Job Description – Fire Marshal PREPARED BY:Michelle Lindsay REVIEWED BY: THE CITY OF WAUKEE, IOWA RESOLUTION 19- APPROVING JOB DESCRIPTION AND PAY GRADE [FIRE MARSHAL, FIRE DEPARTMENT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Fire Chief proposes the creation of a non-represented, Fire Marshal; AND, WHEREAS, the addition of the position of Fire Marshal was approved as part of the FY20 budget process; AND, WHEREAS, the pay grade for the position shall be N5; AND, WHEREAS, the Fire Chief and Human Resource Director recommend establishing the position and approving the job description and pay grade. Lyon Fire Marshal Page 1 Council Approved: City of Waukee JOB DESCRIPTION Job Title: Fire Marshal Reports to: Fire Chief Dept/Div: Fire Direct Reports: None Union Status: Non Represented FLSA Status: Full-Time, Exempt Pay Grade: N5 JOB PURPOSE: Directs and coordinates the functions of fire prevention, approves building plans for all new and remodeled commercial construction and performs final inspections to assure compliance with the adopted municipal fire code. Enhances community fire protection and safety by creating and enforcing adopted fire codes and teaching fire prevention programs. Respond to emergency calls for service as needed. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Responds to fire and rescue calls as needed or directed and performs within the directives, policies, SOG’s, and protocols of the department. 2. Reviews and makes recommendations to the adopted fire code. 3. Approves all site, plat and building plans for all new and remodeled buildings and coordinates with the City’s Building Official on final acceptance inspection to assure compliance with City fire code. 4. Coordinates and oversees administration of the fire inspection and public education programs. 5. Conducts field investigations and responds to alleged violations of various fire codes issuing city citations or summons for uncorrected violations. 6. Works with developers/builders to ensure compliance with fire codes. 7. Responsible for certifying required alarm tests, sprinkler system tests, fixed system tests, fire pump acceptance tests and related activities. 8. Ensures all inspection activities are properly documented in the fire department’s record management system. 9. Acts in a confidential manner regarding prospective business development and fire code inquiries. 10. Keeps Fire Captain (Fire Chief) informed promptly of matters that are important to the City’s interests or the public health, safety and welfare. 11. Attends regular and assigned trainings, drills and meetings to maintain and upgrade firefighting and emergency response skills and facilitate communication within and beyond the department. 12. Performs other related duties as apparent or assigned. SUCCESS FACTORS: 1. Effectively interacts with and communicates with contractors for resolution of fire code related issues. 3. Ability to develop and maintain positive, professional working relationships with co-workers, supervisors, and fellow city employees and to interact with the public, participating agencies, dispatch and law enforcement in a friendly, tactful manner. 4. Ability to enforce ordinances and regulations firmly, tactfully and impartially. 7. Ability to utilize common office equipment and machines including computer, printer, copier and fax machine 8. Ability to read and comprehend written instructions, manuals and training guides. 10. Ability to speak effectively with individuals or groups. 11. Interpret verbal and nonverbal behavior, to develop accurate understanding of other’s needs, values, and opinions. 12. Actively support all efforts to increase cooperation, communication, and collaboration between and among departments, full-time and Paid-On-Call fire fighters and the community. Demonstrate sound time- management skills by effectively or efficiently organizing, prioritizing, and completing multiple assignments in a timely manner. 13. Operates with the safety of themselves, their co-workers, and the general public in mind at all times. QUALIFICATIONS: 1. High School diploma or equivalent. Associate’s or Bachelor’s degree preferred. 2. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy. 3. Must possess and maintain the following certifications throughout employment: Firefighter II (IFSAC), Fire Instructor I (IFSAC), Hazardous Materials Operations (IFSAC), Fire Inspector I (IFSAC),Fire Officer I (IFSAC), Fire Inspector (ICC), current paramedic certification issued by the Iowa Department of Public Health, current healthcare provider CPR, ACLS, and PEEP or PALS. FEMA IS-100 and IS-200 (or IS- 195), and IS-700. 4. Four years of related experience including two years in fire inspection. 5. Knowledge of Waukee Fire Department policies and SOG; local and national fire codes, building construction, and fire behavior; appropriate training standards; hazardous materials response; emergency driving techniques. PHYSICAL REQUIREMENTS AND WORKING CONDITIONS 1. Ability to pass the Waukee Physical Agility Test at any time during employment. 2. Ability to perform all essential functions of the position while wearing required protective equipment (pants, jacket, helmet, facemask, gloves and boots) plus SCBA tank and equipment. 3. Able to operate and use all fire department equipment and apparatus. 4. Requires normal hearing, including the ability to discriminate among similar sounds in environments with significant background noise and the ability to receive direction and communications over portable radios and through SCBA masks at the scene of an emergency. 5. Operate in environments of high noise, poor visibility, limited mobility, at heights and in enclosed or confined spaces. 6. Exposure to full range of seasonal weather conditions including heat, cold, wind and precipitation for extended periods of time. 7. Exposure to extreme fluctuations in temperature while performing firefighting duties and frequent transition from hot to cold and from humid to dry atmospheres. 8. Work in wet, icy, muddy areas, and uneven terrain. Perform a variety of tasks on slippery, hazardous surfaces such as on rooftops or ladders. 9. Potential exposure to carcinogenic dusts such as asbestos, toxic substances such as hydrogen cyanide, corrosives, carbon monoxide, or organic solvents either through inhalation or skin contact, potential exposure to infections biological agents such as hepatitis B or HIV. 10. Will be required to wear a respirator and self-contained breathing apparatus. 11. Work for long periods of time, requiring sustained physical activity and intense concentration. 12. Must be able to maintain standard work hours with flexibility to report to duty at any time including days, evenings, over nights and weekends. Fire Marshal Page 3 Council Approved: 13.
