HomeMy WebLinkAbout2019-06-17-J07 The Shops at Kettlestone North Plat 7_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 17, 2019 AGENDA ITEM: Consideration of approval of a resolution approving final plat for The Shops at Kettlestone North Plat 7 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 7.18-acre subdivision generally located south of SE Tallgrass Lane and west of Grand Prairie Parkway. The property is located within the Kettleview office development. The final plat includes two (2) lots for future development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on June 11, 2019, and recommended approval: Approval of a Final Plat for The Shops at Kettlestone North Plat 7 Senior Planner Andy Kass introduced the request for approval of a Preliminary plat and final plat for The Shops at Kettlestone North Plat 7, as submitted by the applicants Vertical Group and Kettleview, LLC. The subject property is generally located south of SE Tallgrass Lane and west of Grand Prairie Parkway and contains approximately 7.18 acres. The plats indicate the creation of two lots for development totaling approximately 5.51 acres, backing up to the existing city pond. Lot 1 has an intended office use identified, and the applicant has indicated that a possible buyer for lot 2 has been identified. Outlot A is 1.67 acres in area and will be utilized for the access streets that are currently under construction. The developers will be extending SE Encompass Drive to Grand Prairie Parkway where the access will be a right in/right out only. A 10 foot wide trail along SE Parkview Crossing Drive is also planned. Public utilities are readily available to the site, and storm water detention will be provided within the regional storm water pond that the City constructed as part of public improvements to the Kettlestone District. At this time Staff would recommend approval subject to remaining staff comments.  Commissioner Broderick questioned regarding the accesses to the site. Mr. Kass advised that there are full accesses available off of SE Tallgrass Lane and eventually off of SE Parkview Crossing Drive. A joint access is possible off if SE Esker Ridge Drive dependent upon if the developer gains the corner lot, which they do not currently own. All other accesses are right in/ right out. J7  Commissioner Streit verified that the intersection of SE Esker Ridge Drive and Grand Prairie Parkway is lighted. Mr. Kass advised that is correct.  Commissioner Hoifeldt questioned what was being developed to the west of the subject property. Mr. Kass advised that was the recent insurance office building. Commissioner Broderick moved to approve the final plat for The Shops at Kettlestone North Plat 7 subject to any remaining staff comments. Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the K-OF/PD-1 Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this final plat. The property was the subject of the recent rezoning for the Kettleview Development approved by the City. The rezoning added a planned development overlay to the property to allow additional uses within the development that would otherwise not be allowed in the K-OF (Kettlestone Office District) and to restrict certain uses within the development. PROJECT DESCRIPTION LOTS The final plat identifies two (2) lots to be platted at this time. Lot 1 is proposed to be 3.23-acre in area and Lot 2 is proposed to be 2.28-acres in area. Outlot A is 1.67-acres in area and will be utilized for the access streets that are currently under construction. June 11, 2019 3 of 3 The Planned Development also restricts the areas where the above referenced uses are allowed to be located within the overall development. STREETS AND TRAIL As part of the improvements for the development the applicant will construct an internal private street, SE Encompass Drive, will connect to SE Tallgrass Lane and Grand Prairie Parkway. The access off Grand Prairie Parkway will be restricted to a right-in/right-out access point. An additional access point to SE Parkview Crossing Drive is also planned. A 10-foot wide trail will be provided along SE Parkview Crossing Drive. Five-foot-wide sidewalks will be constructed also SE Tallgrass Lane and SE Esker Ridge Drive. Sidewalks are also planned along SE Encompass Drive. UTILITIES Sanitary sewer and water main through the development will be public utilities. The storm sewer will be privately owned and maintained along with the street. Storm water detention for the development will be provided within the regional storm water pond that the City constructed as part of the initial public improvements to the Kettlestone District. As development occurs the City will invest in additional improvements around the pond and the greenway trail network similar to what was completed around the ponds behind the Holmes Murphy office building. STAFF RECOMMENDATION The proposed lots meet the minimum requirements of the Zoning Ordinance and the Planned Development. The preliminary plat and final plat are in general conformance with the Subdivision Ordinance.
