Collision Center (355 SE Alice’s Road)

SYNOPSIS INCLUDING PRO & CON: JRC Investments, LLC and Edge Commercial request
approval of a site plan to allow for the construction of Graham Collision
Center body shop. The site plan identifies the proposed building as being
approximately 14,820 square feet in area. The subject property is located
south of SE Laurel Street and east of SE Alice’s Road.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the May 14, 2019 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Graham Collision Center (355 SE Alice’s Road)
City Planner, Melissa DeBoer introduced the request for approval of a site plan as submitted by the
applicant, Edge Commercial, for a multi- tenant commercial building. The subject property is located
south of SE Laurel Street and east of SE Alice’s Road, containing approximately 1.62 acres.
Mrs. DeBoer explained that the project involves the construction of a one-story, multi-tenant building
that is proposed to be approximately 14,820 square feet in area. The primary use of the building is
intended for a Graham Collision Center body shop with two additional tenant spaces. A trash
enclosure is shown to the southeast of the building and a monument sign is shown to be located at the
west corner of the site. All public utilities are available to the site and a sand/ oil separator will be
installed with the project for the planned floor drains. Storm water detention for the project is intended
to be managed on the east side of the site within a dry bottom detention basin.
Mrs. DeBoer advised the access for the site will be off of SE Laurel Street. A five foot wide sidewalk
will be constructed on the south side of the site. All parking, landscape and open space requirements
have been met.
At this time staff would recommend approval of the site plan for Graham Collision Center (355 SE
Alice’s Road) subject to any remaining staff comments.

Commissioner Hoifeldt questioned where the storage of current customer vehicles will be located. A
representative for the applicant, Brad Kuehl advised the damaged vehicles that were currently being
worked on would be located on the east side, or the back of the building. Commissioner Hoifeldt stated
a concern having a bunch of damaged vehicles in one location, but advised that he wasn’t making a
recommendation to instill a requirement on the applicant that has not been imposed upon someone
else.
Commissioner Hoifeldt moved to approve a site plan for Graham Collision Center (355 SE Alice’s
Road) subject to any remaining staff comments. The motion was seconded by commissioner Koshy.
Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR GRAHAM COLLISION CENTER (355 SE ALICE’S
ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Graham Collision Center, subject to remaining staff comments on May 14,
2019; AND,
WHEREAS, the Site Plan for Graham Collision Center is in general conformance with §304 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Graham Collision Center is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of May, 2019 that the Site Plan for Graham Collision Center is approved.

HISTORY
The proposed project is located within Hickman West Industrial Park Plat 1 which was platted in 1993. The
subject property is the last remaining undeveloped lot within Hickman West Industrial Park Plat 1.
PROJECT DESCRIPTION
The site plan identifies the construction of a 14,820 square foot building. The building has an overall height of
24-feet. The primary use of the building is intended for a Graham Collision Center body shop. The body shop
will occupy approximately 11,500 square feet of the building. The remaining 3,200 square feet of the building
will be divided between two additional tenant spaces. The trash enclosure is indicated on the southeast side of
the site. A monument sign is proposed near the northwest corner of the site.
ACCESS AND PARKING
Access to the site will be provided on the north side of the property from SE Laurel Street. The proposed
building requires a total of 33 parking spaces. The site plan identifies 63 parking spaces provided across the
site.
SIDEWALKS/TRAILS
A 5-foot-wide sidewalk will be constructed on the south side of SE Laurel Street as part of this project. A 5-
foot-wide sidewalk will be provided along the east side of SE Alice’s Road as part of the Alice’s Road
Improvement Project that is currently underway.
UTILITIES
Sanitary sewer and water main services exist on-site. A sand/oil separator will be installed with the project for
the planned floor drains within the building.
Storm water detention for the project is intended to be managed on the east side of the site within a dry
bottom detention basin. Storm water will ultimately be discharged to the existing storm sewer along SE Laurel
Street and flow to the east.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 27%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance. The entire site will be sodded when construction is complete.

ELEVATIONS
Colored building elevations are included for review. The building is proposed to be constructed with brick,
fiber cement paneling, ribbed metal panels, aluminum storefront system, and glazing. Seven (7) overhead doors
are shown on the building. None of the proposed overhead doors will face SE Alice’s Road. The trash
enclosure is shown to be constructed with brick sides and metal doors. Staff believes the proposed elevations
meet the architectural requirements of the Site Plan Ordinance.
PHOTOMETRIC PLAN
A photometric plan has been submitted for the site. The plan indicates that only parking lot lighting is proposed
for the site. Staff is working with the applicant to address comments related to the photometric plan. These
comments will need to be addressed prior to forwarding to the City Council for approval.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Graham Collision Center subject to remaining staff comments.
