HomeMy WebLinkAbout2019-09-16-J02 Reserve at Daybreak Plat 2_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 16, 2019 AGENDA ITEM: Consideration of approval of a Final Plat for The Reserve at Daybreak Plat 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Reserve at Daybreak, LLC, is requesting approval of a final plat for an approximately 19.36-acre subdivision located north of Ashworth Road and west of Ute Avenue. The proposed final plat includes 39 lots for single-family residential development. The developer has completed extensions of public streets and utilities that will serve the plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request on April 9, 2019 and recommended approval: Approval of a Final Plat for The Reserve at Daybreak Plat 2 City Planner, Melissa DeBoer, introduced the request for approval of a final plat as submitted by the applicant, Reserve at Daybreak, LLC. If approved, the subject property containing 19.36 acres would be developed as a residential subdivision. Mrs. DeBoer advised that the final plat identifies 39 new lots ranging in size from 12,400 square feet to 54,586 square feet. One new street, Roman Road, will be constructed with the development, as well as a portion of Serenity Drive which connects the development south to Ashworth Road. Public utilities are available on the site, and Storm water in this plat will eventually outlet to the creek located to the north of this plat. At this time staff recommends approval of the final plat for the Reserve at Daybreak Plat 2 subject to remaining staff commends, review of the legal documents, and completion of public improvements.  Commissioner Tietz questioned if the green and red hashed areas indicated a flood plain. A representative for the applicant indicated that it was just an overlay regarding tree removal decisions.  Commissioner Streit questioned where the development is at in the building phase. Representative for the applicant, Jarred Murray, advised that Plat 1 is basically done and homes are going in.  Commissioner Broderick questioned if the school had started being built to the south of the development. Director of Development Brad Deets, advised that the school in this area was not scheduled to open until 2022, so if it were to stay on schedule, plans would more than likely be submitted late fall of 2019. J2  Commissioner Streit questioned the total number of lots in the Daybreak Development. Mr. Murray advised 175 total. Commissioner Tietz moved to approve the final plat for the Reserve at Daybreak plat 2 subject to any remaining staff comments, review of the legal documents, and completion of the public improvements. The motion was seconded by commissioner Broderick. Ayes: Tietz, Streit, Broderick, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat. Table 1 below summarizes the bulk regulations applicable to these lots. All proposed lots meet or exceed the minimum lot width of 80 feet. The lots range in size from 12,400 square feet to 54,586 square feet. Table 1: Bulk Regulations applicable to the R-1 zoning district. Five-foot wide sidewalks will be constructed along both sides of the streets throughout the plat with individual lot development. No trails are included as part of this plat. UTILITIES Utilities have been extended throughout the plat. Sanitary is provided through the recently constructed sanitary sewer main, located to the southeast of the proposed plat. Water main has been extended from the south. Storm water in this plat will eventually outlet to the creek located to the north of this plat.
