FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Stratford Crossing, LLC, is requesting approval of a
final plat for an approximately 14.43-acre subdivision located north of
Hickman Road and west of NW 10th Street. The proposed final plat
includes 49 lots for single-family residential development. The developer
has completed extensions of public streets and utilities that will serve the
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on May 14, 2019 and recommended approval:
Approval of a Final Plat for Stratford Crossing Plat 2
City Planner Melissa DeBoer introduced the request for approval of a Final Plat for Stratford
Crossing Plat 2 for a single family residential subdivision as introduced by the applicant,
Stratford Crossing, LLC. The subject property is generally located north of Hickman Road and
west of N.10th Street, containing approximately 14.43 acres.
Mrs. DeBoer explained that the site plan indicated 49 lots for single family residential
development. All proposed lots meet or exceed the minimums for each respective zoning district
including the planned development overlay included for lots 4-49. Public utilities have been
extended throughout the plat, and storm water detention will be accommodated in a regional pond
to the northwest of the plat, which is to be owned and maintained by an association. Four public
street extensions are included in this plat and five-foot wide sidewalks will be constructed along
both sides of the streets with individual lot development. Parkland dedication will be satisfied
with a future Stratford crossing development.
At this time staff would recommend approval of the final plat for Stratford Crossing Plat 2 subject
to remaining staff comments, review of the legal documents, and completion of all public
improvements.
Commissioner Streit questioned if there were any changes from the preliminary plat. Mrs.
DeBoer advised there were no changes.
Commissioner Streit questioned why the lots 1-3 which are not under the Planned Development
Overlay, were included in the plat. Representative for the Applicant, Nick Halfhill, advised that it
is just how the phasing of the area worked out best as indicated by the market.

Commissioner Streit moved to approve the final plat for Stratford Crossing Plat 1, subject to any
remaining staff comments, review of legal documents, and completion of public improvements.
The motion was seconded by Commissioner Hoifeldt. Ayes: Streit, Broderick, Hoifeldt, and
Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR STRATFORD CROSSING PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, STRATFORD CROSSING, LLC, has requested final plat approval of Stratford Crossing
Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on May 14, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Stratford Crossing Plat 2 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
15th day of July, 2019, that the Final Plat for Stratford Crossing Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C, D, & E);
2. Public Storm Sewer Easement;
3. Public Storm Sewer and Overland Flowage Easement;
4. Public Sanitary Sewer Easement;
5. Public Snow Storage Easement;
6. Public Sanitary Sewer Easement;
7. Public Utility Easement;
8. Overland Flowage Easement; and
9. Public Electric Easement

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 49 lots for single family residential development. Lots 1, 2, and 3 are zoned R-2 and
range in size from 8,999 square feet to 9,416 square feet. Lots 4 – 49 are zoned R-2/PD-1 and are subject to the Planned
Development Agreement that was approved as part of the rezoning for the Stratford Crossing development. Lots 4 –
49 range in size from 7,150 square feet to 23,530 square feet. Table 1 below summarizes the minimum requirements for
the lots within the plat. All lots meet the requirements of their respective zoning districts.

In addition to the standard bulk regulations, the following requirements within the Planned Development Agreement are
applicable to Lots 4 – 49 when they are developed:
Minimum two car garage;
Minimum of 1,100 square feet for a ranch and 1,400 square feet for a two-story;
Adjacent lots cannot share the same building elevation; and
25% stone on the front of the home facing the public street
STREETS AND TRAILS
Extensions of four (4) public streets are included as part of this plat. Five-foot wide sidewalks will be constructed along
both sides of the streets throughout the plat with individual lot development.
No trails are included as part of this plat.
UTILITIES
Utilities have been extended throughout the plat. Sanitary sewer is provided from the east. Water main has also been
extended to the plat from the east. Storm water detention will be accommodated in a regional pond to the north of the
plat. The pond will be owned and maintained by an association.
PARKLAND
Parkland dedication will be satisfied with future phases of the Stratford Crossing development.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Stratford Crossing Plat 2 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
