site improvements are constructed. At this time staff would recommend approval subject to any staff comments. Commissioner Hoifeldt questioned if there was an intent to connect a trail to the city. Mrs. DeBoer advised there were long-term thoughts to connect the small extension of the Raccoon River Valley Trail near this location to the YMCA. J3 Commissioner Hoifeldt questioned if the anticipation was to start building this year. A representative of the applicant advised that was correct. Commissioner Streit questioned if NW Venture Drive would be extended to a 4 lane boulevard in the future through this development. Director of Development Brad Deets, advised that several years ago this street was seen as a major corridor, at this point, that is no longer the case as development moves further west. The focus is to provide access and make any changes necessary for emergency responders to access the developments. Commissioner Hoifeldt moved to approve a preliminary plat for The Commons at Greenway Park subject to any remaining staff comments. The motion was seconded by commissioner Koshy. Ayes: Streit, Ward, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat meets the intent and the requirements of the R-4 Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this preliminary plat. The concept plan identifies a total of 251 townhome units across the entire development. The applicant has submitted the preliminary plat for the first phase of the development. PROJECT DESCRIPTION LOTS The preliminary plat identifies one (1) lot to be platted at this time. Lot 1 is proposed to be 11.23-acres in area. Six (6) outlots make up the rest of the property. Outlot W is 10.24-acres in area and will be platted in the future for the second phase of the development. Outlots X and Z are intended to be deeded to the City of Waukee for parkland dedication. Outlot Y will be deeded to the YMCA. Outlots U and V will be owned and maintained by the Broderick family until such a time development to the south occurs. Five-foot wide sidewalks will be constructed along both side of NW Venture Drive. May 10, 2019 3 of 3 UTILITIES Water main is available and will be extended from the east to the plat. Sanitary sewer will need to be extended from an existing manhole that is north of the Indi Run Development. The sanitary sewer will be extended from the manhole to the south and then to the west. Storm water detention for the development will be constructed when the detailed site improvements are constructed. STAFF RECOMMENDATION The proposed lot meets the minimum requirements of the Zoning Ordinance. The preliminary plat is in general conformance with the Subdivision Ordinance.
