AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Willis
Waukee

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 1.28-acre commercial development generally
located south of Hickman Road and west of 4th Street. The final plat
includes combining four lots into one lot for the existing Willis Auto site.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on July 23, 2019,
and recommended approval:
Approval of a Final Plat for Willis Used Auto
City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat, final
plat, and site plan for Willis Used Auto, as submitted by the applicant Willis Auto. The subject
property is located south of Hickman Road and west of 4th Street, containing approximately 1.28
acres. The property is zoned C-1, Community and Highway Service Commercial District.
Mrs. DeBoer advised that the site currently consists of four lots. Two of the lots were previously
single-family homes. The lot located at the northeast corner, consisted of one small commercial
building, and the lot along the west side of the site is what remains today. The existing building
onsite is used as the sales office for Willis Auto and will remain. All of the other buildings on site
have been demolished. The proposed final plat would combine the four lots into one large lot. The
site plan includes paving a parking lot to be used as a sales display lot for vehicles. The site plan
shows the possibility of expanding the existing building in the future. This would require separate
site plan approval at that time.
Mrs. DeBoer explained that the proposed sales display lot includes 72 parking spaces, bringing the
total parking spaces for sales display to 94 spaces. The applicant is proposing to make several
improvements to the site including: a new five-foot wide sidewalk along 4th Street, repaving the
existing approach on Hickman, paving a new approach on 4th Street, paving the existing gravel lot
on the south side of the building, adding landscaping to meet the landscaping requirements, and
installing additional lighting throughout.

Mrs. DeBoer advised that there are three accesses are provided to the site. The access off of Elm
Street is meant to be used for employees only. A total of 9 parking spaces are required for this
project and 13 spaces are provided. The other 94 spaces on site are for sales display. This site is
already serviced with all public utilities. Storm water detention will be provided with underground
detention, located at the northeast corner of the site. A minimum of 20% of the project area is
required to be open space, 22.4% open space is proposed. Plantings are provided in complianc e
with the Landscape and Open Space Ordinance.
Staff recommended approval of the preliminary plat, final plat and site plan subject to any
remaining staff comments and review of the legal documents.
Commissioner Tietz asked about the access on 4th Street not aligning with the access
across the street. Mrs. DeBoer stated that staff has no concerns due to the timing of the
different businesses.
Commission Hoifeldt asked if they planned on having a monument sign. Mrs. DeBoer
stated that they did not plan on a monument sign, but they do having wall signage on
their building.
Commissioner Tietz moved to approve the final plat for Willis Waukee subject to any remaining
staff comments and review of the legal documents. The motion was seconded by Commissioner
Koshy. Ayes: Ward, Tietz, Streit, Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the C-1 Zoning District and that the
applicant has successfully addressed all of the requirements within the
Waukee Subdivision Ordinance with the submittal of this final plat.
RECOMMENDATION: Staff recommends approval of the Final Plat for Willis Waukee

APPROVING WILLIS WAUKEE FINAL PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Final Plat for Willis Waukee on July 23, 2019, subject to remaining staff comments
and review of the legal documents; AND,
WHEREAS, the Final Plat for Willis Waukee is in general conformance with section §303 -
Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa
on this 23rd day of July, 2019, that the Final Plat for Willis Waukee be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements and documents to be filed with the Plat:
1. Public Sidewalk Easement; and
2. Public Utility Easement

HISTORY
The subject site consists of a total of four lots. Two of the lots were previously single-family residences. The
lot located at the northeast corner of the site, consisted of one small commercial building, and the lot along
the west side of the site consisted of the existing commercial building that remains today. This existing building
is used as the sales office for Willis Auto and will remain. All of the other buildings on site have been
demolished.
PROJECT DESCRIPTION
The project includes combining all four lots into one lot and paving a parking lot to be used as a sales display
lot for vehicles. The site plan shows a possibility of expanding the current sales office at some point in the
future. The building expansion will require separate site plan approval at that time.
The proposed sales display lot includes 72 parking spaces, bringing the total parking spaces for sales display on
the overall site to 94 spaces.
Other improvements to the site include a new 5-foot wide sidewalk along 4th Street, repaving the existing
approach on Hickman Road, paving a new approach off of 4th Street, paving the existing gravel parking lot on
the south side of the building, adding landscaping to meet the landscape requirements, and installing additional
site lighting throughout.
The final plat identifies one lot that is 1.28 acres in area.
ACCESS AND PARKING
Three accesses will be provided to this site. One off of Hickman Road, one off of 4th Street and one off of Elm
Street. The access off of Elm Street is to be used for employees only.
A total of 9 parking spaces are required for this project and 13 spaces are provided, including 2 accessible
spaces. The other 94 spaces on site are for sales display.

SIDEWALKS/TRAILS
A five foot wide sidewalk will be constructed along 4th Street with site improvements.
UTILITIES
This site is already serviced will all public utilities.
Storm water detention for the new parking lot will be provided with underground detention. The
underground detention is located at the northeast corner of the site.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 22.4%.
Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance.
STAFF RECOMMENDATION
The proposed preliminary plat, site plan and final plat are in general conformance with the Zoning Ordinance,
Subdivision Ordinance, Site Plan Ordinance and Comprehensive Plan. Staff recommends approval subject to
any remaining staff comments and review of the legal documents.
