HomeMy WebLinkAbout2019-09-03-J07 Stratford Crossing Plat 3_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 3, 2019 AGENDA ITEM: Consideration of approval of a Final Plat for Stratford Crossing Plat 3 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Stratford Crossing, LLC, is requesting approval of a final plat for an approximately 20.10-acre subdivision located north of Hickman Road and west of NW 10th Street. The proposed final plat includes 69 lots for single-family residential development. The developer has completed extensions of public streets and utilities that will serve the plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request on May 14, 2019 and recommended approval: Approval of a Final Plat for Stratford Crossing Plat 3 City Planner Melissa DeBoer introduced the request for approval of a Final Plat for Stratford Crossing Plat 3 for a single family residential subdivision as introduced by the applicant, Stratford Crossing, LLC. The subject property is generally located north of Hickman Road and west of N. 10th Street, containing approximately 20.10 acres. Mrs. DeBoer explained that the site plan indicated 49 lots for single family residential development. All proposed lots meet or exceed the minimums for each respective zoning district including the planned development overlay included for lots 9-26. Public utilities have been extended throughout the plat, and storm water detention will be accommodated in a regional pond to the northwest of the plat, which is to be owned and maintained by an association. Five public street extensions are included in this plat and five-foot wide sidewalks will be constructed along both sides of the streets with individual lot development. A Trail in the rear yards will connect to the Raccoon River Valley Trail and a future park to the north. Parkland dedication will be satisfied with a future Stratford crossing development. At this time staff would recommend approval of the final plat for Stratford Crossing Plat 3 subject to remaining staff comments, review of the legal documents, and completion of all public improvements. Commissioner Hoifeldt questioned if there would be trail connections in Plat 2 as well. Representative for the applicant, Nick Halfhill, advised that there are no trail connections. He advised that the sidewalks in the area do follow NW Sunrise Drive and will connect to the trail pending approval from the Dallas County Conservation Board. J7 Commissioner Koshy questioned if the trail terminates at the park on the end of plat 3. Mr. Halfhill advised that at the moment that the trail would end at the pond and park as there is still a farmstead that is between this development and the underpass connection of NE Douglas Avenue to connect to the larger trail network. Commissioner Koshy questioned what the development timeline would be. Mr. Halfhill advised that plats 1-2 were 95% done with public improvements and plat 3 is not far behind. Commissioner Koshy moved to approve the final plat for Stratford Crossing Plat 3, subject to any remaining staff comments, review of legal documents, and completion of public improvements. The motion was seconded by Commissioner Broderick. Ayes: Streit, Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries. Lots 1 – 8 and 27 – 69 are zoned R-2 and range in size from 8,775 square feet to 13,196 square feet. Lots 9 – 26 are zoned R-2/PD-1 and are subject to the Planned Development Agreement that was approved as part of the rezoning for the Stratford Crossing development. Lots 9 – 26 range in size from 7,540 square feet to 12,089 square feet. Table 1 below summarizes the minimum requirements for the lots within the plat. All lots meet the requirements of their respective zoning districts. Table 1: Bulk Regulations applicable to the R-2 zoning district. Five-foot wide sidewalks will be constructed along both sides of the streets throughout the plat with individual lot development. The developer is installing a trail within the rear yards of the lots between NW Jamestown Lane and NW Bunker Hill Drive. The trail is being installed to provide a connection to the Raccoon River Valley Trail to the south and a future City park to the north in the future. UTILITIES Utilities have been extended throughout the plat. Sanitary sewer is provided from the east. Water main has also been extended to the plat from the east. Storm water detention will be accommodated in a regional pond to the north of the plat. The pond will be owned and maintained by an association. PARKLAND The remaining parkland dedication will be satisfied with future phases of the Stratford Crossing development. With this plat the developer is constructing a trail within the rear yards to connect to the Raccoon River Valley Trail and to a future park to the north. STAFF RECOMMENDATION Staff recommends approval of the final plat for Stratford Crossing Plat 3 subject to remaining staff comments, review of the legal documents, and completion of public improvements.
