AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Lot 3,
Waukee Market Place Plat 1 (950 E. Hickman Road)

SYNOPSIS INCLUDING PRO & CON: Hurd Waukee LLC requests approval of a site plan to
allow for the construction of a single-story, multi-tenant building that is
proposed to be approximately 6,000 square feet in area. The subject property
is located south of Hickman Road and west of SE Alice’s Road. The site plan
identifies two potential tenant spaces; the east tenant space includes a drive-
thru with a menu board located to the south of the proposed building. A trash
enclosure is shown at the south side of the site and a monument sign at the
northwest corner.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the July 23, 2019 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Lot 3, Waukee Market Place Plat 1 (950 E. Hickman Road)
City Planner, Melissa DeBoer, introduced the request for approval of a site plan for Lot 3, Waukee
Market Place Plat 1, as submitted by the applicant Hurd Waukee, LLC. The subject property is located
south of Hickman Road and west of SE Alice’s Road, containing approximately 1.14 acres. The
property is zoned C-1, Community and Highway Service Commercial District with a Planned
Development Overlay.
Mrs. DeBoer advised that the project includes the construction of a single-story, multi-tenant building
that is proposed to be approximately 6,000 square feet in area. The plan identifies two tenant spaces,
the east tenant space includes a drive-thru. A trash enclosure is located at the south side of the site and
a monument sign is shown at the northwest corner of the site. The full access into the development is
off of Hickman Road, to the west of the subject site.
Mrs. DeBoer advised that a total of 47 parking spaces are required and they are provided 59 spaces.
Sidewalk connections are provided to the adjacent properties in order to provide pedestrian access
throughout the entire development. All utilities are provided to this site. Storm water detention will be
provided with the existing detention basin located along Hickman Road. A minimum of 20% of the

site area is required to be open space, 33% is provided. The applicant has provided the required
amount of plantings per the landscaping ordinance.
Mrs. DeBoer stated that the elevations of the building are proposed to be constructed of concrete
masonry unit, metal paneling, composite decking, brick, EIFS, and glazing. The trash enclosure will be
constructed of the concrete masonry unit to match the building. A lighting plan has been provided in
accordance with the Site Plan Ordinance.
Staff recommended approval of the site plan subject to any remaining staff comments.
Commissioner Hoifeldt asked where the menu board is located. Mrs. DeBoer stated that it is
located at the southeast side of the site.
Commissioner Streit asked if the Starbucks drive thru is on the east or west side of their site.
Mrs. DeBoer explained that the Starbucks drive thru is on the east side and that the proposed
site plan is proposed to be laid out the same.
Commissioner Koshy moved to approve the site plan for Lot 3, Waukee Market Place Plat 1 subject to
any remaining staff comments. The motion was seconded by Commissioner Tietz. Ayes: Ward, Tietz,
Streit, Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Lot 3, Waukee Market Place Plat 1, subject to remaining staff comments on July
23, 2019; AND,
WHEREAS, the Site Plan for Lot 3, Waukee Market Place Plat 1 is in general conformance with
§304 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Lot 3, Waukee Market Place Plat 1 is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of August, 2019 that the Site Plan for Lot 3, Waukee Market Place Plat 1 is
approved.

PROJECT DESCRIPTION
The project includes the construction of a single-story, multi-tenant building that is proposed to be
approximately 6,000 square feet in area. The proposed building identifies two potential tenant spaces. The east
tenant space includes a drive-thru with a menu board located to the south of the building. A trash enclosure is
shown at the south side of the site. A monument sign is shown to be located at the northwest corner of the
site.
ACCESS AND PARKING
There are several accesses into this site from the surrounding properties. The full access into the Waukee
Market Place development is off of Hickman Road, to the west of the subject site.
A total of 47 parking spaces are required for this facility. The total amount of parking proposed is 59 spaces
including 3 accessible stalls. The proposed site plan meets the parking requirements of the ordinance.
SIDEWALKS/TRAILS
Five foot wide sidewalks are provided to the adjacent properties to both the east and the west in order to
provide pedestrian access throughout the entire Waukee Market Place development. Sidewalks are provided
around the exterior of the building along the north and west sides, in order to provide pedestrian access to
and from the parking lot.
UTILITIES
This site will be serviced with all public utilities. Sanitary and water will be brought in from the mains located
to the south of the subject site. Storm water detention will be provided with the existing detention basin
along Hickman Road.

LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 33%. The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS
The elevations are proposed to be constructed of concrete masonry unit, metal paneling, composite decking,
brick, EIFS, and glazing. The proposed trash enclosure will be constructed of concrete masonry unit to match
the building.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of uses that would serve a large portion of the community.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan for Lot 3, Waukee Market Place Plat 1 subject to remaining staff
comments.
