AGENDA ITEM: Consideration of approval of a resolution approving a site plan amendment for
U-Haul Moving & Storage Waukee (1100 E. Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: AMERCO Real Estate Company, owners of U-Haul
Moving & Storage Waukee, have submitted detailed architectural elevations for facade improvements
to the north, east, west and south elevations of the building located at 1100 E. Hickman Road,
Waukee. In 2018, AMERCO Real Estate Company, purchased the building from Atlantic Bottling and
have been operating a U-Haul storage and truck rental facility on the property since the purchase.
The applicant has begun improvements to the interior of the building and would like to begin making
improvements to the exterior of the building that matches the U-Haul branding. The attached drawings
indicate the removal of several exterior doors and overhead doors around the building. The applicant
intends to replace existing ribbed metal paneling with two different types of architectural metal
paneling. The applicant also proposes some offset vertical panels around the exterior of the building to
provide articulation to the facades. The paneling is intended to be painted consistent with U-Haul
colors. The existing entrance at the southwest corner of the building is proposed to be accented with
the use of architectural metal paneling and painting of the existing siding. The west, east, and north
elevations show what appear to be windows and doors, but they are faux decals to mimic articulation
and fenestration of the facades.
Over the past few months staff has worked with the applicant to review possible options for façade
improvements to the existing building. The applicant is largely using metal paneling on the building,
but proposes to incorporate elements that will break up long expanses of walls, add architectural
interest to the building, and promote interest along the facades that face public streets. The proposed
façade improvements demonstrate conformance with the Site Plan Ordinance. Staff recommends
approval of the façade improvements.

COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the August 13, 2019 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of façade improvements to U-Haul Moving & Storage of Waukee (1100 E. Hickman
Road)
Senior Planner, Andy Kass, introduced the request for façade improvements as made by the applicant,
AMERCO Real Estate Company. The subject property is located at 1100 E. Hickman Road at what
was previously the Atlantic Bottling Company. The Applicant has submitted detailed architectural
elevations detailing the proposed façade improvements.

Mr. Kass advised that the applicant is proposing an elevation that would bring new life to the building,
with updated painting and metal paneling around the entirety of the façade. The applicant has also
proposed vertical offsets and faux windows to improve the look of the north-facing wall of the
building adjacent to E. Hickman Road. Along the south side of the building, the applicant has
indicated several overhead doors that will be relocated, and a defined entrance point for the building.
At this time, Staff recommends approval of the façade improvements as the proposal demonstrates
conformance with the Site Plan Ordinance and adds architectural interest to the building.
Commissioner Hoifeldt questioned if there will be paving changes during these improvements.
Randy Dixson, a representative for AMERCO Real Estate and U-Haul, advised that there will
be multiple phases for the improvements to the buildings. Phases 1 and 2 will add new
pavement to the south of the building as well as any updates to current pavement wear. Phase
3 will include additional storage units and covered RV parking to the south of the current
building. The goal of everything was to bring something nice looking that still remained in
budget.
Commissioner Broderick questioned if the large front letters were lighted. Mr. Dickson
advised the U-HAUL letters on the north entrance were not lighted. However, the signage by
the actual entrance would be.
Commissioner Broderick questioned about the hvac unit requirements for the building as he
was unable to see any in the provided elevations. Mr. Dickson advised the plan was to utilize
what was currently available, but that the decision was not completely finalized as there were
some calculations still in review- however he was aware of the screening requirements.
Commissioner Streit questioned on the timeline. Mr. Dickson advised he would like to get the
painting done as soon as possible as the metal work was something that could be done through
the winter months.
Commissioner Koshy moved to approve the façade improvements to U-Haul Moving & Storage of
Waukee (1100 E. Hickman Road), subject to any remaining staff comments. Commissioner Hoifeldt
seconded the motion. Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: The proposed façade improvements demonstrate
conformance with the Site Plan Ordinance. Staff recommends approval of the façade
improvements/site plan amendment.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan Amendment for U-Haul Moving & Storage Waukee on August 13, 2019; AND,
WHEREAS, the Site Plan Amendment for U-Haul Moving & Storage Waukee is in general
conformance with §304 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan Amendment for U-Haul Moving & Storage Waukee is in general
conformance with §301.27(A) – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of August, 2019 that the Site Plan Amendment for U-Haul Moving & Storage
Waukee is approved.
