FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Stratford Crossing, LLC, is requesting approval of a
final plat for an approximately 58-acre subdivision located north of
Hickman Road and west of NW 10th Street. The proposed final plat
includes three (3) lots for single-family residential development and 36
lots for two-family residential (duplex) development. In addition, the plat
includes one (1) outlot for future multi-family residential development
and three (3) outlots for future commercial development. The developer
has completed extensions of public streets and utilities that will serve the
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on May 14, 2019 and recommended approval:
Approval of a Final Plat for Stratford Crossing Plat 1
City Planner Melissa DeBoer introduced the request for approval of a Final Plat for Stratford
Crossing Plat 1 for a commercial and residential subdivision as introduced by the applicant,
Stratford Crossing, LLC. the subject property is generally located north of Hickman Road and
west of N.10th Street, containing approximately 58.91 acres.
Mrs. DeBoer explained that the site plan indicated 3 lots for single family residential
development, 36 lots for two-family (duplex) development, one lot for townhome development,
one lot for multi-family development, and three lots for commercial development, for a total of
44 lots. All proposed lots meet or exceed the minimums for each respective zoning district. Public
utilities have been extended throughout the plat, and storm water detention will be accommodated
in a regional pond to the northwest of the plat, which is to be owned and maintained by an
association. Three public street extensions are included in this plat and five-foot wide sidewalks
will be constructed along both sides of the streets with individual lot development. Parkland
dedication will be satisfied with a future Stratford crossing development.
At this time staff would recommend approval of the final plat for Stratford Crossing Plat 1 subject
to remaining staff comments, review of the legal documents, and completions of all public
improvements.
Commissioner Hoifeldt questioned if there were any changes from the preliminary plat. Mrs.
DeBoer advised there were only a few minor changes to street alignments.

Commissioner Streit moved to approve the final plat for Stratford Crossing Plat 1, subject to any
remaining staff comments, review of legal documents, and completion of public improvements.
The motion was seconded by Commissioner Hoifeldt. Ayes: Streit, Broderick, Hoifeldt, and
Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR STRATFORD CROSSING PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, STRATFORD CROSSING, LLC, has requested final plat approval of Stratford Crossing
Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 14, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Crossing Plat 1 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
15th day of July, 2019, that the Final Plat for Stratford Crossing Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C, & D);
2. Public Utility Easement;
3. Public Sanitary Sewer Easement;
4. Public Storm Sewer Easement;
5. Overland Flowage Easement;
6. Public Electric Easement;
7. Stormwater Management Facility Maintenance Covenant & Permanent Easement
Agreement;
8. Private Landscape Buffer Easement; and
9. Declaration of Covenant for Monument Signs

The final plat indicates a total of three (3) lots for single family residential and 36 lots for two-family residential (duplex)
development. The plat includes three (3) outlots for future commercial development and one (1) outlot for multi-family
development. Tables 1 – 3 below summarize the bulk regulations applicable to these lots. All proposed lots meet or
exceed the minimums for each respective zoning district.

STREETS AND TRAILS
Extensions of three (3) public streets are included as part of this plat. Five-foot wide sidewalks will be constructed along
both sides of the streets throughout the plat with individual lot development.
No trails are included as part of this plat.
UTILITIES
Utilities have been extended throughout the plat. Sanitary sewer is provided from the east. Water main has also been
extended to the plat from the east. Storm water detention will be accommodated in a regional pond to the northwest
of the plat. The pond will be owned and maintained by an association.
PARKLAND
Parkland dedication will be satisfied with future phases of the Stratford Crossing development.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Stratford Crossing Plat 1 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
