HomeMy WebLinkAbout2019-09-03-J06 El Dorado Hills Plat 1_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 3, 2019 AGENDA ITEM: Consideration of approval of a resolution approving preliminary plat for El Dorado Hills Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat for an approximately 12.88-acre subdivision generally located north of Ashworth Road and east of Ute Avenue. The request is to develop the current acreage into 9 lots. The existing house will remain on one of the proposed lots. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on August 27, 2019, and recommended approval: Approval of a Preliminary Plat for El Dorado Hills Plat 1 City Planner, Melissa DeBoer, introduced the request for approval of a preliminary plat for a residential subdivision as submitted by the applicant, El Dorado Hills, LLC. the subject property is north of Ashworth Road and East of Ute avenue, containing approximately 12.88 acres. Recently, the property was annexed into the city limits and rezoned for residential development. Mrs. DeBoer advised that the preliminary plat indicated a total of 9 residential lots, the existing home will remain and is located on lot 6. Sidewalks will be extended on both sides of the street as development occurs, and public utilities will be extended to the development. Stormwater detention will be maintained in several detention easements, if the easement is located on an individual lot, then it is to be maintained by the lot owner. Outlot Z is approximately 2.79 acres and satisfies the required parkland dedication. At this time staff would recommend approval of the preliminary plat for El Dorado Hills Plat 1, subject to any remaining staff comments. Commissioner Hoifeldt questioned how the city would gain access to the parkland. Senior Planner, Andy Kass, advised that the City does have a series of sewer easements and trail easements that have access to the area. The parkland is more for a future greenbelt extention, and the area is one that won’t require much maintenance for that use. Commissioner Hoifeldt questioned if Ute avenue would have a deceleration lane to turn into the development. Mrs. DeBoer advised that was correct. J6 Commissioner Koshy moved to approve the preliminary plat for El Dorado Hills Plat 1, subject to any remaining staff comments. Commissioner Broderick seconded the motion. Ayes: Ward, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat meets the intent and the requirements of the R-1 (Single Family Residential) Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this preliminary plat. Location and Size: Property is generally located north of Ashworth Road and east of Ute Avenue, containing approximately 12.88 acres more or less. The property was recently annexed into the City of Waukee and rezoned from A-1 (Agricultural District) to R-1 (Single Family Residential District) in order to allow for a single-family residential development. PROJECT DESCRIPTION LOTS The preliminary plat identifies a total of 9 lots for single-family residential development. The lots range in size from 20,945 square feet to 92,280 square feet. All proposed lot widths and square footages meet the minimum requirements of the R-1 zoning district. Table 1 below summarizes the bulk regulations for the R-1 zoning district. A five foot wide sidewalk will be constructed on both sides of the street with individual lot development. August 22, 2019 3 of 3 UTILITIES Utilities will be extended to service the proposed plat as part of the public improvements. Sanitary sewer service will be brought up from the sanitary main located to the south. Water main will be extended into the proposed plat from the main located along the west side of Ute Avenue. Storm water management will be provided through a series of different storm sewer segments. There are several detention areas located throughout the plat. Detention easements on individual lots will be owned and maintained by the owner of the individual lot. The detention area within Outlot Z will be maintained by the City of Waukee as this is within City parkland. The stormwater ultimately drains into Sugar Creek to the east. PARKLAND Outlot Z is located within the floodplain and is to be dedicated to the City of Waukee for parkland. Outlot Z is a total of 2.79 acres in area. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance. The preliminary plat is in general conformance with the Subdivision Ordinance. Staff recommends approval of the preliminary plat for El Dorado Hills Plat 1 subject to remaining staff comments.
