HomeMy WebLinkAbout2019-05-20-J06 RMH Systems - Revised Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 20, 2019 AGENDA ITEM: Consideration of approval of a resolution approving a revised site plan for RMH Systems (1130 SE Westbrooke Drive) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: RMH Systems requests approval of a revised site plan to allow for the construction of a single-story, warehouse addition. The site plan identifies the proposed addition as being approximately 11,300 square feet in area. The subject property is located east of SE Alice’s Road and south of SE Westbrooke Drive. The applicant has provided elevations for the proposed building addition on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the May 14, 2019 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Revised Site Plan for RMH Systems (1130 SE Westbrooke Drive) City Planner, Melissa DeBoer introduced the request for approval of a site plan as submitted by the applicant, RMH Systems, for a building addition to the current site. The subject property is located east of SE Alice’s Road and south of SE Westbrook Drive, containing approximately 2.77 acres. Mrs. DeBoer explained that the project involves the construction of a one-story, warehouse building that is proposed to be approximately 12,000 square feet in area. The primary use of the building is intended for storage space for the operations of the current business. This request is a revision from the previously submitted site plan to add an additional building, instead the applicants wish to attach the addition to the existing building. All public utilities were extended to the site with previous improvements. Storm water detention for the project is managed by the existing public storm sewer system along SE Westbrook Drive. Mrs. DeBoer advised the current access off of SE Westbrooke Drive will service the addition, and no new streets, sidewalks, or trails are required. All parking, landscape and open space requirements have been met. At this time staff would recommend approval of the revised site plan for RMH Systems (1130 SE Westbrooke Drive) subject to any remaining staff comments. J6 Commissioner Streit verified this was just a connection to the current building. Mrs.DeBoer advised that was correct. Commissioner Streit also questioned if the southeast corner was buildable. Mrs. DeBoer advised that was correct as it was not a detention location, however it could house other utilities that she was unaware of at the time. Commissioner Broderick questioned if this was to the east of the sports facility. Mrs. DeBoer advised that was correct. Commissioner Hoifeldt moved to approve a revised site plan for RMH Systems (1130 SE Westbrooke Drive) subject to any remaining staff comments. The motion was seconded by commissioner Koshy. Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to remaining staff comments. Location and Size: Property is located east of SE Alice’s Road and south of SE Westbrook Drive, containing approximately 2.77 acres. One building is a warehouse building that is approximately 12,000 square feet in area and the other building is the office building that is just under 6,000 square feet in area. The request is to add more storage space for the operations of this business. In the Fall of 2018, a site plan was approved to add a detached storage building to the site. The applicant has revised their original plan and are now proposing to attach the addition to the existing building in order to add more storage than previously proposed. PROJECT DESCRIPTION The project involves the construction of a single-story, warehouse addition for RMH Systems. This addition will be located to the south of the existing two buildings on site. The addition is proposed to be approximately 11,300 square feet in area. ACCESS AND PARKING One access to this site exists off of SE Westbrooke Drive. This will remain as it exists today. The new building requires an addition of 12 parking spaces, which they are providing towards the south side of the site. SIDEWALKS/TRAILS No new sidewalks or trails are required for the requested addition. UTILITIES All utilities have been provided to this site with the past site improvements. Storm water will be stored in the existing detention basin located at the north end of the site. This storm water is picked up in the public storm sewer system along SE Westbrook Drive and eventually outlets into Walnut Creek. LANDSCAPING & OPEN SPACE A minimum of 15% of the project area is required to be open space. The total amount of open space provided is 52%. The new addition does not require any new plantings as the site already meets the landscaping requirements of the ordinance. May 9, 2019 3 of 3 ELEVATIONS The proposed building is a single story building. The elevations of the building are proposed to be constructed of brick and metal.
