HomeMy WebLinkAbout2019-08-05-J10 Willis Waukee_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 5, 2019 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Willis Waukee FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 1.28-acre commercial development generally located south of Hickman Road and west of 4th Street. The final plat includes combining four lots into one lot for the existing Willis Auto site. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on July 23, 2019, and recommended approval: Approval of a Final Plat for Willis Used Auto City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat, final plat, and site plan for Willis Used Auto, as submitted by the applicant Willis Auto. The subject property is located south of Hickman Road and west of 4th Street, containing approximately 1.28 acres. The property is zoned C-1, Community and Highway Service Commercial District. Mrs. DeBoer advised that the site currently consists of four lots. Two of the lots were previously single-family homes. The lot located at the northeast corner, consisted of one small commercial building, and the lot along the west side of the site is what remains today. The existing building onsite is used as the sales office for Willis Auto and will remain. All of the other buildings on site have been demolished. The proposed final plat would combine the four lots into one large lot. The site plan includes paving a parking lot to be used as a sales display lot for vehicles. The site plan shows the possibility of expanding the existing building in the future. This would require separate site plan approval at that time. Mrs. DeBoer explained that the proposed sales display lot includes 72 parking spaces, bringing the total parking spaces for sales display to 94 spaces. The applicant is proposing to make several improvements to the site including: a new five-foot wide sidewalk along 4th Street, repaving the existing approach on Hickman, paving a new approach on 4th Street, paving the existing gravel lot on the south side of the building, adding landscaping to meet the landscaping requirements, and installing additional lighting throughout. J10 Mrs. DeBoer advised that there are three accesses are provided to the site. The access off of Elm Street is meant to be used for employees only. A total of 9 parking spaces are required for this project and 13 spaces are provided. The other 94 spaces on site are for sales display. This site is already serviced with all public utilities. Storm water detention will be provided with underground detention, located at the northeast corner of the site. A minimum of 20% of the project area is required to be open space, 22.4% open space is proposed. Plantings are provided in complianc e with the Landscape and Open Space Ordinance. Staff recommended approval of the preliminary plat, final plat and site plan subject to any remaining staff comments and review of the legal documents.  Commissioner Tietz asked about the access on 4th Street not aligning with the access across the street. Mrs. DeBoer stated that staff has no concerns due to the timing of the different businesses.  Commission Hoifeldt asked if they planned on having a monument sign. Mrs. DeBoer stated that they did not plan on a monument sign, but they do having wall signage on their building. Commissioner Tietz moved to approve the final plat for Willis Waukee subject to any remaining staff comments and review of the legal documents. The motion was seconded by Commissioner Koshy. Ayes: Ward, Tietz, Streit, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the C-1 Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this final plat.
