HomeMy WebLinkAbout2019-11-04-H01 Overhead Door Requirements_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 4, 2019 AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 160, Site and Building Development Standards related to Architectural and Site Design Characteristics (Overhead Doors) FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: A developer approached the City Council at the September Work Session regarding the current ordinance related to overhead door requirements located on properties adjacent to major corridors. Specifically the ordinance states that loading areas, overhead doors or service areas shall not face the corridor. The existing parking ordinance addresses the location of loading areas and service areas that are related to delivery of product, trash compactors, etc. The parking ordinance states that these types of activities are restricted to the rear of the building. As it relates to overhead doors, the City has generally interpreted this requirement and enforced it as a part of site plan review as it relates to types of businesses related to repair of vehicles which include a general repair garage, collision center and oil and tire centers. The City has not applied this requirement to car washes and overhead doors associated with auto sales businesses. The proposed Ordinance removes the restriction on front facing overhead doors and in lieu of places requirements that any overhead doors fronting a major street be required to be designed with full glazing so that when closed they generally give the appearance of a regular store front. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at the October 29, 2019 meeting and recommended approval: Approval of an ordinance to amend Chapter 160 – Site and Building Development Standards related to architectural and site design characteristics – Arterial Overlay Districts Brad Deets, Development Services Director, presented the proposal and the reason for needing to amend the ordinance. Mr. Deets explained that the proposal is to remove the requirement that the overhead doors cannot face out to the corridor. He explained that there will be design standards for overhead doors that do face out to the corridor in order to make the overhead door look like a storefront rather than just a garage door. H1 Commissioner Koshy asked if it is different for service doors, delivery doors, docks, etc. Mr. Deets explained this is not an amendment to that, but that those types of uses are covered in our parking ordinance. This just relates to the arterial overlay district. Commissioner Broderick moved to approve an ordinance to amend Chapter 160 – Site and Building Development Standards related to architectural and site design characteristics – Arterial Overlay Districts. The motion was seconded by Commissioner Koshy. Ayes: Ward, Tietz, Broderick, Hoifeldt and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: RECOMMENDATION: Hold the Public Hearing.
