HomeMy WebLinkAbout2019-08-19-J08 The Reserve at Daybreak Plat 4 - Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 19, 2019 AGENDA ITEM: Consideration of approval of a resolution approving preliminary plat for The Reserve at Daybreak Plat 4 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat for an approximately 5.44-acre subdivision generally located north of Ashworth Road and west of Ute Avenue. The request is to split the current lot into three separate lots for single-family residential development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on August 13, 2019, and recommended approval: Approval of a Preliminary Plat for the Reserve at Daybreak Plat 4 City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat as submitted by the applicant, Element 119, llc. The subject property is located north of Ashworth Road and west of Ute Avenue, containing approximately 5.44 acres. This property was rezoned in May 2019 to allow Single Family Residential development. Mrs. DeBoer explained that the request is to split what is currently lot 7 of the Reserve at Daybreak Plat 4, into three separate lots for single family development. Two of the lots will contain non-buildable outlots in the total square footage due to the location of a floodplain. These outlots will be maintained by the owners of the corresponding lots. Mrs. DeBoer advised that there is a private drive to serve lots 1 and 2 as lot 3 will be accessed off of Century Circle. This private drive includes an ingress/egress easement and will be privately maintained. A five foot sidewalk will be constructed on both sides of Century Circle with individual lot development. All public utilities will be available to the lots. At this time staff would recommend approval of the preliminary plat for The Reserve at Daybreak Plat 4, subject to any remaining staff comments.  Commissioner Streit questioned why the split was occurring. A representative of the applicant, Jared Murray, advised that the developer was originally going to J8 build a personal home on the large lot 7, however, they built on a different lot, and the smaller lots are more market friendly.  Commissioner Broderick asked staff to verify if the floodplain fringe was creeping onto lots 1 and 2 on the plat map. Senior City Planner, Andy Kass, verified that the marker commissioner Broderick was looking at was for the sanitary Sewer extension. Commissioner Broderick moved to approve the Preliminary Plat for the Reserve at Daybreak Plat 4, subject to any remaining staff comments. Commissioner Koshy seconded the motion. Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat meets the intent and the requirements of the R-1 (Single Family Residential) Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this preliminary plat. Location and Size: Property is generally located north of Ashworth Road and west of Ute Avenue, containing approximately 5.44 acres more or less. This property is currently vacant, undeveloped land. The current property contains one lot, Lot 7 of The Reserve at Daybreak Plat 1. The request is to split the current lot into 3 separate lots. PROJECT DESCRIPTION LOTS The preliminary plat identifies a total of 3 lots for single family residential development. Lot 1 is 0.73 acres, Lot 2 is 2.10 acres and Lot 3 is 1.93 acres. All proposed lot widths and square footages meet the minimum requirements of the R-1 zoning district. Table 1 below summarizes the bulk regulations for the R-1 zoning district. STREETS AND TRAIL The preliminary plat includes a private drive to serve lots 1 and 2. Lot 3 will be accessed off of Century Circle. The private drive includes an ingress/egress easement and will be privately owned and maintained. A five foot wide sidewalk will be constructed on both sides of Century Circle with individual lot development. August 9, 2019 3 of 3 UTILITIES Utilities will be extended to service the proposed plat as part of the public improvements. Sanitary sewer service will be provided by the recently constructed sanitary sewer main, located along the east side of the proposed plat. This sanitary main will be extended to the north, to end at the north plat boundary. Water main will be extended into the proposed plat from the main located along Century Circle. Storm sewer has been provided with the previous plat and stormwater will eventually outlet to the creek located to the north of this plat. PARKLAND Parkland dedication has been provided with previous plats. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance. The preliminary plat is in general conformance with the Subdivision Ordinance. Staff recommends approval of the preliminary plat for The Reserve at Daybreak Plat 4 subject to remaining staff comments.
