Narrative Background The City of Waukee is planning to make improvements to the intersection of Warrior Lane, Ashworth Drive, and Northview Drive, which is an existing five-leg all-way stop controlled intersection. This intersection is on routes to the following schools:  Waukee Middle School  Waukee High School  Prairieview School Additionally, the intersection is on the route to the Waukee Stadium and the Waukee Public Library. The improvements are planned due to the existing intersection control not being able to handle current traffic. The issues the City and school district are facing, which will increase with future traffic growth are:  Traffic congestion on Warrior Lane o Long queues of vehicles form along Warrior Lane during the school drop-off and pick-up peak hours o The queues extend from Waukee Middle School south access driveway to Ashworth Drive  Congestion on Ashworth Drive o Long queues occur along Ashworth Drive although they are shorter than the queues along Warrior Drive  Access to Driveways and Road along Warrior Lane o Access to/from driveways between Waukee Middle School south access driveway and Ashworth Drive are severely impacted during the school drop-off and pick-up peak hours The main problem was identified as being the 5-leg intersection at Warrior Lane, Ashworth Drive, and Northview Drive. All-way stop intersections are a good option for control when traffic volumes at all approaches are comparable, which does not occur at this intersection. During the drop-off peak hour, the southbound approach has the highest demand followed by the southeast-bound approach, while the demand at the remaining approaches is almost negligible. During the drop-off peak hour, the northbound approach has the highest demand followed by the northwest-bound approach while the demand at the remaining approaches is almost negligible. The demand at the eastbound approach is low on both peak hours. All-way stop-control treats all approaches the same way, not prioritizing approaches with the higher-traffic volumes. The outcome is that queues form on the approaches with the highest traffic volumes. B. Narrative The intersecting roadways are classified as follows: Warrior Lane is a minor arterial, Ashworth Drive is a major collector, and Northview Drive is a minor collector. All three roadways have a posted speed limit of 25 mph, with single lane (shared left/through/right) approaches at the intersection. Northview Drive is the roadway that terminates (fifth leg) at the intersection. According to the Iowa DOT, 2016 AADT Map, the AADTs along Warrior Lane, Ashworth Drive, and Northview Drive within the project limits are 3,290, 4,670 and 1,580 vehicles per day (vpd), respectively. The intersection is expected to see growth and the Des Moines Area Metropolitan Planning Organization is estimating by 2040 AADTs of 4,920 and 7,364 for Warrior Lane and Ashworth Drive, respectively. The MPO does not show projections for Northview Drive; however, considering the same average growth rate for the project area, the AADT will be 2,365 by 2040. Land uses immediately surrounding the study intersection include institutional (Waukee Middle School, Immanuel Lutheran Church, Saint Boniface Catholic Church, and the Waukee Public Library), recreational (Centennial Park), agricultural, undeveloped, and residential land uses. The proximity of the Waukee Middle School in particular compounds vehicle congestion during the AM (7:00 – 8:00 AM), school dismissal (3:00 – 4:00 PM), and PM (5:00 – 6:00 PM) peak hours. Existing and proposed lane configuration and control are presented in Figure 1. Crash History The Iowa Crash Analysis Tool (ICAT) website administered by the Iowa DOT was used to collect available crash data at the study intersections for the ten-year period between January 1, 2009 and December 31, 2018. The intersection had a crash rate lower than the statewide average for intersections with a similar daily volume of entering vehicles. Rear-end and broadside were the highest frequency of crash types, with failure to yield right-of-way, following too closely, and ran stop signs as the most frequent identified major causes. Over the analyzed time period the intersection experienced 0.20 injuries per crash. Refer to Section I for crash history summaries. B. Narrative Figure 1 Existing & Proposed Lane Configuration & Control Widen Figure to Include Middle School Proposed Improvements & Conclusion Even though the crash rate is below statewide average, and no fatal or incapacitating crashes have occurred in the last ten years, the improvements represent a proactive action to avoid an increase and actually reduce crash frequency, rate and severity. Additionally, in the ten-year study period, a total of 15 crashes occurred at this intersection. However, five crashes occurred in the first five years (2009-2013) and 12 crashes occurred in the last five years (2014-2018), which reveals a sharp trend in crash increase (exponential curve trend). Following this trend, 48 crashes would be expected in the next five years (2019-2023). Intersection improvements proposed include moving Northview Drive’s intersection with Ashworth Drive sufficiently far to the west to satisfy SUDAS specifications, and converting the intersection into a four-leg roundabout. A single-lane roundabout is anticipated to provide an acceptable LOS (LOS D or better) through projected 2040 conditions, whereas the existing lane configuration and control is not. The Highway Safety Manual Clearinghouse website identifies an approximate expected crash frequency reduction of 88% due to the conversion of stop-controlled intersection to a single-lane roundabout. It should also be noted, MUTCD Warrant 2 – Four hour Vehicular Volume traffic control signal warrant threshold is anticipated to be met under projected 2025 conditions. Other Improvements to the Warrior Lane Corridor. The Warrior Lane corridor is also planned for other improvements outside of the roundabout planned to replace the 5-way stop intersection as discussed above. The other improvements consist of a three-lane roadway section with a two-way left turn lane. The City and School district have witnessed motorists make unsafe passing movements on the two-lane road where turning movements have stopped traffic. The two-way left turn lane provided by the three lane section will separate many of those turning movements from through traffic helping to alleviate the dangerous passing movements. Other considerations include modifications to the crosswalk between the middle school on the east side of Warrior Lane and the Public Library on the west side. The existing crosswalk is a mid-block crossing with a rectangular rapid flashing beacon. The final solution to the cross walk is still under discussion, however the goal is to remove conflict points, make the crossing simple and intuitive for pedestrians and students, and conform to driver expectancy. One potential option moves the crosswalk to an intersection where a crossing guard is deployed to help move students across Warrior Lane during school dismissal. These other improvements are not part of the Traffic Safety Funding Application, nor are they included within the cost opinion provided herein. However, they are a part of the larger story of safety within this corridor that will become a reality with help from the Traffic Safety Improvement Program. C.
